Legal Description: Lot 8, in Block 2, of TOWNSITE OF LARKINS, according to the plat thereof, as recorded in Plat Book 2, at Page 105, of the Public records of Miami-Dade County Florida. Boundary Survey: The subject property is a vacant lot facing SW 66th Street. See attached Boundary Survey signed and sealed by the professional surveyor, Narciso Ramirez P.L.S., for the firm Atlantic Services of Florida, updated November 1, 2011. Currently, the vacant site illustrates an existing chain link fence and several trees (mango, avocado, black olive, and needle pines) on the subject property. Furthermore, benchmark elevations are labeled throughout the site. Zoning District: "RS-4" Small Lot Single-Family Residential District: The purpose of this district is to provide for single-family residential development located on smaller lots and to protect and improve the character of existing development on the area. This district is appropriate in areas designated "Single-Family" on the city's adopted Comprehensive Plan. Background: On October 10, 2011, the City Commission passed and adopted by a vote of 7-0 attached Resolution No. CRA 53-11-523; relating to Affordable Housing Development; authorizing the SMCRA Director to enter into a property conveyance agreement with the Miami- Dade Affordable Housing Development Foundation for the construction of six (6) new single- family, LEED certified, affordable homes on Agency owned properties. 5928 SW 66 Street ERPB-12-022 presented on April 3, 2012 New Construction —One-Story Page 2 of 5 On December 20, 2011, the City Commission passed and adopted by a vote of 4-0 attached Resolution No. 241-11-1355; relating to a waiver of Planning and Zoning Department application fees for a South Miami Community Redevelopment Agency sponsored LEED certified affordable housing development project; authorizing a waiver of application fees in the approximate amount of 25,879 for thirteen (13) lot development variances required to construct six (6) new single-family affordable homes on the SMCRA 'conveyed identified as Folio Numbers 09-4025-010-0060; 09-4025-010-0070; 09-4025-010-0080; 09-4025-010-0090; 09- 4025-028-0200; and 09-4025-009-0240. On February 21, 2012, the City Commission passed and adopted by a vote of 5-0 attached Resolution No. 50-12-13607; relating to a request for a variance from Section 20-3.5(E) of the Land Development Code, to allow 50 feet of frontage where 60 feet is required on the subject property. On Monday, March 26, 2012, the Development Review Committee (DRC), which functions as an in-house review mechanism for all new development met to the discuss the construction of a new one-story (1,570 square feet), LEED (silver certified) affordable single family residence, site plan, and landscape plan. The committee is composed of representatives from the Building, Code Enforcement, Public Works and Planning and Zoning Departments. The Building Department commented that the proposed construction permit shall comply with the Florida Building Code. Code enforcement cleared the subject property lof any violation. The Planning and Zoning staff emphasized that the storm-water drainage ordinance must be followed. The intent of the Ordinance is to "require all properties to retain stormwater drainage on site as to prevent development that would result in contributing to or causing recurrent ponding on adjoining properties or public right-of-way." Furthermore, Staff has provided comments to the set of plans submitted for review, of which most have been noted as conditions relating to the information provided and compliance with the Land Development Code. Existing Conditions: The attached Boundary Survey indicates the subject property is currently vacant. The lot frontage consists of 50.00 feet in width facing SW 66th Street by 143.00 in depth, with a total lot size of 7,150 square feet within the RS-4 zoning district. Pursuant to Section 20- 3.5(E), Dimensional Requirements Single Family Districts, in the Land Development Code, this site requires a minimum lot frontage of 60 feet within the RS-4 zoning district. Therefore, one variance request was approved for lot frontage; via attached Resolution No. 50-12-13607. Sustainable Design: The U.S. Green Building Council (USGBC) has created Leadership in Energy and Environmental Design (LEED), which emphasizes energy preservation. LEED recognizes and promotes green building by offering project certification. The Applicants intent is to seek LEED Silver Certification. In architecture a good sustainable design is a building that has achieved a certain level of esthetics and incorporates a new, more environmentally sensitive approach to architectural design. The architect of record, Steven Luria, AIA will be present at the ERPB meeting to answer any questions pertaining to sustainable design principles and how they relate to this project. i 5928 SW 66 Street ERPB-12-022 presented on April 3, 2012 New Construction —One-Story Page 3 of 4 Site Plan and Building Analysis: The site is located facing north on SW 66 Street. The Site Plan, Sheet SP-1, illustrates the newly proposed one-story building with an articulated roof, dormer, and a front porch that enhances the front fagade and the character of the residential neighborhood. The existing trees on the site are practically on the center of the lot which as a result has dictated the building's location on the site, thus providing a large front yard area with plenty of shade and greenery. The new driveway will be installed of permeable pavers. There is no swimming pool or deck area being proposed at the rear yard. The building dimensional requirements are guided by Section 20-3.5(E) One-story, Land Development Code. The zoning calculations provided on the site plan show a proposed total lot size of 7,150 square feet, exceeding the minimum total area (6,000 square feet) required by the Land Development Code. The proposed building coverage (1,570 square feet building coverage) does not exceed the maximum allowable building coverage (2,145 square feet or 0.30). The proposed impervious coverage includes the building, and all impervious surfaces. The calculation provided for impervious coverage (1,947 square feet) does not exceed the 0.450 maximum impervious coverage allowed (3,218 square feet). The proposed building front setback (60'-6"), complies with the 25-0" feet minimum front setback required. The proposed building rear setback (30'-5"), exceeds the 25-0" minimum rear setback required. The summation of the side yard setbacks at a total of 16'-0" (7'-6" interior side and 8'-6" interior side), exceed the 20% cumulative width required of 10'-0" (20% x 50'-0" lot width). The proposed side setbacks exceeds the minimum cumulative required of 10'-0" feet and therefore complies with the side setback requirements. Elevations: Pursuant to Section 20-3.5(E) one-story is permitted. The building height dimensions, sustainable building finishes and materials are noted on the Elevations, Sheet number A-2. For example, gypsum wallboard to be of recycled content and exterior paint a minimum of 50% reflectance. The front fagade illustrates a dormer and the articulation of the roof. Further, the roof's material will be asphalt dimensional white shingle. The east and south elevations illustrates the solar Lt tube, (NOA 08-082803) and the intent of the design is clearly a functional approach due to its orientation. The walls will be stucco with embedded fiberglass mesh on isolated concrete forms and the exterior paint will have a minimum of 50% reflectance. Please refer to the attached paint color samples for additional information. Landscape Plan: Attached, Boundary Survey indicates the existing trees throughout the site. The Site Plan, Sheet SP-1 (Landscape Plan) illustrates the existing and proposed trees, landscape legend, tree and shrub planting. Also, noted is that the building placement has taken into consideration the location of the existing trees on the front of the property. Note: The applicant shall file an application for tree removal with the Planning and Zoning Department. For one tree that is noted on the plans to remove existing olive tree. Recommendation: Final Approval with the following conditions: 1. Meet requirements as set forth in the Adopted Stormwater Ordinance No. 06-07-1907; 2. Meet requirements as set forth in Section 20-3.5(E) Dimensional Requirements (One- Story), of the Land Development Code; 3. Meet the requirements to meet LEED Silver Certification; 4.
