A Resolution authorizing the City Manager to purchase property
located at 7435 SW 66 Avenue, South Miami, Florida for the
purpose of establishing an additional City park.
WHEREAS, Chapter 6 of the City's 2018 Comprehensive Plan provides for a
Recreation and Open Space Element, and it describes the City's Goals, Objectives,
and Policies for recreational and open space areas. Recreational Policy 1.1.1
provides that the City should "[r]etain the existing park acreage (includes City and
School Board property recreation acreage) and facilities, thereby providing a level -
of -service standard of 4 acres per 1,000 population; and
WHEREAS, currently the City has approximately 63.12 acres of land dedicated
to parks and open space based on recent additions to the parks and open spaces land use
category; and
WHEREAS, the City's population based on the 2015 American Community
Survey 5-year Estimate is 12,156; and
WHEREAS, to enhance the park and open space goals set in the 2018
Comprehensive Plan the City would benefit from this additional acquisition; and
WHEREAS, the property located at 7435 SW 66 Avenue, South Miami,
Florida, is available for purchase by the City. The property is an odd shaped lot
running along the bank of the Ludlam Glades Canal with a lot size of 14,810 square
feet and containing a two -bedroom, two bath, single-family home built in 1968; and
WHEREAS, the property appears to have been purchased by the current owner
in 1998; and
WHEREAS, the neighborhood southeast of Ludlam Elementary School has
many young children and has long desired neighborhood park; and
WHEREAS, the City Manager has negotiated a purchase price $580,000 for the
property which is down from a listing price of $598,000. The sale is subject to
approval by the City Commission.
WHEREAS, the purchase price would be paid from the following account:
• $206,093 from Parks Facilities Impact Fee Fund Land Acquisition
Account 117.2000.572.6110, with a current balance of $206,093.
• $310,000 from City Parks Acquisition Development Operations &
Maintenance Fund Account 155.2000.572.6110, with a current balance
of $310,000.
• $63,907 from Capital Improvement Fund Matching Contribution
Account 301.2000.572.6450, with a current balance $619,946.

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA THAT:
Section 1. The City Manager is hereby authorized to purchase the property
located at 7435 SW 66 Avenue, South Miami, Florida, for an amount not to exceed $580,000.
Section 2: Severability. If any section, clause, sentence, or phrase of this
resolution is for any reason held invalid or unconstitutional by a court of competent
jurisdiction, the holding shall not affect the validity of the remaining portions of this
resolution.
Section 3. Effective Date: This resolution shall be effective immediately upon
its adoption.
