FAITH TABERNACLE FIRST BORN CHURCH OF THE
LIVING GOD, LOCATED AT 6141 S.W. 64TH STREET,
SOUTH MIAMI, FLORIDA.
PLANNING BOARD ITEM NO. 87-019
WHEREAS, Faith Tabernacle First Born Church of the
Living God has requested Fear setback variances and paring
variances to build an addition to the existing church; and
WHEREAS, at the Planning Board Public Hearing of
September 29, 1987, the Board recommended by a vote of 4-2 to
grant the variances requested upon certain conditions .
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI , FLORIDA:
Section 1. That a variance be granted to allow a 10 .E
foot rear -setback where 25 feet is , required and a variance be
granted to allow 7//parki g ' spaces where 33 are requireq for

as recorded in Flat Book 13, at Page 13 of

Minutes Planning Board Meeting -3- September ,29, 1987
There was a general discussion with City Attorney Dellagloria
on how the Board should address the issue of the Applicant's
applying for a variance stating one item and Staff proposing
an adjustment to this variance . Mr. Dellagloria said there
should be no problem as the Applicant had agreed to Staff' s
recommendation.
MOT1014: Robert Myers moved for approval 'of
the Staff ' s recommendations.
Thomas Cooper seconded the motion.
Mr. Hof7ah ted to know why Staff was willing to overlook
the maxcoverage when the covera.g,e�.n=..that particular
lot, wa in excess of what` was allowed. i-Ms.

coveragwoud be from 44 . 5% to 50. 7 , a 6 . 2% increase; that the--
ntheChurch n of Staff is to reach a compromise to meet the needs oft
and still maintain planning standards and maintain, _
equate parking.
There was a discussion of the legalities involved in order to
ensure that Mr. Perry' s lots would be available to the Church
for parking. Mr. Dellagloria said that under the City' s joint
use off--site parking regulations, the City allows any establish-
ment or building to have joint use parking within 500 ft.% and
there were several ways the Applicant could be required to docu-
ment the Applicant' s compliance with the parking required.
Reverend Jones said that in the event that if, by some. .unfo.reseen
pircuristance, Mr. Perry' s lots were not available for the Church's
use for parking that he was the owner of the property across the,
street from the Church and he would make that property available
to the Church for parking .
The Applicant raised the question as to why it was necessary for
the Church- to submit the signatures of the people within 300 ft.
for a variance. The Applicant was advised by Ms. Aran-Spinrad ,
that the Applicant needed 20% of the neighbors within 300 ft. of
the Church to concur with the request in order for the Applicant
to qualify to proceed with the variance.
Mr. Hoffmann said that he had a problem with the building being
so close to the street and the fact that the Church could be
seriously affected if somehow the agreement with Mr. Perry was
terminated.
Chairman Prentiss asked Mr. . Hoffmann if he was •Px.posing that
the motion be amended at this point. Mr. Hoffmann said chat he
/6 . r . Hampton announced the City ` s Environmental Review &
vation Board had acted as judges for the City Hall Design
ition submitted by architectural students of Professor
Alverez at Florida International University . The entries were
excellent and are on display in the Commission Chambers . The
ERPB chose the top 3, 3 honorable mention and 1 merit award .
Professor Alverez stepped forward to show the renderings of
the top 3 winners and described each in detail . Also present was
Ms , Jennifer Klien , 3rd place winner who described her entry .
Commissioner thanked Professor Alverez and asked that their
thanks be also extended to the students .
? . The City had granted variances to Faith"Tabern=acle--.
represented by Superintendent. Lee H . Jones , under Resolution
88-8018. City Manager Hampton explained that according to- thy
City Code_, vax_ian-ce-spa-r-e good-for a period of six months .
However, upon listening to the tapes of the meeting at which the
variances were granted , when Superintendent Jones asked how long
the variances would be effective, at least three members of the
Commission had stated one year . He has met with the-C= ty �
,Attorney and the Planning&Z-on-i-ng=,Dir-e=c-torzori�th=is issue and 1,t
�ois their opinion that if a permit is applied for before the end

After discussion, the Commission said they believe that /L r
construction may already be underway—sue Faith Tabernacle will not'-
have any problem with the time frame . f
F81- City Manager Hampton said the last meeting of the
Environmental Review & Preservation Board had only three Board
members present and he recommends an appointment be made for the
one vacancy on that Board .
Mayor Porter stated a memorandum had gone out to each
Commissioner to ask for recommendations . If no recommendations
are forthcoming, he will make an appointment .
9. City Manager Hampton announced appointment of Ron Hopkins as
Acting Finance Director to fill the vacancy created by the
resignation of the former Finance Director . A resolution for
that appointment will be submitted to the Commission by the City
Attorney so they may move the resolution from the floor for their
consideration at this meeting.
