BACKGROUND:On Tuesday, April 14, 2015, the City Commission had approved of a
resolution amending the City of South Miami (“CSM”) Pay Plan to facilitate
an in-house City tennis program. In December of 2015, the City’s Parks
and Recreation Department officially brought the operations and
maintenance of this program and associated facility in-house in order to
deliver exceptional customer service, quality programs and facility
improvements that the community expected and deserved.
The Parks and Recreation Department (“department”) had proposed using
the existing fee schedulefrom the previous Operating Contractor in an
effort to retain existing customersand to simplify the transition process.
At the May 17, 2016 City Commission meeting, the Mayor and Commission
adopted the City’s “Schedule of Fees and Fines,” which included new
tennis fees such as court rentals, camps, afterschool program, clinics,
private lessons, and tournaments at Dante Fascell Park tennis facility.
Two (2) years later, the department is proposing revisions to the tennis fee
schedule summarized on the following pages.

TENNIS COURT RENTAL FEES
The Parks and Recreation Department conducted an evaluation for clay
court rental feesper hour as illustratedbelow in Table A.On average,
residents pay approximately $5.60 per hour and non-residents pay $7.00
per hour to reserve a clay court.
The City’s closest competitor, Salvador Tennis Centerin Coral Gables,
charges $4.60 court rental feeper hourfor all residents of Miami-Dade
County whereas the City of South Miamicurrently charges $5.00 to its
residents. Moreover, the City currently charges $8.00 or roughly $1.00
more to reserve the courts by non-residents compared to local market
rate.

Based on the findings outlined in Table A, staff recommends addinganew
category andfee for Seniors (55+), Person w/ Disabilities, Veterans, and US
Military, and removing language regarding junior and adults from Resident

TENNIS CAMP FEES
Tennis camp fees consist of winter camp, spring camp, summer camp,and
teacher planning days/kids day off.
The Parks and Recreation Department conducted an evaluation for camp
fees as shownin Table C.The average feeassessedper weekis $199for

As outlined abovein Table D, camp fees for bothresidents and non-
residentswill increase due to the proposed addition of weekly rates which
are higher than paying for a week using the current daily rate.Said
increases in camp fees will bring the City’s rate closer to local market
average while stillmaintaining its status as one of the most affordable and
quality tennis campsin the area.
Residents and non-resident are encouraged to register in advance for half-
or full-day weekly camps. Drop-inpatrons will pay a higher rate.
TENNIS AFTER SCHOOL PROGRAM
The Parks and Recreation Department conducted an evaluation for the
after school program as illustrated below in Table E. On average, patrons
pay approximately $22.00dollars per hour for an afterschool tennis
program.This is $2.00 dollarsmore than what the Citycurrently charges.
Adults are willing to pay more for clay courtsbecause playing on clay courts
reducesthe risk of injury, clay is cooler,slower ball speeds, and clay courts
are easier on the body, just to name a few. However, playing onclay courts
is not an advantage for children so pricing needs to be set to compete with
hard court facilities in our areaas illustrated in Table E.

Similar to other municipalities, the City does not charge different rates for
residents and non-residents as it pertains to private lessons. Due to the
proximity to Salvadore Tennis Center and the quality of instruction being
deliveredat Dante Fascell Park, staff recommends eliminating the hourly
fee of $60 dollarsand adding a 30-minute private classoptionfor $35
dollars as outlined in below in Table H. The proposed fee is slightly above
market rate but is competitive with our neighbor—Salvadore Tennis
Center($34). Furthermore, a 60-minute class option is not needed as
more patrons prefer a 30-minute session for reasons other than the price
(i.e. sun exposure, limited physical condition).

Department staff is proposing language and fee revisions to the existing
fee schedule as most players participating in tournament-style matches
are more experienced, skilled, and reside outside the City. In addition, the
following revisions listed in Table I simplifies the fee schedule for

Section 1:The Schedule of Fees and Fines, as approved in Ordinance 07-18-2296, is hereby 25
amended toincrease some fees, to add new fees, and to delete some fees related to the tennis fee 26
schedule at Dante Fascell Park all set forth on the attached “Proposed Revisions to the Parks and 27
Recreation Tennis Fee Schedule.” 28
Section 2:Any such fees may be waived or reduced by the Mayor and City Commission by 29
way of Resolution. 30
Section 3:Severability.If any section clause, sentence, or phrase of this resolution is for any 31
reason held invalid or unconstitutional by a court of competent jurisdiction, the holding shall not 32
affect the validity of the remaining portions of this resolution.33
Section 4:Ordinances in Conflict.All ordinances or parts of ordinances and all sections and 34
parts of sections of ordinances in direct conflict herewith are hereby repealed. 35
Section 5:Effective Date.This ordinance shallbecome effective on October 1, 2018.36

An Ordinance related to the fee schedule; amending Ordinance 09-17-2279 to reduce
fitness center annual membership fees per patron and to add new fees to the schedule.
WHEREAS, at the June 7, 2016 City Commission meeting, the Mayor and Commission
reviewed the proposed revisions to the City's "Schedule of Fees and Fines." Membership
descriptions/types such as teens, adults, South Miami business owners and residents were
eliminated. The annual fitness membership fee was set at a flat rate of $200 per patron; and
WHEREAS, after further review and consideration, the Mayor and City Commission desire to
adopt a new Fee Schedule for annual fitness membership fees per patron and add an option for
dependent children under the age of 18 years old, as illustrated in the table below; and

At the June 7, 2016 City Commission meeting, the Mayor and Commission
reviewed the proposed revisions to the City's "Schedule of Fees and Fines."
Membership descriptions/types such as teens, adults, South Miami business
owners and residents were eliminated from the Fee Schedule. The annual
fitness membership fee was set at a flat rate of $200 per patron.
Attached is a proposal to adopt a new Fee Schedule for annual membership
fees per patron and add an option for dependent children under the age 18
years old, as illustrated in the table below:

Under the proposed plan, the reduction of fees helps eliminate barriers to
exercise and encourages community reSidents to be physically activ·e. Parents
Of legal guardians that possess an active membership can add up to two (2)
dependent children under the age of 18 years old. Each dependent child shall
be charged $100 per year and parent(s)/legaJ guardian{s) must be able to
prove eligibility. The Parks and Recreation Department reserves the right to
request additional documentation to prove dependency.
