A resolution authorizing the disbursement of the FY 2019 James T.
Bowman scholarship awards in the amount of $2,500.00 to six
awardees totaling $15,000.00 in scholarship awards; and charging the
total amount to Account No. 610-1110-559-34-50.
WHEREAS, the City of South Miami Community Redevelopment Agency (SMCRA)
adopted redevelopment plan calls for the development of scholarship programs to
support and encourage higher education in the SMCRA Area; and
WHEREAS, the intent of this directive is to enhance self-sufficiency and long term
economic sustainability within in the community redevelopment area; and
WHEREAS, the James T. Bowman Scholarship Program was established by the
SMCRA Board approximately ten years ago in honor of former South Miami City
Commissioner and dedicated community activist, James T. Bowman; and
WHEREAS, this year's scholarship notice was placed on the City of South Miami
web page and also placed in one of the local newspaper publications with an application
submittal deadline of June 03, 2019 which was extended to accommodate the need to
register for classes; and
WHEREAS, following the application submittal deadline, a total of six (6) eligible
applications were received based on program eligibility requirements and supporting
documentation; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SOUTH MIAMI COMMUNITY
REDEVELOPMENT AGENCY THAT:
Section 1. The South Miami Community Redevelopment Agency Board
authorizes the SMCRA to disburse a $2,500 scholarship award to the following winners
of the James T. Bowman Scholarship Program and charge the total amount of $15,000
to Account No. 610-1110559-34-50 (Bowman Scholarship Account); in addition,
awarding an additional $116.67 from Chairman Stoddard's discretionary account to
each recipient so that each recipient receives $2,616.67 and charging the total $700 to
Account No. 610-1110-554-99-25 (Board Member Discretionary Account):

Two-thirds of students who earned a four-year degree borrowed for college.
And the average student loan is $28,500. These numbers seem mild in
comparison to what I and my family are facing. My older brother and sister are
already in college because my mom always wanted us to be well educated
and make a positive impact on society. But this has caused us to borrow, and
now we're over $60,000 in debt. My father is never here to help us as he left
us when we were still small children. But this hasn't stopped me from
dreaming and painting a brighter vision for my future. I know that to get out of
this situation, I will have to work harder than anyone else around me. Even
though I'm young, I have already worked part-time in a local cafeteria and
earned a little bit of money on the side as a blogger to help my family. My true
vocation is architecture. Ever since I was a child, I used to flip through the
pages of "The Most Beautiful Buildings in The World" book in the nearby
library, and think that one day, I too will be able to construct magnificent
structures full of light and color. I'm drawing as much as I can, and I have
already filled 12 notebooks with my projects. I also receive straight "A's" in
mathematics and physics since the very beginning of my school time. I even
got the first place in my high school art competition and my teachers say I'm
going to accomplish great things in the future. I am dedicated to succeed no
matter what, but nowadays it's becoming harder and harder because I have to
save every penny and worry about money almost all the time. I fear that

instead of pursuing my dream, I will have to settle for a low paying job simply
to survive and help out my mom. But I don't want to postpone my studies and
wait until my siblings pay off their debt. I don't want to put everything on
hold. If I received a little bit of financial help, it would be so much easier for me
to go through the college and become somebody. I deserve this scholarship
because of my hard work, dedication, fantastic grades, and my
entrepreneurial spirit. I promise I will make this money go a long way and
continue with my efforts to make the world a better place. I'm eagerly waiting

The Nelnet Payment Plan is available to students who need an option for paying course and tuition
fees/credit unit fees not covered by Financial Aid and/or other sources. There is a $40 per semester sign-up

$15 Per Credit - Virtual College Fee:
Virtual College classes have a distance learning fee of $15 per credit. (i.e. $45 for a 3-credit course). To
comply with federal requirements, the Virtual College uses secure login and password to verify the identity
of online students. There are no additional student charges associated with verification of student
identification.

Refund Policy
• Refunds of matriculation and tuition fees are made only if official drop or withdrawal cards are turned in at
the campus Admissions and Registration Office by the published deadlines (see Academic Calendar
(/academics/calendar/)), or if you drop via the web (and the drop is confirmed) by the deadline.
• If the student withdraws from the College as a result of administrative action or for the convenience of the
College, except for disciplinary reasons, the student is entitled to a full refund of matriculation and tuition
fees.
• If the student is dropped from a class due to cancellation of that class, the student is entitled to a full refund
of matriculation and tuition fees.
• If the student is withdrawn from a course or courses for disciplinary reasons, the student is not entitled to a
refund of matriculation, tuition or special fees.
• The admissions application fees (for credit, bachelor's, and international student admissions) and late
registration fees are not refundable.

The James Bowman Scholarship would help me focus more on school and improve from last
school year by giving me one less thing to worry about. The scholarship has made it easier for
me to do something that neither of my parents has done. The scholarship last scholarship took
a tremendous amount off of my mother's shoulders and was quite convenient making school
much more affordable in which I did not need to take out any loan for this school year. I feel that
I am deserving of the James Bowman Scholarship, because I am a hardworking great student
that is destined to accomplish my goals and succeed in life;although the grades I made in my
previous school year made not reflect that,the focus was not for various reasons. In my first
semester I had suffered a season ending injury,which forced me to do something that I've really
thought long and hard on. The injury made me think about my backup plan and my future.
Thenj grew homesick and adjusting to college life. The amount of time we spend with football
began to get draining, because I was not able to participate most the time,yet I still would have to
be there. The phone calls from family and friends also made it hard,because it would usually be
more bad news that would pile up. This burden would constantly bother me,because I was not
there and for majority of the problems I could not help. The fall was tough,but a lot of good came
from it and I learned many things from it. In that semester I learned more about myself and
found the answer to questions that I did not have the answer to prior to attending UAPB.
However, it will not happen again,yet I am grateful that it did and I aware that everything does
happen for a reason. I may not have failed any courses,but I know that I am too good of a
student for that and I could have done better.The spring semester showed me that,whole facing
more adversity and getting off to such a rough late start in the end the grades ended up being
better than the fall. This why I am guaranteeing that I will do much better this school year and
improve my gpa to the goal I set for myself coming out of high school.Thank you again for the
opportunity and the support that you have given to me!

As a little boy I would go to Gibson bethel community center for after school care
and also summer camp. Getting to college was always my first priority. I am now
18 years old and college is approaching very quickly for me. I feel that college is
going to be very difficult being on my own. I feel like I deserve this scholarship
because Im going to need the assistance and support from my community going
off to school. As a college student I feel that it will be very challenging for me to
maintain a positive attitude about staying in college because I won't have my
parent by my side to guide me and help me through tough situations. Especially
when it comes to having the money to support myself and get things that are
needed. This sum of money will help me purchase cloths, food ,and maybe even
medicine to help me survive in college on my own. This scholarship will help me
finish college and earn my 4 year bachelors degree in business management. I
would love for my city to invest in my future and help me become the business
man Im trying to become.

To whom it may concern,
am writing this letter to ask to be a considered applicant for the lames Bowman scholarship (fiscal year
2019-2020). Being both a resident (for 16+ years) and active member of the City of South Miami, aided
in my discovery of this scholarship.
I have always been well entwined with South Miami. This of course lends itself to having an
overwhelming affinity for giving back to my community. I have obtained well over 100 hours of
community service within the City of South Miami alone through a wide array of activities such as aiding
in helping tutor younger kids after school, filing paperwork at the local Gibson Bethel Community Center
and serving as an assistant coach for the local youth Grey Ghosts cheerleaders, the same cheerleading
team I was a part of as a little girl. James Bowman's belief coincides largely with my own, and that is to
serve the members within the community to the best of our ability to help it become an overall better
place.
I can attest as to how the lames Bowman scholarship has contributed towards my personal success and
growth throughout my duration at thee esteemed Jackson State University. I was abundantly awarded
throughout my entire undergraduate career at Jackson State. It was those funds that aided in providing
me with the mechanisms necessary to enable my overall success in obtaining my undergraduate degree.
The type of success that also allowed me to graduate Summa Cum Laude, at the top of the entire School
of Public Health. For these feats I will forever have the James Bowman scholarship and the City of South
Miami to thank.
I see myself as a representative for my community more than anything. I feel as though I owe the City of
South Miami all the recognition it deserves. Because of the community's contribution to my upbringing
coupled with its consistent support, I've been more than successful at my university and will be more
than successful in my endeavors to obtain my Master's degree. When Joining various activities on
campus l make sure to emphasize the importance of growing up in a supportive environment and how it
personally contributed to my success. I've Joined a Women's Council for Philanthropy as well honors
council, Golden Key Honor Society and even got the opportunity to be a scholar under the American
Heart Association.
The James Bowman scholarship has been a great blessing and contributor to my personal success. This
scholarship will aide in helping me pay for my tuition, books needed for me to excel in my curriculum,
and to pay off my pre-existing student loans. I would be more than appreciative if provided with the
requested funds to be able to both represent the outcome of being raised around such a nurturing
community and to be able to continue to make my community proud Thank you for your continual

for a scholarship that will aid her quest for degree(s) in higher education. Based on our favorable
conversations throughout the past year, I am, of course, pleased to comply. Ms. McWilliams, as I
call her, is an excellent personification of the core values espoused by Jackson State University:

From an accountability standpoint, she embodies self -responsibility for her own actions. There is never a

Disorders must successfully complete one of the three options given balm:
1. Thesis Option. Students who choose the thesis option must successfully complete CMD590 — Thesis, for
a total or 6.0 semester hours, and a Final Oral Examination.
2. Project Option. Students who select the project option must successfully complete 6.0 semester hours of
Masters Project (CMD589).
3. Additional Coursework Option. Students choosing the additional coursework option must successfully
complete the core curriculum (46 s.h.), and at least 6 graduate semester hours in elective courses within
the Department, selected with the approval of the academic advisor.

I am deserving of the James T. Bowman Sr. scholarship because 1 am strong-
willed, intelligent, and I am a hard worker. I have faced many adversities, in my
freshman year alone, that proves that I am dedicated in pursuing my degree. My health,
for one was a major setback but I did not let that stop me and was accredited with a
position on the Dean's list for my first semester. Constantly being admitted to the
hospital and being dedicated to my schoolwork is just one example of why I deserve the
James T. Bowman Sr. scholarship. I even decided to pick up summer classes in hopes
of lessening the time it takes to get my degree. This scholarship will give me the
opportunity of transferring to a university to get my bachelor's degree in nursing. By
helping me, I will be able to help hundreds of people in the future. The funds can help
cover the added cost of tuition and fees and the books required for the classes.
