A Resolution authorizing the City Manager to purchase three (3) Getac V110 Laptop
Computers from PCN Strategies Inc.
WHEREAS, the City of South Miami has been awarded $4,037 under the FYI BYRNE JAG-
D and $2,567 under the FY 17 BYRNE JAG-C Grants for the purchase of three Getac laptop computers
to be used by City of South Miami police officers; and
WHEREAS, the GeTac computers will allow officers to more efficiently and effectively
enter and recall data while in the field as well as share information across departments; and
WHEREAS, GeTac computers are of military grade construction and have been
previously purchased by the South Miami Police Department; and
WHEREAS, the Police Department has priced the GeTac computers with other resellers
and found the price more expensive than through Synnex; and
WHEREAS, the National Cooperative Purchasing Alliance (NCPA) advertised an RFP for
resellers of computer and other equipment and selected Synnex as one of its awardees; and
WHEREAS, the PCN Strategies, Inc. has an agreement with Synnex, authorizing PCN to
utilize the NCPA Contrtact #01-97; and
WHEREAS, the City of South Miami Police Department wishes to piggyback on the
National Cooperative Purchasing Alliance Contract #01-97 with Synnex and purchase the GeTax
computers through PCN Strategies, Inc. as an approved vendor of Synnex: and
WHEREAS, the City of South Miami has received a quote of $9,447.00 for 3 Getac V 110
laptops at a unit price of $3,149.00 each; and
WHEREAS, the total expenditure in the amount of $9,447.00 shall be charged to the
accounts 1203416-5215205 with a balance of $4,037.00, 1203417-521205 with a balance of
$2,567.00 and the remaining balance from Police Department operating funds.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized to purchase three (3) Getac V 110 laptop
computers from PCN Strategies, Inc. through the NCPA Contract #01-97 at a unit price not to exceed
3,149.00 each.
Section 2. If any section clause, sentence, or phrase of this resolution is for any reason held
invalid or unconstitutional by a court of competent jurisdiction, the holding shall not affect the
validity of the remaining portions of this resolution.
Section 3. This resolution shall become effective immediately upon adoption by vote of the
City Commission.

BACKGROUND: The City of South Miami has received two separate grants for the purchase
of Getac V110 laptop computers by the City of South Miami Police
Department, a FY17 Byrne JAG-D grant in the amount of $4,037.00 and a
Byrne JAG-C grant in the amount of $2,567.00. These laptop computers
will allow South Miami police officers to more efficiently and effectively
enter data, retrieve data, and communicate between police departments.
The City can piggyback on National Cooperative Purchasing Alliance
Contract #01=97, under which PCN Strategies, Inc. which is an authorized
vendor. PCN Strategies Inc. has extended a quote for the purchase of three
(3) Getac V110 laptops at a unit price of $3,149.00 each coming to a total
of $9,447.00. This resolution would authorize that purchase.

Criminal justice reporting and data management systems which rely on paper are less efficient,
provide greater opportunity for inaccuracy, and present far more difficulties in sharing information
both within the department and with other law enforcement agencies when compared to paperless
report writing and data management systems. This Project will help the South Miami Police
Department convert to paperless system for criminal justice reporting. The Department has been
seeking funding to support the purchase of Laptop
Computers for police officers. Computers will enable officers to work more efficiently and
accurately when preparing reports. Although the department has been able to secure some
funding for the conversion, the police officers are still in need of updated computer equipment for
daily operations. Current computing units are out of warranty, and not functioning properly.
Because the Police Department has not had the funds for upgrading the equipment, grant funds
have been identified to purchase new equipment.
Project Summary (Scope of Work)
The South Miami Police Department will utilize the JAGD 1718 funds to purchase THREE (3)
tablet computers (complete with associated accessories such as chargers), three (3) covers, and
three (3) docks for police officers. The equipment will make it possible to access necessary data
at higher speed, enter data with greater accuracy, reduce time spent re-entering and
administrating records, and share information both within the department and with other law
enforcement agencies more efficiently. The many advantages of switching to a paperless system
will serve to increase overall productivity and effectiveness.
Captain Barzola is responsible for overseeing the purchases. He will procure the items within a
few weeks of the grant being approved and accepted.
Funding will allow the South Miami Police Department to continue its efforts to upgrade equipment
used to manage and maintain criminal justice data and increase productivity and effectiveness.
The department will use the funds to purchase Three (3) tablet computers three (3) covers, and
three (3) docks to be installed in police vehicles. Deliverable will be tracked with invoices and
proof of payment. This project requests federal grant funding for law enforcement or criminal
justice technology related project and may be subject to review and approval by the State
Information Technology (IT) Point of Contact. By utilizing funds for this project, the subrecipient
and implementing agency agree to conform to all state and national standards for

The City of South Miami will use grant funds to purchase three tablet computers, three docks, and
three protective covers. Deliverables will be completed in accordance with the contractual
agreements between the subrecipient and their local vendor/providers (at any tier).
Documentation of deliverables performed by the subrecipient and their local contractors/providers
must be maintained by the subrecipient and made available for monitoring. Example
documentation includes, but is not limited to, procurement records (including quotes, competitive
solicitation/bids, etc.), purchase orders, packing slips, delivery/receivable documents, invoices,
proof of payment, etc. Documentation for services include, but are not limited to, client activity
logs, participant sign -in sheets, timesheets, and/or billing documentation.
Documentation and minimum performance required for drawdown of funds includes the
completion of at least one activity described in the scope of work above as attested to on the
financial expenditure/claim report.
All activities discussed in the scope of work or project deliverables are for the local government
and implementing agency identified on this award unless noted otherwise. No other local, state, or
federal funds will be leveraged for the cost elements identified in this agreement.

Budget Narrative:
Operating Capital Outlay:
Under the Operating Capital Outlay the City of South Miami will purchase three (3)intel core 5
Tablet Computers complete with power cord(approximately $1,143.00 each), three (3) protective
covers(approximately $99.26 each), and three (3) docks (approximately $125.99 each), as well as
a two year accident protection warranty plan for each laptop (approximately $96.99 each). The
bundle will also cover costs of shipping and installation. This will total approximately $1465.24 per
laptop for an overall price of $4,395.72. If necessary, the City may also cover other accessories
and costs (installation, cables, mounting hardware, adapters, keyboard, docking station, etc.) at its
own expense. The City will be covering the costs of the two year warranty. Should expenses
exceed allocated grant funds, the remaining funds will be provided by the City.
JAG Funds will cover $4,037.00 of the total project.

Project Title: RI - RECORDS IMPROVEMENT PROJECT - SOUTH MIAMI

Problem Identification
Criminal justice reporting and data management systems which rely on paper are less efficient,
provide greater opportunity for inaccuracy, and present far more difficulties in sharing information
both within the department and with other law enforcement agencies when compared to paperless
report writing and data management systems. This Project will help the South Miami Police
Department convert to paperless system for criminal justice reporting. The Department has been
seeking funding to support the purchase of Laptop
Computers for police officers. Computers will enable officers to work more efficiently and
accurately when preparing reports. Although the department has been able to secure some
funding for the conversion, the police officers are still in need of updated computer equipment for
daily operations. Current computing units are out of warranty, and not functioning properly.
Because the Police Department has not had the funds for upgrading the equipment, grant funds
have been identified to purchase new equipment.
Project Summary (Scope of Work)
The South Miami Police Department will utilize the JAGD 1718 funds to purchase THREE (3)
tablet computers (complete with associated accessories such as chargers), three (3) covers, and
three (3) docks for police officers. The equipment will make it possible to access necessary data
at higher speed, enter data with greater accuracy, reduce time spent re-entering and
administrating records, and share information both within the department and with other law
enforcement agencies more efficiently. The many advantages of switching to a paperless system
will serve to increase overall productivity and effectiveness.
Captain Barzola is responsible for overseeing the purchases. He will procure the items within a
few weeks of the grant being approved and accepted.
Funding will allow the South Miami Police Department to continue its efforts to upgrade equipment
used to manage and maintain criminal justice data and increase productivity and effectiveness.
The department will use the funds to purchase Three (3) tablet computers three (3) covers, and
three (3) docks to be installed in police vehicles. Deliverable will be tracked with invoices and
proof of payment. This project requests federal grant funding for law enforcement or criminal
justice technology related project and may be subject to review and approval by the State
Information Technology (IT) Point of Contact. By utilizing funds for this project, the subrecipient
and implementing agency agree to conform to all state and national standards for

technology and information sharing systems that connect to, and/or interface with state and
national systems, and/or reside on the state Criminal Justice Network (CJNet).These standards
include, but are not limited to, the FBI CJIS Security Policy and rules, regulations or guidance
enacted by the Criminal and Juvenile Justice Information System (CJJIS) Council under F.S.
943.06
The City of South Miami will use grant funds to purchase three tablet computers, three docks, and
three protective covers. Deliverables will be completed in accordance with the contractual
agreements between the subrecipient and their local vendor/providers (at any tier).
Documentation of deliverables performed by the subrecipient and their local contractors/providers
must be maintained by the subrecipient and made available for monitoring. Example
documentation includes, but is not limited to, procurement records (including quotes, competitive
solicitation/bids, etc.), purchase orders, packing slips, delivery/receivable documents, invoices,
proof of payment, etc. Documentation for services include, but are not limited to, client activity
logs, participant sign -in sheets, timesheets, and/or billing documentation.
Documentation and minimum performance required for drawdown of funds includes the
completion of at least one activity described in the scope of work above as attested to on the
financial expenditure/claim report.
All activities discussed in the scope of work or project deliverables are for the local government
and implementing agency identified on this award unless noted otherwise. No other local, state, or
federal funds will be leveraged for the cost elements identified in this agreement.

All deliveries to NCPA members shall be freight prepaid, FOB Destination. For authorized
Dealers, all standard commercial freight policies will apply. Possible assistance with freight will
be determined on a case by case basis. Additional freight costs may apply for white glove,
special and expedited delivery requirements.

SYNNEX NCPA 01-97 Advanced Tech Solutions Aggregator Contract Pricing:
• 4% Discount from MSRP applicable to all manufacturing lines, (unless noted in
Exceptions below)
• 2% Discount from MSRP for the following Exceptions:
• Chromebooks, HP Smartbuys, Lenovo TopSeller Products and all other
promotionally priced products.
• Manufacturers: APC, Asus, Cisco, Crucial, Google, Global Knowledge Training,
Microsoft Software, NEC, Seagate, and F5
• Services. Please refer to the Services line card for a complete breakdown of specific
costs associated with our services. Dealer is free to offer additional discounts from the
established contract price.
Authorized Dealer Program
SYNNEX offers a Dealer Program that provides select reseller partners the ability to sell to
NCPA members using this contract. The Dealer is authorized to invoice the NCPA member and
accept payment on behalf of SYNNEX, subject to the following requirements:
• Dealer quote will include the NCPA contract price and your cost from SYNNEX.
• End -user pricing can NOT exceed the NCPA Contract Price but can be discounted by
the Dealer.
• Dealer must identify all NCPA quotes and orders to SYNNEX. Quotes can be obtained
at NCPA(c-svnnex.com.
• Both the End -user and Dealer POs should reference the NCPA Contract number (NCPA
01-97). Dealer is responsible for maintaining a copy of these POs for audit purposes for
up to 3 years following the date of that sale.
• Reseller must have a current account in good standing at SYNNEX and signed Dealer
Agreement. To participate, please send request to NCPA(&-svnnex.com.
• SYNNEX and manufacturers' standard commercial certifications/authorizations are
required for participation.

Authorized Dealer must provide a POS of their sales under this contract to
NCPACo-synnex.com no later than the 51' day following the end of the preceding month using
the template below. (SYNNEX is required to provide a monthly POS to NCPA by the 15t' to
reportingAncpa.us.)
Contract Fees
Authorized Dealer is responsible for the payment of the Contract Fee to SYNNEX, by the 15th
day of the month.
Contract fee: 0.80% or 80 bps for Commodity Products
2.00% for Enterprise Products
The Contract Fee is calculated off the Dealer's combined monthly POS based on the total
pricing charged to the NCPA members. Participating manufacturers are encouraged to provide
special pricing that offsets this Contract Fee.
