A Resolution of the Mayor and City Commissioners of the City of South Miami,
creating a Sister Cities Committee and a Liaison Officer.
WHEREAS, on March 6, 2018, the Mayor and City Commission passed resolution number
033-18-15065 authorizing the City Manager to join Sister Cities International and to negotiate and
enter into a Sister City Agreement with the Municipality of Medellin, Colombia; and
WHEREAS, now that the City of South Miami ("City") and Medellin, Colombia have entered
into a Sister City Agreement, there should be a committee established to work on maintaining the
program; and
WHEREAS, the committee shall be made up of a committee liaison and five (5) members;
and
WHEREAS, the Commissioner Josh Liebman has volunteered to be the Liaison Officer for the
Sister City Committee and the following individuals have volunteered to be members of the
Committee: Roxanne Scalia, a South Miami resident, Charles Hazlett, a South Miami business
owner, Sergio Escobar, the Former Director of ACI Medellin, John Edward Smith, a publicist and
longtime resident, and Claudia Trejos, an ESPN Commentator.
NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSIONERS OF THE
CITY OF SOUTH MIAMI, FLORIDA:
Section 1. The Mayor and City Commission hereby creates a Sister Cities Committee
comprised of one Liaison Officer and five (5) members. The initial Liaison Officer shall be
Commissioner Josh Liebman.
Section 2. Sister Cities Committee.
(a) Established. There is hereby established a Sister Cities Liaison officer and a Sister
Cities Committee, whose purposes, power and duties, composition, membership
qualification and general governing reigulations are as set forth in this section.
(b) Purpose. The Sister Cities Committee is established to develop and promote an
active sister city relationship between the City of South Miami and all of its Sister
Cities.
(c) Powers and duties. The powers and duties of the Committee are to:
(1) Cause the people of the City and the people of foreign cities to acquire a
consciousness of each other, to understand each other as individuals, as
members of their community, as citizens of their country and as part of the
family of nations.

(2) Promote a continuing relationship of mutual concern between the people of
the City and the people of its sister cities.
(3) Promote artcultural educational and business exchanges between the City
and its sister cities.
(d) Composition The Committee shall consist of four regular members and at least one
member who represents the sister city, either as an official representative or
someone with ties with the sister city. One person may represent more than on
sister city if said person meets these requirements. All Committee members must
have a desire to foster the sister city relationship between the City of South Miami
and its sister cities. Members shall be appointed as set forth in the City Charter, Art.
II, Section 8, A. The Liaison Officer shall be appointed by the City Commission. All
members shall serve a two-year term but may be replaced at the discretion of the
City Commission member who appoints them. The Liaison Officer shall serve a two-
year term unless the Officer is a member of the City Commission. If the Liaison
Officer is a member of the City Commission, the Liaison Officer's term shall coincide
with the member's term in office as a City Commission member. The Liaison Officer
may be replaced by a vote of a majority of the members of the City Commission.
(e) Quorum. Three Committee members shall constitute a Quorum and all action shall
require a majority vote of those in attendance either in person or electronically.
(f) Meetings: The Committee shall schedule meetings as needed through the City
Clerk's office.
(g) Presentations: The Committee shall report its activities on a quarterly basis, or as
needed, to the Citv Commission through its Liaison Officer.
Section 3. Severability. If any section clause, sentence, or phrase of this resolution is for any
reason held invalid or unconstitutional by a court of competent jurisdiction, the holding shall not
affect the validity of the remaining portions of this resolution.
Section 4. Effective Date. This resolution shall become effective immediately upon
adoption.
