Res No 054-20-15494RESOLUTION NO.054-20-15494 A Resolution authorizing the City Manager to permit Day's Edge Productions, LLC to film a documentary about wildlife on public streets and sidewalks between 641 and 72nd Street and 6212d and 6P Avenue, and to waive certain filming permit fees. WHEREAS, Mr. Neil Losin, South Miami resident, co-owner and producer of Day's Edge Productions LLC ("the applicant') has submitted a Special Event Application to intermittently film a documentary about wildlife in South Miami beginning on May 25, 2020 through July 31, 2021; and WHEREAS, filming will be held between 640 and 72r4 Street and 62' and 65 h Avenue, anytime between 6:00 am. to 8:00 p.m.; and WHEREAS, due to weather conditions and animal behavior, the applicant is requesting to film for approximately fourteen (14) months, 3 to 6 days per month for roughly 2 to 3 hours per day. Filming will consist of no more than a two (2) person crew per day; and . The City Manager is hereby authorized to permit Day's Edge Productions, LLC to film a documentary about wildlife on public streets and sidewalks between 64' and 72nd Street and 62"d and 65d' Avenue, from 6:00 am. - 8:00 p.m., waive eighty-three (83) of eighty- four (84) days of filming fees totaling $16,600 and charge a onetime fee of $420. Section 3. Corrections. Conforming language or technical scrivener -type corrections may be made by the City Attorney for any conforming amendments to be incorporated into the final resolution for signature. Section 4. Severability. If any section clause, sentence, or phrase of this resolution is for any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding shall not affect the validity of the remaining portions of this resolution. Day's Edge Production, LLC would like to produce a 1-hour documentary on the urban wildlife in Miami and feature the peacocks living in South Miami from chicks to adults. Due to weather conditions and animal behavior, the applicant will be filming for approximately thirteen (13) months, 3 to 6 days per month for roughly 2 to 3 hours per day. Filming will consist of no more than a two (2) person crew, per day. No streets, sidewalks or public right-of-way will be blocked or closed during filming. We are starting production on a 1-hour documentary about urban wildlife in Miami, and we'd like to feature the peacocks of South Miami in our story. I'm writing to request a fee waiver of the daily film fees (though of course, I'm happy to pay the application fee, administrative fee, and security deposit). As with any a nature documentary, our budget is quite small. Moreover, the protracted nature of this type of filming means that any daily filming fee represents a great financial burden for us. Unlike a typical film production (which might involve a crew of 4-20 people and one or a few shooting days), our filming depends on animal behavior and cooperative weather. To film just one 5-8 minute sequence, we will spend many days with the animals. However, we generally film for just 2-3 hours per day (early AM or late PM) and our "crew" is a single cameraman and camera (occasionally a 2nd camera and/or cameraman may be present). We do not need police or other city personnel, we will not block any sidewalks or roads, and we will not impact resident access in any way. We will not be using any special effects, weapons, vehicles, trailers, craft services, cast, or extras. I anticipate filming intermittently from now until the end of July, 2021. (Most of the program will be filmed in other areas of Miami -Dade County, but at least a handful of days per month, for a couple of hours per day, I'd like to spend here in South Miami with the peacocks.)
