I. CALL TO ORDER
Action: Mr. Trautman (Chair), called the meeting to order at 8:30 A.M.
II. PLEDGE OF ALLEGIANCE
Action: The Pledge of Allegiance was recited in unison.
III. ROLL CALL
Action: Mr. Trautman performed roll call.
Board members present constituting a quorum: Mr. Trautman, Mrs. Mark, Mr. Bedell, Mr. Jude,
Mr. Balli, Mr. Chandler and Mr. Rivera. Board members absent: Mr. Fernandez and Morales-
Fernandez.
City Staff present: Mrs. Lourdes Cabrera-Hernandez (Principal Planner), Mr. Marcus Lightfoot
(Permit Facilitator) and Ms. Alerik Barrios (Assistant) Staff absent: None
IV.REQUESTS ARE AS FOLLOWS:
1) JERPB-09-0141 Applicant: Habitat for Humanity

Request: New Construction: Preliminary
Applicants Present: Mr. Bass
Mrs. Cabrera-Hernandez read the item into the record.
Mr. Chandler commented that the Board appreciates how the applicant made an adjustment to
the laundry room by moving the doors, and how it gave the house an elegant appearance.
Mr. Trautman questioned the colors of the building. The applicant replied that the body of the
building is going to be a dark color and the trim is a light color.

Mr. Trautman suggested that by enlarging the porch, increasing the over hang by one (1) foot
(without dealing with the column), and pouring a slab to meet the extension would articulate the
corner which would create a greater area of the over hang and the slab.
Mr. Trautman questioned if the applicant was aware that the AC pad needs to be relocated. The
applicant responded that it has already been taken care of
Motion: Mr. Chandler moved to grant final approval with Staff's conditions. Mrs. Mark
seconded.

Mrs. Cabrera-Hernandez read the item into the record.
The applicant gave the Board members a brief description of the project.
Mr. Trautman questioned if the doors and windows were going to be hurricane resistant'* The
applicant responded that the windows in the renovation will be hurricane resistant.

Mr. Trautman questioned that if the applicant found an impact resistant door that goes inward
and if the wall on the front elevation facing the master suite; is it bearing on a slab ,or is it
framing in between two floors? The applicant responded that he did not know, but would have to
look into it and then stated that the front elevation does not have a bearing wall.

Mr. Trautman commented that the applicant was going to have a conflict with the depth of the
balcony. He then suggested making the room smaller or extending the balcony that might have
an impact on the facade, but if the wall is recessed there will be a structure configuration and the
owner may not be pleased with having a smaller master bedroom. j
Mr. Chandler commented that the addition to the west elevation of the house is incongruent,
where it looks like a majority of it is set behind the house and resembles a rear elevation. The
applicant responded that the elevation has to be taken in the context that certain trees cover the
front of the house.
Mr. Chandler questioned why the width was limited and if there is a setback. Mrs. Cabrera-
Hernandez commented that the lot width is 88' and the applicant is over the rear setback
requirements, and the height of the building.
Mr. Trautman questioned if the balcony could be moved enough to get the door to swing open.
By doing so, would give the corner column a bit of animation. The applicant responded if the
roof will blend the two masses together and its part of the owner's request.

Elevations: The building height dimensions, roof pitch, building finishes and materials
are noted on the elevations, sheet A3. The south elevation (front facade) illustrates a
covered front porch with a single column, the front door and windows facing the front
yard. Architectural elements include the decorative wood shutters on the dining and
kitchen windows, stucco window sills, Y2" score line at the column, and asphalt
fiberglass roof shingles. Exterior paint colors and an elevation depicting the request will
be illustrated at the ERPB meeting, rendering on file.
Development Review Committee: On February 11, 2009, the committee met to review
the proposed site plan. The Public Works representative expressed concern (see
attached comments) about the existing curb and paving.
The Building and Planning Department concur that all new construction should be
expedited as soon as possible.

RECOMMENDATION: Preliminary Approval with the following conditions:
1. Pursuant to Section 20-4.8A Unity of Title is required ;
2. Pursuant to Section 20-3.6(B)(7) Concrete slabs, require a five foot minimum
side setback;
3. Section 20-4.5(D)(4) of the Land Development Code requires that all air
conditioning units be shaded by shrubs.
3. Construction shall comply with the Florida Building Code and the City of
South Miami Land Development Code;
4. Meet the requirements set forth in the adopted stormwater ordinance; and,
5. Any comments and/or suggestions from the Board.

Attached are comments from PW on yesterdays DRC meeting for new residential home at 6090 SW
63rd St.
When developer goes to build his concrete driveway he must provide a valley gutter where the new
driveway will meet the existing edge of pavement with the appropriate grade elevations so that ponding
does not occur at that location. Also sidewalk cross-slope transitions into the new driveway shall meet
ADA requirements.

Provided that the proposed driveway is to be done in concrete,the owner shall sign the Driveway
Waiver, by which the City will be released from the responsibility to return the concrete driveway in the
previous (or better) condition if any repairs are needed in the City's right-of-way (ROW).

Existing Conditions: The property as per the attached photographs is a vacant lot.
The proposal includes a one story single-family residence with a covered porch., The
interior property fronts SW 63 Street, with a frontage of 50 feet in width, a minimum of
60 feet as per the RS-4 Zoning District requirements.
Landscaping Plan: The proposed landscaping plan is consistent with the requirements
set forth in Section 20-4.5, Land Development Code. The plan includes a landscape
legend indicating the number of trees required, (trees, shrubs and groundcover),
planting schedule, landscaping notes, and general landscape installation details.
Pursuant to Section 204.5(1))(5)(b), Land Development Code the minimum number or
trees required for RS-4 zoning district are 3 trees per lot. The plan indicates a total of
five trees provided. The proposed trees include three oak trees and two white Geiger
trees.
Site Plan (Zoning District: "RS-4" Small Lot Single-Family Residential District):
The intent of this district is to provide for single-family residential development located
on smaller lots and to protect and improve the character of existing development in the
area. The proposed site plan, sheet Al, depicts a one story single family residence. The
proposed front and rear building setback, each at (25'-1" and 35'-1"), as per the Land
Development Code comply with the 25-0" feet minimum setback requirement. The east
and west interior side setbacks, each at (7'-7"), as per the Land Development Code
comply with the 7'-6" feet minimum side setback requirement. The proposed air
conditioning unit does not comply with the requirements set forth in Section 20-3.6(B)(7)
Concrete slabs, which require a five foot minimum side setback. Section 20-4.5(D)(4) of
the Land Development Code requires that all air conditioning units be shaded by
shrubs.
The building dimensional requirements are guided by Section 20-3.5E, Land
Development Code. The proposed site plan indicates that the property's total area is
4,500 square feet with a proposed building coverage of 1,039 square feet or 23% of the
maximum building coverage, which does not exceed the maximum building coverage
(1,350 square feet or 30%) allowed by the Land Development Code. The proposed
impervious coverage includes the building, walkway and driveway. The calculation
provided of 37% for impervious coverage, which does not exceed the 45% maximum
impervious coverage allowed {2,025 square feet or 45%) by the Land Development
Code.
