SUBJECT:A Resolution authorizing the City Manager to purchase goods and
services from Thor Guard, Inc. to furnish and install lightning prediction
and warning systems at multiple City parks.
BACKGROUND:Thor Guard is the technology currently deployed by the City for lightning
prediction. Thor Guard is the only system that uses predictive technology
to alert the public to possible lightning strikes.The systems will warn park
visitors that conditions are favorable for a lightning strike, and a horn will
sound alerting people to clear the area.Thor Guard software analyzes
current conditions including changes and shifts of earth's electrostatic
atmosphere to determine the possibility of a lightning strike in the area
even when none have actually occurred.
Presently, the City’s Parks and Recreation Department (“department”)
operates two (2) Thor Guard systems located at Murray Park and Dante
Fascell Park. Both systems requirerepairs and upgradessuch as new
horn, strobe light, and software upgrades for automatic data and
warnings to supervisors’ mobile devices.
Furthermore, the department desires to install two (2) new systems at
Palmer Park and South Miami Park, which are home to several softball,
baseball, football, and soccer leagues. The department wants to ensure
all of its active recreational parksthat feature pools, ballfields, and tennis
courtsare secured with a Thor Guard system nearby.Poster signs and a
new lightning policy, which goes alongwith the department’s lightning
warning system by Thor Guard, will be set in place to make sure
supervisors, coaches, spectators, parents and children know the proper
procedures to implement in the event of a Thor Guard alert.
Thor Guard, Inc.has received patents for their product and it is the
opinion of the City staff that Thor Guard is the sole manufacturer and

distributorfor the predictive technology that will alert the public to
possible lightning strikes.
VENDOR:Thor Guard, Inc.
EXPENSE: Proposal amount is not to exceed $36,390.
FUND &
ACCOUNT:The expenditure shall be charged to the Parks and Recreation Capital
Improvement account number 301-2000-572-6450, which has a balance
of $371,871 before this request was made.

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY 25
OF SOUTH MIAMI, FLORIDA THAT:26

Section 1:The City Manager is authorized to expend an amount not to exceed $36,390for 28
the purchase of the goods and services from Thor Guard, Inc. to furnish and install lightning 29
prediction and warning systems at multiple City parks. The total expenditure shall be charged to the 30
Parks and Recreation Capital Improvement account number 301-2000-572-6450, which has a 31
balance of $371,871 before this request was made.32

Section 2:If any section clause, sentence, or phrase of this resolution is for any reason held 34
invalid or unconstitutional by a court of competent jurisdiction, the holding shall not affect the 35
validity of the remaining portions of this resolution.36

Section 3: This resolution shall become effective immediately upon adoption.38
