A Resolution of the Mayor and City Commission for the City of South Miami
authorizing the Mayor to sign a pledge to support and collaborate with
municipalities, nonprofits, and institutions in the implementation of
Resilient305.
WHEREAS, Greater Miami & the Beaches (GM&B) was created out of a partnership in
2015 among Miami -Dade County, City of Miami, and City of Miami Beach to collectively apply
for and was successfully awarded Rockefeller's internationally -acclaimed 100 Resilient Cities
Program. GM&B's integrated regional approach is unique for the overall 100 Resilient Cities
Program, where the vast majority of participants are individual cities; and
WHEREAS, Resilient305 is a regional strategy for Greater Miami and the Beaches
developed collaboratively by Miami -Dade County, the City of Miami and the City of Miami
Beach, with the support of the Rockefeller Foundation's 100 Resilient Cities and The Miami
Foundation. The strategy will help focus on the environmental, social and economic shocks and
stresses that most affect the ability to live, work and prosper as a region. Since 2016, the
Resilient305 team has met with municipalities, their residents, local leaders and subject -matter
experts to better understand shocks and stresses facing the entire region and build the outline of
the Resilient305 Resilience Strategy; and
WHEREAS, resilience is the capacity of individuals, communities, institutions,
businesses, and systems within a city to survive, adapt, and grow no matter what kinds of chronic
stresses and acute shocks they experience; and
WHEREAS, true resilience requires the widest possible cooperation by municipalities,
nonprofits, and institutions throughout Miami -Dade County, and participation in effective and
appropriate regional response, with a view to setting the world standard for resilience throughout
Miami -Dade County.
NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSIONERS OF THE CITY OF SOUTH MIAMI, FLORIDA:
Section 1. Mayor Philip K. Stoddard is hereby authorizes to sign a pledge, on behalf of
the City of South Miami, to support and collaborate with municipalities, nonprofits, and
institutions in the implementation of Resilient305. Signatories to Resilient305 will share progress
with GM&B and the Miami Foundation and agree to include a broad spectrum of partners and
stakeholders in their communities. A copy of the pledge is attached.
Section 2. Severability. If any section clause, sentence, or phrase of this resolution is for
any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding shall
not affect the validity of the remaining portions of this resolution.
Section 4. Effective Date. This resolution shall become effective immediately upon
adoption.

A PLEDGE OF THE MAYORS OF MIAMI DADE COUNTY ENDORSING THE RESILIENT305
STRATEGY, AGREEING TO CONSIDER COLLABORATING TO IMPLEMENT THE
RESILIENT305 STRATEGY IN WHOLE OR IN PART AS APPROPRIATE FOR EACH
MUNICIPALITY, AND URGING OUR RESIDENTS, ANCHOR INSTITUTIONS, PARTNERS,
COMMUNITY ORGANIZATIONS AND THE PHILANTHROPIC SECTOR TO COLLABORATE ON
IMPLEMENTATION OF THE RESILIENT305 STRATEGY.

City of South Miami Mayor's Pledge
In support of Resilient305, the City of South Miami specifically looks forward to collaborating
on implementation the following action items, with support from the City Commission, as
appropriate to build both local and regional resilience.
1. Support Resilience Hubs: government support of grassroots initiative to engage/educate
residents throughout the year
- Action: Provide space, staff and other support
2. It's Electric!: resolution to incorporate EV infrastructure in new developments
• Action: Require charing stations for new development and renovations and add to
existing municipally -owned facilities
3. Prepare Your Property: online guidance for homeowner adaptation
• Action: Share and promote tools
4. Identify Adaptation Financing Mechanisms for Private Properties: forum with banks and
lenders to understand finance options for adaptation projects
• Action: Adopt PACE and other finance mechanisms
5. Collaborative Innovation to Prepare, Adapt and Respond: collaborate with universities on
resilience challenges -
- Action: Provide staff to Metrolab
6. Expand Renewable Energy: micro -grids, solar co-ops
- Action: Set municipal goals, evaluate capacity, and resident education
THEREFORE, I - Mayor Philip Stoddard on behalf of the City of South Miami - pledge to
collaborate in implementing Resilient305 alongside the South Miami Commission.
