Res No 021-20-15461RESOLUTION NO.: 021-20-15461 A Resolution authorizing the City Manager to increase operating expenditures for FY 2020 and 2021 as necessary, and to establish scholarships for social and recreational program registration on behalf of youth whose family income is less than 80% of the Miami -Dade County Area Median Income. WHEREAS, the current South Miami Community Redevelopment Agency ("SMCRA") Plan includes social programs including scholarships; and WHEREAS, the source of the authority of the SMCRA is through Miami -Dade County's (County) delegation of the County authority to establish community redevelopment agencies; and WHEREAS, on June 1, 2000, the County entered into an Interlocal Agreement with the City and the SMCRA in which the County delegated all of its delegable authority to the City and the City delegated its authority to the SMCRA; and WHEREAS, the authority of the current SMCRA will be at an end on June 1, 2020; and WHEREAS, the SMCRA has applied to renew its authority and has submitted a Community Redevelopment Plan without social programs and a new Interlocal Agreement, which the City resolved not to approve; and WHEREAS, even if the City were to approve the new Interlocal Agreement, the SMCRA Plan would not provide any social programs to the residents of the South Miami Community Redevelopment area; and WHEREAS, the City would have access to additional ad valorem tax revenues to fund scholarships, if the SMCRA is dissolved on June 1, 2020. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA THAT: Section 1. The foregoing recitals are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution upon adoption hereof. Section 2. The City Manager is hereby authorized to increase operating expenditures for FY 2020 as necessary, and to establish, on or before June 1, 2020, scholarships for social and recreational program registration (Registration Scholarships) on behalf of youth whose family resides in South Miami and under the following minimum conditions and requirement: 1. Application must be completed by a parent, guardian, or head of household, with all requested information provided. Incomplete applications will not be considered. 2. Registration Scholarships will only be available to children who would not to be able to participate in the programs without the scholarship and based on objective financial standards to be set uniformly by the City Manager and his staff. Proof of Florida identification, residency, and verification of low-income status (data based on Miami -Dade County Income Limits and/or Florida Department of Children & Families) are required. 4. Scholarships will only be available to cover fifty percent of the cost of registration and are not available to cover any additional costs (uniforms, equipment, tournament, etc.) unless registration fee includes uniforms and/or equipment. 5. The amount of a scholarship is dependent on the amount of scholarship funds that are available. 6. Participant must commit to being in attendance for a minimum of 90% of the scheduled practices, games, and/or classes. The failure of a participant to meet this standard in the immediately preceding season for any activity will be considered when deciding to award the scholarship. 7. Participation by an adult family member in at least 5-10 hours of voluntary service during sport season may be taken into consideration when there are more qualified applicants than available scholarships. 8. Only one scholarship, limited to one activity (sport or program), will be awarded to a participant at any one time during the period for which registration is required for the scheduled activity. 9. Individuals must reapply for each program or sport for which they are requesting financial assistance. 10. Other requirements may be required. Section 3. Corrections. Conforming language or technical scrivener -type corrections may be made by the City Attorney for any conforming amendments to be incorporated into the final resolution for signature. Section 4. Severability. If any section, clause, sentence, or phrase of this resolution is for any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding shall not affect the validity of the remaining portions of this resolution. BACKGROUND: Funding towards certain social programs and events that were held within the boundaries of the South Miami Community Redevelopment Agency ("SMCRA or Agency") were eliminated from the agency's budget approximately two years ago or shortly after the arrival of the incumbent Director of SMCRA. Although residents who resided within the community redevelopment area benefited from scholarship funding towards programs such as summer camp and afterschool, the SMCRA was restricted in its use of funds by the County and shifted its focus mainly towards affordable housing construction, economic development and capital improvements. Since the SMCRA policy change, the City's Parks and Recreation Department has continued to operate quality social and recreational programs that benefit all residents, including residents who reside in the community redevelopment area, through general operating funds and additional multiple external funding sources (i.e. grants, sponsorships, donations). The Department currently tracks residents versus non-residents only; therefore, no distinction is made regarding those who live within the community redevelopment area. Exhibit A (page 4) illustrates an educated estimate of the number of CRA residents enrolled in some of our most popular programs and current funding support to date. The estimated annual cost for partial (50%) registration fee scholarships towards social and recreational programs on behalf of children who reside in the community redevelopment area, or Marshall Williamson Neighborhood, is roughly $31,000 per fiscal year. These programs entail an estimated 440 youth who reside in the community redevelopment area and roughly 950 youth City- wide (all areas of the City) that are enrolled in learn -to -swim classes, basketball, tackle football, cheerleading, afterschool, summer camp, PAL track and field, and Girl Scouts. In the event the City Commission desires to support specific additional funding for registration fee scholarships, the City's Parks and Recreation Department will develop a new policy and application process for administering registration scholarships as follows: 1. Application must be completed by a parent, guardian, or head of household, with all requested information provided. Incomplete applications will not be considered. 2. Registration scholarships will only be available to children who, without financial assistance would not be able to participate in our programs. 3. Other requirements may be required. This proposed new category of scholarships will be entitled the Marshall Williamson Neighborhood Recreation Scholarships program (MWNRS). The estimated cost of this program is $31,000 per fiscal year and is a separate subset of the current estimated grant program which is funded at approximately $10,000 for selective programs at the time this memo was written. The administration has also been directed to provide information and support for an out -of -school time (OST) teen program (ages 13-18). OST teen program is a supervised program that young people regularly attend when school is not in session. Running a successful OST teen program requires dedicated personnel (roughly $30,000 for part-time staff leader) and appropriate operating funds in the amount of $25,000. Additionally, and related to this current proposal, staff has been requested by Commissioner Welsh to create a revolving loan program for necessary repairs to the exterior of residential properties within the Marshall Williamson Neighborhood, otherwise known as being within the community redevelopment area boundaries.
