Building Official Spot Surveys
This is to document a conflict with spot survey setback dimensions
indicated on two Habitat for Humanity House permits, numbers 4301
and 4302.
On March 19, 1992, the Superintendent for Habitat, Guy Cook,
provided me with the spot surveys for the two houses.
The following day, Planner Bill Mackey rejected the spot surveys
because patio slabs as indicated in the survey did not accurately
reflect that they were covered roof structures over the patio
slabs. On March 24th, 1992, I called Guy Cook to inform him that
the spot surveys were not acceptable as submitted. He then agreed
to call the surveyor to provide us with the required information.
I did not take further measures at that time because I felt it was
appropriate to have the covered patio slabs indicated on the s
surveys for review and it was not clearly evident that there was
an encroachment problem since setback variances had been approved
on these lots.

Per your request, here is what I remember concerning the
Habitat houses. At sometime in February (as the date on
the survey would lead me to believe) the Building
Official approached me to sign off on a spot survey for
one of the Habitat houses (the one containing a porch in
the front setback) . I did not sign the survey and
informed the Building Official that the house did not
conform to the required setbacks, because what appeared
to be a front porch protruded into the required front
setback. I suggested. that the porch may be relocated,
and questioned whether it was possible that what was
indicated on the survey was not, in fact, a porch but a
slab. The Building Official assured me that it was,
indeed, the front porch. I then repeated that I could
not sign off on the spot survey since the setbacks did
not conform to the requirements. In addition, I do not
recall reviewing the other survey.
