RESOLUTION NO. 01 2- 2 0 -1 5 4 5 2 A Resolution authorizing the City Manager to issue a purchase order to Riddell, Inc. for the reconditioning of one -hundred and eighty (180) Victor -I youth football helmets. WHEREAS, the City's youth tackle football program, South Miami Grey Ghost Football, provides athletic instruction and competition to over two -hundred (200) youth participants each season; and WHEREAS, upon registration, each participant is issued required safety equipment to ensure safe participation in youth tackle football. This equipment includes a helmet with facemask, shoulder pads and 7-piece pad set; and WHEREAS, based on the 2019 post season equipment inspection report, one -hundred and eighty program helmets require reconditioning and recertification for the upcoming season; and WHEREAS, according to the National Athletic Equipment Reconditioners Association (NAERA), helmets should be reconditioned and recertified every year; and WHEREAS, staff obtained three (3) competitive proposals from multiple sources of supply; Riddell, Inc. was the lowest and most responsive vendor; and WHEREAS, the total expenditure shall be charged to the Parks and Recreation Football account number 001-2000-572-5630, which has a balance of $26,697 before this request was made. NOW, THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAM1, FLORIDA THAT: Section 1. The City Manager is authorized to procure and expend an amount not to exceed $9,000 to Riddell, Inc. for the reconditioning and recertifying of one -hundred and eighty Victor -I youth football helmets. Section 2. Severability. If any section clause, sentence, or phrase of this resolution is for any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding shall not affect the validity of the remaining portions of this resolution. Section 3. Effective Date. This resolution shall become effective immediately upon adoption by vote of the City Commission. BACKGROUND: The City's youth tackle football program, South Miami Grey Ghost Football, provides athletic instruction and competition to over two - hundred (200) youth participants each season. Upon registration, each participant is issued required safety equipment to ensure safe participation in youth tackle football. This equipment includes a helmet with facemask, shoulder pads, and a 7-piece pad set. The helmet is arguably the most important piece of equipment in tackle football. While there is no concussion -proof helmet, a football helmet can protect athletes from serious brain and head injuries. Based on the 2019 post season equipment inspection, one -hundred and eighty (180) program helmets require reconditioning and recertification for the upcoming 2020 season. In September 2019, the National Athletic Equipment Reconditioners Association (NAERA) distributed updated recommendations on helmet reconditioning for tackle football. It recommends that football helmets be reconditioned every year, unless otherwise noted by the manufacturer. Appropriate maintenance ensures that every youth athlete is issued an inspected, repaired and recertified piece of equipment. Helmets that do not pass safety checks during the reconditioning process are discarded and replaced. When properly maintained, a helmet can last up to ten (10) years before needing replacement. Remember when your team Captain or Coach tells the official your team is legally equipped, you need to know that is correct and factual. Every state association playing under NFHS (National Federation of High Schools) and NCAA (National Collegiate Athletic Association) rules has adopted the NOCSAE standards for football, lacrosse, baseball and softball helmets. Other state associations may have similar rules; however, most support the helmet manufactures recommendations.
