The City Commission of the City of South Miami, Florida met in special session on 5
Thursday, July 5, 2018, beginning at 7:00 p.m., in the City Commission Chambers, 6130 Sunset 6

The following members of the City Commission were present: Mayor Philip K. Stoddard, 13
Vice Mayor Walter Harris, Commissioner Bob Welsh, Commissioner Luis Gil and Commissioner 14
Josh Liebman (by phone). 15

Also in attendance were: Shari Kamali, Deputy City Manager, Thomas Pepe, City Attorney 17

E.1) A Resolution approving the disposition, sale and conveyance of Madison Square
properties by the City of South Miami Community Redevelopment Agency
pursuant to Florida Statutes Section 163.380(2) for the development and
operation of a mixed use affordable housing project and related documents. 3/5

As a response to a speaker regarding if this is the correct forum to approve the sale of this 1
property, Mayor Stoddard read the following statement by Mr. Pepe: The Florida Statutes, 2
Chapter 163, Section 163.380 requires that the governing body that created the CRA approve the 3
sale of the property by the CRA. Therefore, this is the correct forum to approve the sale by the 4
CRA. 5

After the Commission discussed the item, it was moved by Mayor Stoddard and seconded 7
by Commissioner Welsh to use the amended documents (Land Use Restriction Agreement and 8
the Development Agreement) submitted by the City Attorney. The motion passed by a 5-0 vote. 9

Moved by Mayor Stoddard, seconded by Commissioner Welsh, the motion to approve as 11
amended Resolution No. 129-18-15162 approving the disposition, sale and conveyance of 12
Madison Square properties by the City of South Miami Community Redevelopment Agency 13
pursuant to Florida Statutes Section 163.380(2) for the development and operation of a mixed 14
use affordable housing project and related documents passed by a 5 - 0 vote: 15
