My-home is' located at 6845 S. W. 64th Street on-an: acre of property -which
was formerly part of Tranquility Estates3, Section 1. A survey of Section
I of- Tranquility Estates which was prepared for R. M. Craig on December
Il, 1959, shows my acre as Lot l.'-. There are five lots; all"of one acre.,
in this layout. I bought my house with the confidence that it was an acre
estate area'arid was"satisfied that the surrounding land, as outlined in
this serve developed in a like manner.

Recently, my-good neighbors and I appeared before your Zoning Board to
object- to a.re-zoning of Mr: Craig's property to -RU-1A and were heartened
when the Council reconfirmed our area.as one=acre estates. VTe are now
faced with the' -same.situation. The' -combination half=acre and RU-IA is no
more-acceptable to us than the previous plan 'We"bought acre or larger
homesites and feel this is the proper zoning for the area.
Iii reference`to the lands'for re-zoning which-lie-approximately 170 feet
to the East of my property; I object to the breaking down-of zoning to
anything less than one-acre estates, as it is not in keeping with the area.

I am the owner of property loeated' at
6800 S.W. 64th Street. This property is located directly
across the street from the property to be rezoned by
Mr': Craig and Mrs. Pennock who have made application to
rezone the property from EU-1 to RU-lA and EU-lA
(2 A along Hardee Road and balance 'RU11A) . We 'have
received notice of a public hearing b ' the Planning and
Zoning Board for Tuesday, May 12, 1964.
You know' as well as I the history of the
zoning in this area. Suffice it to say' after various '
hearings in August and September of 1963 the City Council
of the 'City of South Miami zoned all of Area 7 EU-1
which was annexed to the city under its long existing
zoning of EU-1.
Icy wife and I 'ob jec.t to this type of' zoning
of this area. No useful purposes would be served by re-
hashing all of the arguments which were presented to the
Planning and Zoning Board and to the City Council in the past.
Those arguments and reasons are just as valid''todaiy if
not'more so than they were six months`"ago. To rezone this-
property in the fashion suggested would completely emasculate
any concepts of protection under the Zoning Laws and the
due process of law. The zoning in any given area like
water will always flow to the lowest elevation. It . is
axiomatic and it goes without saying that right of existing

property owners who have relied on the existing zoning
and who have purchased' property on this reliance should
not be -affected by' the desires of any individual or group
of individuals to benefit' economically. It is not fair
to permit rezoning which would affect the economic values
and the long term mortgage commitments of property owners
in this area. I will not go into the esthetics as I
know that'you; as members of the, Board, are aware of the
effect rezoning has on any given area.
Once the esthetics and economic- value of a
particular -area is depreciated and the value of the
surrounding property is 'also depreciated then there
is grave and present danger that the same thing may
be repeated elsewhere.
Therefore as an adjacent property owner to the
area to be rezoned, I wish to file this protest.

Request: Change of zone from EU-1 to EU-IA and RU-lA (one-half acre lots along
Hardee Road and balance RU-1A) .
Location of subject property: Bounded on the south by Hardee Road, east by SW 67
Avenue, west by FEC Railroad and north by the school
and playground.
Recommendation: The area in question is one of the finest residential neighborhoods
in the City of South Miami. It is composed primarily of large
single family homes on lots of one acre or better and it is separated
from the unincorporated residential areas to'-the north and west
(also very attractive) by the school property and the FEC Railroad '
right-of-way. We believe the present character of the neighbor-
hood should be maintained and that the proposed RU-1A zoning for
most of the subject property would not be iri keeping with said
character. ' On the other hand, some modification of the one acre
pattern seems reasonable for that- portion of the subject property
near the school and the adjoining playground. With this in mind
we recommend that the present EU-1 classification be retained
along Hardee Road and that the remainder of the subject property
be rezoned EU-lA. Such an arrangement will protect the one acre
property values on the south side of Hardee Road by requiring
the same type of development and population density on the north
side, while the less restrictive one-half acre zoning will. enable
the applicants to profitably develop their holdings.

Gentlemen:'
This department again desires to enter an objection to the
application by Raymond M. Craig and Helen Pennock for a change
of zoning from EU-1. to RUI-1A and EU-lA (Hearing 64-18) .
While the Pennock property is additional to the property in-
eluded in the Raymond M. Craig application of August. 13, 1963, the
same reasoning applies. We can find no change in conditions which
would warrant any other consideration than denial, and reiterate
our objection submitted in connection with the August 13, 1963
hearing.
"''The property concerned i's located in a section, the bulk of
which is located in the unincorporated area, all of which is zoned
and developed on a one acre or half acre residential basis, except a
small strip of land along the F.E.C. South of S. W. 66th St. which
is zoned RU-1 but platted on an over-size' lot basis. The &-r6d in
the immediate vicinity of the property in question is zoned on the
West and South as EU-1.
We feel that the RU-1 development in the center of this estate
area would completely change the character of this community and be
detrimental to the liveability. of .the area, and we can see no justi-
fication for the altering of the density standard.,""

Gentlemen:
This department desires to enter an objection to the application for a change
of zoning on property described as a portion of the SW4 of SEA of NE4" and a
portion of that part of the SEA of SW" of NE4 lying east of FEC RR all in
section 26-54-40 from EU-1 (one acre estates) to RU-1 (single family).
The property concerned is located in a section, the bulk of which is located
in the unincorporated area, all of which is zoned and developed on a one acre
or half acre residential- basis., except a strip of land along the FEC south of
S.W. 66th Street which is zoned RU-1, but platted on an over size lot basis.
The area in the immediate vicinity of the property in question is zoned on the
west and south as EU-1.
We feel that RU-1 development in the center of this estate area would completely
change the character of this community and be detrimental to the liveability of
the area, and we can see .no justification for the altering of the density standards.
We sincerely request that the application in question be denied.

Gentlemen:
I am the owner of property located at 6800
S. W. 64th Street. This property is located directly
across the street from the property to be re-zoned by
Mr. Craig who has made application to zone from County
Zoning EU-1 to proposed zoning RU-1.
I, of course , object to this re-zoning appli-
cation. This property was zoned along comprehensive
zoning lines. Those of us who purchased the property
bought it under the existing zoning and to re-zone this
single piece of property, which has heretofore been a
part of a comprehensive zoning plan is a form of zoning
erosion that, if permitted, would completely emasculate
the orderly process of zoning. From what I can under-
stand, the mere economic gain to the owner of the property
in question is not sufficient reason to effect the rights
of property owners who have relied on the existing zoning
and who have purchased property upon this reliance .
I have lived at this address for well over
four years and have expended money, time and effort in
our property. It has come to my attention that if this

property is re-zoned the property owner located directly
west of my property is going to make application for
re-zoning, and so the process will continue if this
proposed zoning is granted.
I , therefore feel if the Planning and Zoning
Board seriously considers the application that it would
deprive me as a property owner of the property guarantees
and protection and, therefore, object and recommend that
the Planning and Zoning Board reject this proposed
application.

Sec. 20-8. Group Housing Projects.
Application may be made to the Planning and Zoning Board for group
housing projects under the following conditions:
(a) Not less than five acres shall be required.
(b) At least three basically different exterior styles, with
variations of residential buildings per five acre unit area
shall be planned; ; and when more than one five acre twact
is planned; each five acre unit area, or fraction thereof,
shall have three different stylings which do not include
the exterior styles of the previous area or areas.
(c) Tentative layout of R/W, off-street parking, etc. , shall
be included with proposed building plans with the application.
The Planning and Zoning Board shall determine whether or not a
new zoning classification also shall be applied for or a variance
recommended or denied, and shall make a report advising the City
Council of recommended action (Ord. 276; Par. 12, 6-15-54).
Sec. 20-24. Interim or temporary Zone 1.
Awaiting further classification.
Prohibited: All new' uses or changes or extension of existing uses.
Note: All areas annexed to the city and all new plats approved
(unless in a zone conforming to proposed new standards) are automatic-
ally placed in the "Interim' zone awaiting public hearing and legal
classification in a more specific zone (Ord. 276, Par. 4, 6-15-54).
