SUBJECT:A Resolution authorizing the City Manager to waive one-hundred percent
(100%) of the not-for-profit rental fees for South Miami Senior High School to
utilize one softball field at Palmer Park and one tennis court at Brewer Park for
practices and home game competitions.
BACKGROUND:The South Miami Senior High School Athletics Department (“the applicant”) is
composed of eighteen (18) competitive athletic programs and is led by Paula
Raflowitz, Athletics Director. Coaching staff works to develop student-athletes
in three critical areas: academic integrity, social responsibility, and competitive
athletic excellence.
The applicant has requested the use of one softball field (Field 4) at Palmer
Park and one tennis court (Court #1) at Brewer Park on various weekdays
between January 21
st and April 30
th, 2020. Each site will be utilized for team
practices and home game competitions.
Upon approval of this request the applicant must provide the City with the
required Certificate of Liability Insurance that complies with the City’s standard
insurance requirements, including naming the City of South Miami as an
additional insured prior to January 21st, 2020.

WHEREAS, South Miami Senior High School Athletics Department (“the applicant”) has 8
submitted an application for the use of one softball field (Field 4) at Palmer Park and one tennis 9
court (Court #1) at Brewer Park on various weekdays between January 21st and April 30th, 2020. 10

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE 27
CITY OF SOUTH MIAMI, FLORIDA THAT:28

Section 1. The City Manager is hereby authorized to waive one-hundred percent (100%) 30
of the not-for-profit rental fees in the amount of $2,488 for South Miami Senior High School to 31
utilize one softball field at Palmer Park and one tennis court at Brewer Park for practices and 32
home game competitions on various weekdays between January 21st and April 30th, 2020.33

Section 2. If any section clause, sentence, or phrase of this resolution is for any reason 35
held invalid or unconstitutional by a court of competent jurisdiction, the holding shall not affect 36
the validity of the remaining portions of this resolution.37

Section 3. Effective Date. This resolution shall become effective immediately upon 39
adoption by vote of the City Commission.40
