Location: 5901 SW 64 Street, South Miami Request: NEW CONSTRUCTION: Final Review: Third Review Status Report: At the November 6, 2007, Environmental Review and Preservation Board (ERPB) meeting the subject property obtained preliminary approval without any further comments from the Board, meeting minutes are attached. At this time, the plans are consistent with the second review, which incorporate the ERPB comments from the first ERPB meeting from October 2, 2007. Furthermore, the applicant has executed the Stormwater Ordinance Number 06-07-1907 and the engineering plans are attached. Survey and Legal Description: See attached Boundary Survey, signed and sealed by professional surveyor and mapper Mr. Armando F. Alvarez of AFA & Company, Inc., dated September 13, 2006. Existing Conditions: The property, as described in the boundary survey is a vacant lot. The property's net land area is 7,035 square feet and is located on the northwest corner of SW 64 Street and SW 59 Avenue. The property fronts SW 64 Street with a net lot frontage of approximately seventy (70) feet in width. Pursuant to the RS-3 Zoning District, Section 20-3.5(E), Dimensional Requirements, and Section 20-4.8(D), Nonconforming Lots of Record, Land Development Code, "a single family residence may be built on a platted lot." Please refer to the attached Planning Department's letter, dated August 30, 2007, as supporting evidence. Revised Landscaping Plan: The Plan illustrates an existing Oak tree and a Ficus tree. Pursuant Section 20-4.5(D)(5)(b), Land Development Code, the landscape legend and a landscaping schedule (including tree names and specifications) meet the criteria. The minimum number or trees required for RS-3 zoning istrict are three 3 trees per lot 9 O p and the landscape plan identifies six (6) trees, four of which are on private property and two on the swale area. The City's Public Works Department will determine whether the proposed offsite trees, located in the right-of-way, will be allowed, as recommended on the landscaping plan. The Public Works Department's approval of street trees is guided by Section 20-4.5(D)(3), Land Development Code. In addition, as suggested by the ERPB the applicant has proposed two coconut palms on the interior side to obscure the views from the second floor windows. Hedges have also been proposed adjacent to the driveways. A grading and irrigation plan will be required prior to final ERPB review and approval. • `1 5901 SW 64 Street ERPB-07-080 presented on January 15, 2008 New Construction: Residential Page 2 of 3 Site Plan (Zoning District: "RS-3" Medium Lot Single-Family Residential District): The intent of this district is to provide for low—density residential development located in a moderately spacious setting which emphasizes the preservation of open space. The proposed site plan depicts, a vested property, as a two-story residence with a single car garage. Revised Building Dimensions: The building dimensional requirements are guided by Section 20-3.5(E), Land Development Code. The calculations on the site plan (zoning legend) propose a total net lot area of 7,035 square feet. The proposed building coverage (1,625 square feet or 23% of the maximum building coverage) does not exceed the maximum building coverage (2,111 square feet or 30%) allowed by the Land Development Code. The proposed second floor (960 square feet or 59% of the maximum building coverage allowed for the first floor) does not exceed the maximum allowable building coverage of (975 square feet at 60%) of the first floor. The proposed first floor building front setback (25'-0"), complies with the 25'-0" feet minimum front setback required. The first floor building side setbacks (east street side 15'-0" and west side 19'-8") exceed the required cumulative widths for both side yards. Based on Section 20-3.5(E), Land. Development Code, the side setback shall not be less than 20% of the lot width. The first floor building rear setback (25'-0"), complies with the 25'-0" minimum rear setback required. Revised Impervious Coverage: The proposed impervious coverage includes the building and the two driveways. The calculation provided for impervious coverage (2,581 square feet or 36.6%) does not exceed the 40% maximum impervious coverage allowed (2,814 square feet or 40%) as per the Land Development Code. Revised Elevations: The building height dimensions, building finishes, and materials are noted on the elevation sheet number A-3. The proposed material finishes are Spanish tile roof, stucco finish exterior walls, and exterior glazed openings including glass block, sliding glass doors, and French doors. The front fagade, faces SW 64 Street and illustrates a symmetrical two-story building. The two windows at the second floor have moved over not to conflict with the roofline and the one window at the rear has been adjusted. The south elevation depicts a redesigned front entry. The design no longer illustrates a cascade as part of the cantilever roof. Pursuant to Section 20- 3.6(B)(3), Supplemental Regulations, Yard Encroachments, cantilevered may project up to thirty-six (36) inches into required setback areas. The revised elevations on sheet A-3 denote a slope of four in twelve. Final submittal of structural plans and roof plan shall be consistent with a roof slope of four in twelve. Exterior Colors: Exterior paint colors have been submitted to the ERPB for review and approval. Paint samples (Sherwin Williams, exterior trim: Downy no. SW 7002 and exterior walls: Interactive Cream no. The intent of the ordinance is to "require all properties to retain storm water drainage on site as to prevent development that would result in contributing to or causing recurrent ponding on adjoining properties or public right-of-way." Plans shall reflect water retention throughout the lawn areas of the subject property. Grade elevations shall be necessary in order to determine runoff. Site Plan Review Committee: On September 24, 2007, the committee met and reviewed the proposed site plan. It was recommended that the architect shall redesign the front entry in order to comply with Section 20-3.6(B)(3) of the Land Development. Code. In addition, the Committee suggested that the finish floor and actual interior size of the garage shall be reconsidered. The applicant shall include topographic elevations throughout the site and finish floor dimensions shall comply with Flood Zone X. RECOMMENDATION: Final Approval with the following conditions: 1. Comply with Flood Zone X criteria; 2. Structural plans and Roof plan to be submitted for final shall be consistent with the roof slope; 3. Any comments and/or suggestions from the Board. Applicant Present: Mr. Ruben Travieso Mrs. Cabrera-Hernandez read the item into the record. Action: Mrs. Cabrera-Hernandez provided the Board with.the proposed colors for the home. Mr. Chandler questioned the number of curb-cuts on the property. He expressed concerns regarding the driveway and how it impacts the side elevations. The applicant responded that ERPB Mins 10-2 -2007 Pg 1 of 2 . +5 there are two driveway; one at the front and the second in the rear. Mr. Chandler added that currently the plans show the side garage door at fifteen (15') feet. He recommended sliding the side garage five (5') feet back in order to provide twenty (20') feet. He added that the shift would break the mass on the side. He stated that the front entrance as well as the cantilever shall not go beyond the required setback of thirty-six (36") inches. Ms. Mark advised that she would appreciate large trees in order to obscure the view from the second floor windows. Mr. Chandler and Mr. Trautman discussed amongst themselves if the driveway facing SW 64 Street was necessary when there is a driveway in front of the proposed garage. The applicant replied that the front area was for guest parking however he will comply with the Board's recommendation and move the garage twenty (20') feet. Ms. Mark questioned the material that will be used on the front driveway. The applicant replied he will use smooth concrete with line texture and a vintage tint. Mr. Balli stated his concerns with the front elevation and the two windows. He noted that the windows were not the same as shown on the floor plan. The applicant advised that it will be corrected by separating the windows six to eight inches. Mr. Trautman questioned whether the applicant considered redesigning the front door to face SW 64 Street (east), as well as expand it to twenty (20') feet. The applicant replied with a negative adding that the side is considered the front of the lot therefore he preferred the entrance on the front of the lot. The side of the setback is greater therefore it allows for parking in the front providing easier access to the house. Motion: Mr. Chandler moved to defer the item with the following conditions: 1. The front driveway depth shall be adjusted to reflect standard parking space as per the Land Development Code requirements of eighteen (18') feet. 2. Redesign the front entrance in order to comply with the maximum cantilever of thirty six (36")inches. 3. Reexamine the side yard with the possibility of shifting the garage back in order to allow for eighteen(18') feet of parking in the front of the garage. 4. . Address the two windows in the front elevation and one in the rear which seem to be colliding with the roofline. 5. Consider pervious material for the driveway facing SW 64 Street. 6. Consult the appropriateness of the curb corner in the driveway with Public Works. 7. Provide additional landscape to obscure the second floor windows. 8. Staff's conditions. Mr. Trautman seconded. Mrs. Cabrera-Hernandez presented the Board with the colors. Mr. Trautman inquired about the designation of the colors. The applicant responded that the exterior trim will be Sherwin Williams color Downy No. 7002 and exterior walls will be Sherwin Williams color Interactive Cream No. 6113. He added that the roof tiles will be a Terracotta color. Mr. Bedell stated that the hedge around the air conditioning unit show thirty-six inches in height, but the schedule indicates eighteen inches in height. He added that the landscaping plans must be corrected to show consistency with the landscaping schedule. The applicant responded that it would be adjusted. Motion: Mr. Trautman thanked the architect for considering the Board's recommendations and moved to grant the applicant preliminary approval. Mr. Chandler seconded the motion. Vote: 9 Approved 0 Opposed 4) REVISION TO PLANS: [ERPB-07-084] Applicant: Nader Bayzid Location: 7710 SW 67 Avenue Request: Applicant is requesting final approval for the revisions made to the plans. Applicant Present: Karim Bayzid Mrs. Resendiz read the item into.the record. ERPB Mins.11- 6 -2007 Pg 3 of 9 Action: Mr. Bayzid considered two of the four recommendations previously made by the Board. Mr. Bayzid provided the Board with photographic evidence and revisited the configuration and the treatment of the driveway. However, he opted to design the perimeter wall in a different manner. He did not continue the application of the stones on the columns along SW 77 Terrace and did not continue the columns along SW 77 Terrace as previously approved plans. Mr. Bayzid is requesting approval for the revisions made to the plans. Mr. Trautman questioned if the current request was for removing the stone along the perimeter wall and replacing it with stucco. He also questioned the type of material that is currently on the wall. Mr. Trautman then suggested that the accent stone being used on the house should be placed on the columns as well. Mr. Bayzid agreed that the accent stone should be used on the columns. He replied that the revision was to remove the stone and added that stucco and paint are currently on the wall. Mr. Trautman inquired if a cap would be placed on top of the wall. Mr. Bayzid responded that a four pitched slope would be placed instead. Motion: Mr. Trautman motioned to approve the revised drawings as presented with the following conditions: 1. .Remove the columns on SW 77 Terrace. 2. Add stone material onto the fasting of the columns that are along SW 67 Avenue. 3. Approve the driveway pavers having them run up to the gravel area. Mr. Bedell seconded the motion. Vote: 3 Approved 6 Opposed (Mr. Fernandez, Mr. Jude, Mrs. Mark, Mr. Chandler, Mr. Rivera, and Mrs. Morales-Fernandez). Remarks: In considering that the item failed to pass, Mr. Perez allowed the motion to be re- stated. If the motion passes the applicant will be allowed to make the corrections. The applicant must then provide the Planning Department with corrected plans as recommended by the Board. Staff will revise the corrections and determine whether or not the revisions meet the Board's recommendations without any deviations. Should the plans abide by all the Board's recommendations staff shall grant the applicant approval to proceed to the Building Department for permitting. However, shall staff determine that the revised plans have any deviations other than as voted by the Board, the applicant must go before the Board for review. Motion: Mr. Trautman motioned to approve the project under the condition that the columns along SW 67 Avenue and SW 77 Terrace shall be of the same character all around. Revisions shall include the cladding of the columns with the accent stones as shown on the house. Mr. Balli seconded the motion. Applicant Present: Mr. Burt Garcia Mrs. Resendiz read the item into the record. Action: Mrs. Mark stated that the design was nice. Ms. Mark inquired if the stucco was going to replace the marble and whether or not the fagade would be filled with a smooth finish of stucco. Mr. Garcia responded affirmatively. Mr. Chandler stated that the property owner has not requested approval from the Board for the p P Y �q pp exterior renovation that has been performed. He questioned the type of material that has been placed on the wall. Mr. Garcia responded that it was key stone. Mr. Perez replied to Mr. Chandler that he has not visited the property and that, the application that was brought to the Planning Department was only for exterior painting. Mrs. Morales-Fernandez stated that there was no record indicating exterior renovations other than the submittal for exterior painting. Mr. Garcia replied that a permit application for stucco and finishing was approved. Mr. Trautman stated than the item has not been presented to the Board as a complete package. Motion: Mr. Trautman moved to defer the applicatio in order to allow the applicant time to provide the Board with: 1. Dry Paint Samples 2. A Drawing specifying the placement of the colors. 3. Action: Mr. Chandler questioned why the two-story structure does not sit on the corner. He added that having the two-story structure in a corner could be a great opportunity. Mr. Cabrera explained that in order to keep the building's body balanced the second floor could not be-put in the corner. Mr. Cabrera stated that originally they wanted to create a great massing on the second floor, but the second floor became wider therefore a balcony with railings and trellis, which are higher than the roof, were created. He added that the mechanical equipment will be moved to the left side of the building in order to have minimum visibility from the street. Mr. Bedell requested that the applicant should provide the Board with a chart illustrating the requirements as per the Land Development Code. Mrs. Mark inquired if building space was allocated for signage. Mr. Cabrera responded that the main signage will be located on the building's entrance. Along with the signage a center piece representing South Miami Pharmacy will be included. The tenants on the second floor will have •directory inside of the building next to the elevator. Mrs. Morales-Fernandez stated that this is •very attractive addition to that area. Mrs. Mark requested that any exterior lighting for the parking lot or the building shall be shown on the plans during final submittal. The paint colors for the building are Benjamin Moore (Quincy Tan)-HC-25 and (Monterey White)-HC-27, the darker color is the body of the building and the lighter color is the trims on the building. Motion: Mr. Bedell moved to grant final approval for the paint colors, and preliminary approval for the application with the following conditions; 1. He also stated that the plans do not illustrate the dimensions of the intruding structure and added that they should be shown. Mr. Hermida stated that the minimum is twenty-five feet. Mr. Chandler recommended shifting the gazebo in order to align it with the kitchen. Mr. Balli suggested that the applicant change the roof to break the line into an east/west access of the north side Mr. Trautman indicated that the two-story Ordinance No. 27-07-1928 specified that architectural plans must be signed and sealed by a Florida Registered Architect. He questioned whether or not the proposed plans must abide by above mentioned Ordinance considering it is a one-story residence. Mr. Trautman requested clarification from the Planning Department on whether or not the requirement of having signed and sealed plans by a Florida Registered Architect may be applied to one-story residences. Mrs. Cabrera-Hernandez referred to Ordinance No. 27-07-1928 indicating that it is for a two-story home. Mr. Perez stated he will provide clarification of the Ordinance and whether it restricts or applies to one-story homes. Motion: Mr. Trautman motioned to defer the application in order to allow staff ample time to clarify the applicability of Ordinance No. 27-07-1928 with regards to one-story homes, as well as provide the applicant time to: 1. The addition of a handicap ramp on the front of the property. 2. The addition of stairs on SW 77 Street. 3. She advised that the plans propose a pre-cast concrete cornet with a pre-cast top visible on all four facades, rather than a pitched roof. Mr. Fernandez expressed his concerns regarding the amount of clearance in the five foot wide access aisle. Mr. Llano stated it will be measured and considered. Vote: 8 Approved 0 Opposed 1 Absent(Mr. Balli). 9)EXTERIOR REFUELING SYSTEM: [ERPB-07-091] Applicant: Jason Stickler Location: 6141 SW 72 Street Request: Applicant is requesting approval for an exterior refueling system. Applicant Present: Mr. Jason Stickler Action: Mr. Stickler explained to the Board that he was not aware a permit must be obtained in order to install the fueling system and nor that it needed approval from the Board. Mrs. Mark questioned if the fueling system met all of the regulatory criteria. Mr. Stickler responded affirmatively with regards to DERM. The Board members were concerned with the location of the fuel port because the fuel port system is not permitted within five feet of the Florida Power and Light box. Mr. Chandler advised that the proposed location was exactly on the arcade. He suggested that Mr. Stickler should bring a new set of plans proposing a new location for the fuel port system. He recommended the possibility of placing it on SW 61 Avenue. Motion: Mr. Trautman moved to defer the application to allow the applicant time find an alternative location for the fuel port system, possibly along SW 61 Avenue. Mr. Bedell seconded the motion. Please refer to the attached Planning Department's letter, dated August 30, 2007, as supporting evidence. Revised Landscaping Plan: The Plan illustrates an existing Oak tree and a Ficus tree. Pursuant Section 20-4.5(D)(5)(b), Land Development Code, the landscape legend and a landscaping schedule (including tree names and specifications) meet the criteria. The minimum number or trees required for RS-3 zoning district are three (3) trees per lot and the landscape plan identifies six (6) trees, four of which are on private property and two on the swale area. The City's Public Works Department will determine whether the proposed offsite trees, located in the right-of-way, will be allowed, as recommended on the landscaping plan. The Public Works Department's approval of street trees is guided by Section 20-4.5(D)(3), Land Development Code. In addition, as suggested by the ERPB the applicant has proposed two coconut palms on the interior side to obscure the views from the second floor windows. Site Plan (Zoning District: "RS-3" Medium Lot Single-Family Residential District): The intent of this district is to provide for low—density residential development located in a moderately spacious setting which emphasizes the preservation of open space. The 5901 SW 64 Street ERPB-07-080 presented on November 6, 2007 New Construction: Residential Page 2 of 3 proposed site plan depicts, a vested property, as a two-story residence with a single car garage. Revised Building Dimensions: The building dimensional requirements are guided by Section 20-3.5(E), Land Development Code. The calculations on the site plan (zoning legend) propose a total net lot area of 7,035 square feet. The proposed building coverage (1,625 square feet or 23% of the maximum building coverage) does not exceed the maximum building coverage (2,111 square feet or 30%) allowed by the Land Development Code. The proposed second floor (960 square feet or 59% of the maximum building coverage allowed for the first floor) does not exceed the maximum allowable building coverage of (975 square feet at 60%) of the first floor. The proposed first floor building front setback (25-0"), complies with the 25'-0" feet minimum front setback required. The first floor building side setbacks (east street side 15'-0" and west side 19'-8") exceed the required cumulative widths for both side yards. Based on Section 20-3.5(E), Land Development Code, the side setback shall not be less than 20% of the lot width. The first floor building rear setback (25-0"), complies with the 25'-0" minimum rear setback required. Revised Impervious Coverage: The proposed impervious coverage includes the building and the two driveways. The calculation provided for impervious coverage (2,581 square feet or 36.6%) does not exceed the 40% maximum impervious coverage allowed (2,814 square feet or 40%) as per the Land Development Code. Revised Elevations: The building height dimensions, building finishes, and materials are noted on the elevation sheet number A-3. The proposed material finishes are Spanish tile roof, stucco finish exterior walls, and exterior glazed openings including glass block, sliding glass doors, and French doors. The front fagade, faces SW 64 Street and illustrates a symmetrical two-story building. The two windows at the second floor have moved over not to conflict with the roofline and the one window at the rear has been adjusted. The south elevation depicts a redesigned front entry. The design no longer illustrates a cascade as part of the cantilever roof. Pursuant to Section 20- 3.6(6)(3), Supplemental Regulations, Yard Encroachments, cantilevered may project up to thirty-six (36) inches into required setback areas. The revised elevations on sheet A-3 denote a slope of four in twelve. Final submittal of structural plans and roof plan shall be consistent with a roof slope of four in twelve. Exterior Colors: Exterior paint colors have been submitted to the ERPB for review and approval. Paint samples (Sherwin Williams, exterior trim: Downy no. SW 7002 and exterior walls: Interactive Cream no. SW 6113) will be presented at the meeting. Storm water Ordinance Requirements: The applicant must meet the requirements of the storm water ordinance. The intent of the ordinance is to "require all properties to retain storm water drainage on site as to prevent development that would result in contributing to or causing recurrent ponding on adjoining properties or public right-of-way." He advised that a section of the northeast elevation.does not extend from the building. This change was done in order to protect one of the existing trees on the property. Mrs. Mark questioned the type of gravel that would be used on the driveway. Mr. Bayzid responded he was proposing pea size, hard white stones. Mrs. Morales-Fernandez questioned whether the Board approved the coral rock wall. Mr. Bayzid responded that when the detailing was completed there was plenty of coral rock therefore it presented a need to change the wall details. Mr. Lightfoot advised that the original approved application illustrated a detailed stone wall. Mr. Balli stated that some features like columns and stone veneers that make the project appealing are being removed. . The calculations on the site plan (zoning legend) propose a total net lot area of 7,035 square feet. The proposed building coverage (1,693 square feet or 24% of the maximum building coverage) does not exceed the maximum building coverage (2,111 square feet or 30%) allowed by the Land Development Code. The proposed second floor (960 square feet or 23.5% of the maximum building coverage allowed for the first floor) does not exceed the maximum allowable building coverage of (1,016 square feet at 60%) of the first floor. The proposed first floor building front setback (25'-0"), complies with the 25'-0" feet minimum front setback required. The first floor building side setbacks (east street side 15'-0" and west side 19'-8"), exceed the required cumulative widths for both side yards. Based on Sec 20-3.5(E), Land Development Code, the side setback shall not be less than 20% of the lot width. The proposed cumulative width minimum interior side setback shall be no less than 20 percent. The first floor building rear setback (25'-0"), complies with the 25-0" minimum rear setback required. Impervious Coverage: The proposed impervious coverage includes the building and the two driveways. The calculation provided for impervious coverage (2,343 square feet or 33.3%) does not exceed the 40% maximum impervious coverage allowed (2,814 square feet or 40%) as per the Land Development Code. Elevations: The building height dimensions, building finishes, and materials are noted on the elevation sheet number A-3. The proposed material finishes are Spanish tile roof, stucco finish exterior walls, and exterior glazed openings including glass block, sliding glass doors, and French doors. The front fagade, faces SW 64 Street and illustrates a symmetrical two-story building. The east elevation depicts the front entry with a cascade design as part of the cantilever roof. Pursuant to Section 20-3.6(B)(3), Supplemental Regulations, Yard Encroachments, cantilevered may project up to,thirty-six (36) inches into required setback areas. The entry is currently encroaching on the front setback. Therefore, the architect shall redesign the cantilever at the entry, prior to final review and approval from the ERPB. The roof plan on sheet A-4 denotes a slope of four in twelve whereas the typical wall sections in sheet A25 denotes differently, it denotes a slope of five in twelve. Structural, electrical, mechanical, and plumbing plans have been submitted. Exterior Colors: Exterior paint colors have been submitted for review and approval from the Environmental Review and Preservation Board. Paint samples (Sherwin Williams, exterior trim: Downy no. SW 7002 and exterior walls: Interactive Cream no. SW 6113) will be presented at the meeting. Storm water Ordinance Requirements: The applicant must meet the requirements of the storm water ordinance.
