6700 SW 67 ST_EB-09-025 The applicant requested that if the submission was not complete, if the applicant could resubmit with the Board's comments and not attend the next meeting. Mr. Bedell commented that the applicant was submitted for preliminary approval. Mr. Trautman questioned the balcony and doors that face the front of the property. The applicant replied that it was the intention of the owner and the previous elevation showed that the balcony rail was terminated flush with the white pilaster posts. He commented that it was projected that by twenty-four inches it would take in order for the doors to swing out. Mr. Trautman recommended that when the applicant resubmits for final to show that detail in the plans. Mr. Balli questioned if the new doors and windows on the second floor are impact resistant or will be shuttered. The applicant responded that they are impact resistant. Mr. Fernandez questioned if there was reason for the thin parapet to create a false appearance and the chimney. He commented that the proportions of the addition with the false parapet do not seem to connect properly in a harmonious way. Mr. Fernandez commented that it almost benefited to bring the existing hip roof instead of creating a large cricket piggy back on top that extends all the way across the new proposed second floor structure. The applicant comment that money was limited and they felt that a low volume hip roof did not suffice. Mr. Fernandez commented that it is an aesthetic decision that needs to be made. Mrs. Mark questioned if the motion would include the statements that the applicant made in regard to the landscaping and that the existing is sufficient with the inclusion of the three new trees. Mrs. Morales-Fernandez questioned if it was a substantial amount of square footage that was added. Mr. Fernandez commented that there is no zoning table or floor plan, but when looking at the plans it is fifteen (15) feet by six (6) or eight (8) feet deep. Mr. Trautman commented that the additional square footage is due to a false balcony. The applicant commented that the square footage is way below 50,000 feet(which was taken as a whole). Mr. Bedell commented that there should be landscape around the air conditioning units. The applicant responded that when Mr. Lightfoot conducted the inspection he brought that to the applicant's attention and it had been taken care of at that moment. Mrs. Mark questioned the garage windows on the plans. The applicant responded that two windows are supposed to be placed in that location. Mr. Trautman tabled the item and will address the item at a later time during the meeting. Mr. Trautman returned to the item at 9:15 a.m. Mr. Lightfoot commented that at that time, staff was not able to locate the permit plans for the residence. The applicant questioned if the plans could be reviewed and if it does not meet the square footage could it be approved and if not they will resubmit. He commented that the lot is at 49,000 square feet and they are at ten or eleven percent. Mrs. Cabrera-Hernandez commented that if there are revisions that need to be made the applicant must resubmit. Mr. Trautman questioned what the maximum building coverage of a two story house is. Mrs. Cabrera-Hernandez replied it is a RS-1 zoning district; the second floor is a maximum of 60 percent of the first floor, and the first floor a maximum of 20 percent of the lot size in RS-1. She commented that the minimum landscape pervious area is seventy percent of the lot. Mr. Bedell commented that the applicant is about eight hundred square feet in the landscaping plans below the required open space area. Mr. Fernandez commented that a common problem is if there is a revision that is going to occur, and an extra area is going to be added to the house;.the revision should be shown to the Board prior to the construction beginning on that revision. Mr. Trautman questioned if the permit set of plans where able to be located. Mrs. Cabrera- Hernandez responded that it will be looked into so that it could be compared to the previously submitted plans. Mr. Balli commented that what was previously approved was already sixty percent of the first floor and the applicant added area that increased the over all coverage. Mrs. Cabrera-Hernandez commented that if there were any further questions or comments on the previously submitted ERPB Mins 04-7-2009 Pg 3 of 6 r plans staff would look into that and make sure that the plans comply with the Land Development Code. Mr. Trautman commented that the main issue is that the second floor might be exceeding the sixty percent maximum allowed. He then moved to defer the application to allow Staff to research on the issue. Mr. Trautman tabled his motion to allow discussion. Mrs. Mark commented that the Board's whole concept is aesthetic and its staff's responsibility to make sure it complies with code. She commented that based on the aesthetics along with staff approving the coverage the item could be approved and would not come back. Mrs. Cabrera-Hernandez gave a hypothetical situation that if the applicant makes an adjustment which in turn makes the second floor exceed the maximum, it could be solved by the applicant resubmitting to the ERPB with additional coverage on the ground floor that could be accomplished by placing a shed. Mrs. Cabrera-Hernandez commented that for the next house the applicant needs to submit for ERPB before construction begins. BACKGROUND: Upon conducting the final zoning inspection for the newly constructed residence, it was found that various aspects of the new single-family residence did not match the plans that were approved by the ERPB. In order to rectify this issue, the applicant was instructed to submit revisions to the plan for review by the ERPB. ANALYSIS: The revisions to the plan are as follows: 1. The North Elevation (Front) was revised to show the full height of the front door. 2. The South Elevation (Rear) was revised to remove the false balcony and door on the left side of the property. Two (2) additional windows were added to the balcony. 3. The East Elevation (Side) was revised to remove two (2) windows from the garage section of the house. 4. The applicant has provided a revised As-Built Landscape Plan, showing the locations of all of the landscaping for the property. This plan shows the addition of addition of five (5) Bromelias and two (2) Date Palms. The property presently complies with all requirements stated within the Dimensional Requirements for Single-Family Districts, Section 20-3.5(E) of the Land Development Code for the RS-1 Zoning District. The permitted set detailing the originally approved construction documents will be provided at the meeting. RECOMMENDATION: Approval with the following conditions: 1. All construction documents must be revised to reflect changes shown on Elevations; and 2. Any recommendations and/or suggestions from the Board.
