BACKGROUND:The South Miami Black Cultural Affairs Foundation(“the applicant”)has requested to host its annual Juneteenthcelebration eventto be held on Saturday, June 23, 2018from 10:00 a.m. to 6:00 p.m.at the Madison Squarepropertylocated at 59th place and 64th street. Juneteenth, also known as Juneteenth Independence Dayor Freedom Day,is an American holiday that commemorates the June 19, 1865, announcement of the abolition of slavery in the U.S. state of Texas, and more generally the emancipation of enslaved African-Americans enslaved throughout the former Confederacy of the southern United States. According to the applicant, celebration activities will consist of music, danceperformances, exhibits, food and educationon the history of JuneteenthIndependence Day. The applicantwill provide all activitiesby local artists, musiciansand community leaders. The applicant has completed the special event application andis requesting a waiverofthe required liability insuranceand all special event fees in the amount of $1,450as illustrated in the table below. The City Manager is hereby authorized to permit South Miami Black Cultural Affairs20 Foundation to host its annual Juneteenth celebration event to be held on Saturday, June 23, 2018 21 from 10:00 a.m.to 6:00 p.m. at the Madison Square property located at 59th place and 64th street.22 23 Section 2. The City Manager is hereby authorized to waive the required liability insurance and 24 all special event fees in the amount of $1,450. 25 26 Section 3. If any section clause, sentence, or phrase of this resolution is for any reason held 27 invalid or unconstitutional by a court of competent jurisdiction, the holding shall not affect the 28 validity of the remaining portions of this resolution.29 30 Section 4.
