A resolution identifying certain proposed City of South Miami
Community Redevelopment Area projects as priority projects for the
purpose of including them in the draft interlocal agreement for
consideration by the City and Miami -Dade County
WHEREAS, the South Miami Community Redevelopment Agency (SMCRA) is set to
sunset in June 2020; and
WHEREAS, both the City Commission of the City of South Miami and the SMCRA
Board have approved the Finding of Necessity, Assessment of Need, and amended
Redevelopment Plan, subject to approval by Miami -Dade County (County); and
WHEREAS, the County.. City and SMCRA administration desire to identify those
priority projects to be redeveloped by the SMCRA that would help build up the tax base
by revitalizing the Commercial Core of the City; and
WHEREAS, the SMCRA Board discussed its priority projects at its workshop on
November 7th, 2019 and wishes to codify those projects to be included in the interlocal
agreement to be considered by the City and the County,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SOUTH MIAMI COMMUNITY
REDEVELOPMENT AGENCY THAT:
Section 1. The foregoing recitals are incorporated in this resolution.
Section 2. The South Miami Community Redevelopment Agency Board
identifies the following projects as its priority projects in the order set forth:
• Pedestrian Bridge
• Downtown Park
• 57th Avenue/ Red Road
• Sunset Drive
• Parking Garage
• 58th Avenue/ 70th Street
• Other Downtown Streetscape Improvements
• Parking Garage

Section 3. The SMCRA Board directs the Executive Director to include these
projects in the draft interlocal agreement for consideration by the City and the County.

SUBJECT: A resolution identifying certain proposed City of South Miami Community
Redevelopment Area projects as priority projects for the purpose of
including them in the draft interlocal agreement for consideration by the
City and Miami -Dade County
BACKGROUND: Miami -Dade County staff has signaled a willingness to support extending
the life of the Agency and expanding the redevelopment area predicated
upon the Agency's identifying priority projects that should be redeveloped
and would grow the tax base of the City. This support for extension and
expansion is predicated upon getting these projects done within a defined
time period.
The list of proposed priority projects reflects feedback from the SMCRA
Redevelopment Plan Workshop on November 7th 2019, meetings with City
staff, and meetings with County staff. The list of the Agency's priorities
will be included in the proposed interlocal agreement, which is subject to
approval by the City and the County. Summarized feedback regarding
these projects is as follows:
• The Pedestrian Bridge project has received more attention over the past two
years. The bridge would conned more residents, workers, and visitors to the
City's downtown helping to boost "foot traffic".
• Red Road is a nightmare. It is County controlled, is the border of the City of South
Miami and the City of Coral Gables and serves as a major thoroughfare for
commuters and consumers. By redesigning it, the City can better accommodate
commuters and make the street pedestrian and cyclist friendly.
• Sunset Drive improvements have been contemplated for years. The street is the
main street for the City and can become iconic with straightened sidewalks,
better street trees and other improvements.
• 5811 Avenue and 700 Street are incredibly awkward streets that serve as exits
from Sunset Place mall and the entrance to the current community
redevelopment area. 700 street should be made to be pedestrian and cyclist
friendly, considering that the Metrorail is there.
• A park downtown could be a tremendous boon to the residents. Properties next
to parks are more valuable. In addition, families visiting our downtown would
benefit from spending more time there, if they had some place to relax and have
recreation.
