1.) An Ordinance of the City of South Miami, located in Miami-Dade County,
Florida, approving a tentative millage rate for the fiscal year commencing
October 1, 2018, through September 30, 2019 (“fiscal year 2018/2019”) which
amount may be amended at the first or second reading, and approving and
enacting the final millage rate of the City on second reading. 3/5 (City
Manager-Finance Dept.)

2.) An Ordinance of the City of South Miami (“City”), located in Miami-Dade
County, Florida, approving a proposed budget for the City for the fiscal year
commencing October 1, 2018, through September 30, 2019, which amount
may be amended at the first or second reading of this Ordinance, and
approving and enacting the final budget on second reading. 3/5 (City Manager-
Finance Dept.)

It was moved by Mayor Stoddard and seconded by Vice Mayor Harris to approve this 4
item. 5

Mr. Alexander said the necessary amendments of $310,000.00 to police salary were 7
made to the budget after approval of the collective bargaining agreement. 8

The public hearing on this item was opened and closed with no speakers. 10

As a response to Mayor Stoddard, Quentin Pough stated that right now there is one 12
Silver Sneakers class offered on Tuesdays and Thursdays. In the budget, it is proposed to offer 13
an additional class on Mondays and Wednesday. 14

Regarding the proposed changes, Mr. Riverol said the additional $200,000 in the Capital 16
Improvement Program budget is to complete the entire Palmer Park Drainage and Parking 17
Improvement Project, phase 1 and phase 2. 18

It was moved by Mayor Stoddard and seconded by Commissioner Liebman to approve 20
the amendment stated by Mr. Riverol. The motion passed unanimously. 21

It was moved by Mayor Stoddard and seconded by Commissioner Liebman to table this 23
item (item#2). The motion passed unanimously. 24

Mr. Pepe made the announcement that the roll-back rate for the City of South Miami 1
fiscal year 2018-2019 is 4.0302. The millage rate to be levied is 4.30 mills which is a 6.69% 2
increase over the roll-back rate and is statutory characterized as an increase in property taxes. 3

Ordinance No. 16-18-2305 of the City of South Miami, located in Miami-Dade County, Florida, 8

September 30, 2019 (“fiscal year 2018/2019”) which amount may be amended at the first or 10
second reading, and approving and enacting the final millage rate of the City on second reading 11
passed by a 5 - 0 vote: 12

County, Florida, approving a proposed budget for the City for the fiscal year commencing 22
October 1, 2018, through September 30, 2019, which amount may be amended at the first or 23
second reading of this Ordinance, and approving and enacting the final budget on second 24
reading passed by a 5 - 0 vote: 25
