ACTION:The above subject/title was deferred at the last City Commission meeting held on Tuesday, January 15, 2019. SUMMARY:The proposed commercial aluminum fence and concrete observation deck/platform was competitively bid to cost $32,850. The City Commission has considered this item as part of the Parks Master Plan and continued its support for the project by budgeting $50,000 in the Adopted Capital Improvement Program budget for fiscal year 2018-2019. Even though the Commission was on the record as being willing to spend up to $50,000 for this project, the successful bid was substantially less than budgeted. The price as bid includes increasing the existing fence system from approximately 475’ to 500’ linear feet in addition to reconstructing the existing fence. Also, a new safety gate on the southwest corner of the tennis court, and new concrete observation platform will be built within the same bid price. Clearly this is an executable contract with a great amount of value for the City. MAINTENANCE COST:Although the proposed new aluminum fence will cost more to install than maintaining and retaining the existing wooden version, we must consider not only the materials and labor for upgrading the existing fence system, but also the necessary upkeep and future cost involved in maintaining an increasingly aging wooden fence over its lifetime. Such maintenence is expected to entail cutting and replacing boards and pickets, pressure washing, staining, painting, replacing hardware, and addressing rot and insect damage, just to name a few. Furthermore, additional man-hours and material expenses are required to attach a bottom safety rail, build a new safety gate, and extend the existing wood fence system by 25’ linear feet. Saving funds in the short term by retrofitting the existing fence system will 2 CITY OF SOUTH MIAMI OFFICE OF THE CITY MANAGER INTER-OFFICE MEMORANDUM result in a fence which is not congruous with the other upgrades and improvements to the park and we will likely revisit this project within 12- to 24-months from any retrofitting of the current version. In summary, exposed wood in Florida simply requires a lot of maintenance, and that maintenance can be exhausting, expensive, and very inefficient for the City’s Park and Recreation Department. ALUMINUM BENEFITS:A commercial aluminum fence will require little to no maintenance – an invaluable trait to the Park and Recreation Department. It is resistant to rot and pest infestation. It is extremely durable and is particular resistant to corrosion. The new fence will be installed and warranted by a professional company under an enforceable contract. Unlike the current wood fence post upgrades, the proposed fence is safe, stylish, attractive, and a harmonious system. Moreover, it’s also great for keeping large exotic iguanas from entering and basking in the children’s play area, as well as protecting unattended children who wander toward the canal. SAFETY:The current bottom horizontal wood board of the fence adjacent to the canal, is unsafely high above grade (approximately 2 ft. in some areas), and a small child can crawl beneath if not closely monitored by an adult. Installing a lower bottom horizontal wooden rail may resolve this issue; however, it won’t prevent the ingress of large male spiny-tailed iguanas from entering and basking in the children’s play area that currently plague this structure and the entire park. Visitors frequently complain about the burrows found in the playground surfacing left by the invading iguanas. Staff believes the proposed commercial fence system would reduce the readily available entry point and therefore limit the iguanas likelihood from hanging out at the park, as well as eliminate potential entrapments of children heads and various projections, sharp points, corners, and edges within the existing fence system. 3 CITY OF SOUTH MIAMI OFFICE OF THE CITY MANAGER INTER-OFFICE MEMORANDUM INVEST IN OUR PARKS:A wood fence is not meant to last forever and the current fence has surpassed its economic and practical lifespan and requires a major update in style. The existing fence gives a false sense of security and detracts value from the park. Furthermore, this fence is one of the first things visitors see when looking at the park and comes short of the safe, efficient and beautiful standards we are trying to set. Recent improvements at the park include installation of a new pre-school playground, swings, and sun protective shade cover; resurfaced tennis courts, windscreens with the new city logo and a tennis perimeter fence; new native trees and a drinking water fountain. Future projects include replacing the existing playground mulch with poured-in-place rubber mulch surfacing at Brewer Park. The City has made great progress towards upgrading and beautifying its park system over the past few years. A clean, new fence system was highlighted and recommended in the City’s Parks Master Plan for Brewer Park. BACKGROUND:The city’s Parks and Recreation Department desires to install a new commercial, aluminum 3-rail flat-top fence system (approximately 500 LF) and observation platform/deck made of concrete slab on grade (approximately 288 SF) at Brewer Park. The proposed improvements will replace the existing wooden fence and platform located on the south and west end as well as the fence located within the park’s limited off-street parking area. The proposed fence system is affordable, durable, attractive, and will withstand reasonable weather conditions. Illustrated below is a snapshot of the new fence system. 5 CITY OF SOUTH MIAMI OFFICE OF THE CITY MANAGER INTER-OFFICE MEMORANDUM Both the existing wooden fence system and observation platform are in gross disrepair and require maintenance continuously. Moreover, the bottom horizontal wood beam of the fence along the canal is high above grade, and a small child can crawl beneath if not monitored by an adult. The awarded contractor is responsible for furnishing all goods, materials, supplies and services, including but not limited to securing permits, construction, labor, dumpster(s), disposal of materials, and cost of machinery, tools, transportation, equipment rental, root pruning, and coordination with any utility companies (i.e. power, gas, water). The city received seven (7) formal proposals in response to Request for Proposal (“RFP”) #PR2018-27. Staff recommends entering into a contract with Cunano Builders Corporation based upon past related work experience with the city, qualifications, project price, and compliance with the terms of the RFP.
