05.21.19City of South Miami Regular City Commission Minutes May 21,2019 The City Commission met in regular session on Tuesday, May 21, 2019, beginning at 7:00 p.m., in the City Commission Chambers, 6130 Sunset Drive, South Miami, FL. A) SILENCE OR TURN OFF ALL CELL PHONES C) ROLL CALL The following members ofthe City Commission were present: Mayor Philip Stoddard, Vice Mayor Walter Harris, Commissioner Josh Liebman, Commissioner Bob Welsh and Commissioner Luis Gil. Also, in attendance were: Steven Alexander, City Manager, Thomas Pepe, City Attorney and Marcus Lightfoot. D) MOMENT OF SILENCE E) PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited in unison. F) LOBBYIST(S) ADDRESSING THE CITY COMMISSION TONIGHT MUST HAVE BEEN REGISTERED WITH THE CITY CLERK G) PRESENTATIONS There was a presentation by Chief Landa and Officer Marcus Kinlaw for the PAL Track and Field Program. Kierra Moss and Jalen Brown, participants of the program, were presented certificates and gift cards for their great achievements. Commissioner Liebman stated that Team Footworks will contribute funds for their trip to the Junior Olympics. State Representative Javier Fernandez gave a recap of 2019 Legislative Session. City lobbyists Jose Fuentes and Manny Reyes, of Becker & Poliakoff PA also addressed the Commission regarding the 2019 Legislative Session. It was moved by Commissioner Welsh and seconded by Mayor Stoddard to add the following to Section 1: for people 21 years of age and older and those who distribute to minors shall pay a hefty fine . Stoddard Mayor TilE CITY OF PLEASANT LIV ING To: FROM: DATE: SUBJECT: CITY OF SOUTH MIAMI OFFICE OF THE CITY MANAGER MEMORANDUM The Honorable Mayor & Members of the City Commission Steven Alexander May 21,2019 Managers Report Due to receiving notice of a bid protest on the parking services RFP I am withdrawing item 7. Mr. Pough and I have met with the Girl Scouts and we have begun the negotiations to develop a new lease for the use of the park property. They are very interested in making better progress on removing the exotics and a more interactive arrangement with the City. Once again, the City has received the Distinguished Budget Presentation Award by the Government Finance Officers Association (GFOA). I ask you to join me in congratulating Alfredo Rivero!, our CFO and his entire staff for enabling us to win this award again. Many residents misunderstand the purpose and effect of a budget, many times inaccurately believing that it is a mandate to spend money as listed in the budget but this is not true. The criteria expressed by the GFOA is the true intent of the budget. The guidelines for granting this award are instructive. The Guidelines are designed to assess how well an entity's budget serves as: • A policy document • A financial plan • An operations guide, and • A communications device THE CITY OF PLEASANT LIV ING CITY OF SOUTH MIAMI OFFICE OF THE CITY MANAGER MEMORANDUM The Winn Dixie redevelopment project was heard by the Planning Board on May 14 and was approved by a vote. It should be ready for Commission action at the first meeting in June.
