St. for 3/4/93. Electricity service discontinued at approximately (9:AM) AM this date. At approximately 3:00 PM, CE Officer Carol Hughes and I went to the above referenced -property. Upon our arrival, we found all of the tenants standing outside with no place to move for the time being. Tenants Ms. Williams and Ms. Counsil had called Mrs. Price who promised to hold available housing at 7th Avenue and NW 7th Street until Monday, 3/8/93. Ms. Hughes and I returned to our office at City Hall and tried to reach. Women's Place by phone but the line was always busy so never made contact. Mayor Cathy McCann called Dade County Emergency Housing and was able to secure assistance for 3 of the 4 tenant families for 3 nights because there were minor children involved, at the Gold Dust Motel on Biscayne Blvd and 77th Street. Transportation will be provided by South Miami Police Department if needed. Officer Hughes and I, again, returned to the property and even though the families were hesitant to leave, they would allow the Police to take them to the Motel at 7:00 PM that evening. Police transportation was coordinated by Sgt. Bradshaw. Those families involved: 1. Victoria Williams (SS# 262-57-7996) 5 children ages 1, 2, 3, 12 & 14 2 nephews ages 18 & 25 (under house arrest) POLICE WILL TRANSPORT 2. Geordine Counsil (SS# 262-53-5966) 3 children ages 4, 6, & 8 SISTER WILL TRANSPORT 3 Monica Johnson (SS# ? ) age 66 2 grandchildren ages 14 & 15 WILL PROVIDE OWN. TRANSPORTATION 4. Willie Peterson has made arrangement for his own accommodations. Code Enforcement had informed all tenants that, for safety reasons, they could no longer remain in the building. School is a problem for the children, however, they will receive an excused absence for Friday, 3/5/93. At approximately 12:35 AM on the morning of 3/5/93, Chief CE Officer Vazquez was called at her home by the Police. The manager of the Gold Dust Motel wished to know who is to be responsible for the bill for these tenants. He was informed by Ms. Vazquez that the City of South Miami was not the responsible party and that Ms. Laverne Taylor of the Emergency Housing Center (375-4095) was the party to contact regarding this matter. 3/8/93 Victoria Williams came to City Hall to obtain a copy of the letter issued by Electrical Inspector regarding the unsafe conditions. She also requested Ms. Price's telephone number from CE Officer Carol Hughes., Ms. Hughes gave Ms. Williams all the information she requested. z 3/10/93 Kathy Vazquez received a call from "Elmer" from Miami Water Heater Co. (phone # 633-2656) . Elmer is a plumbing contractor. He said that he had spoken with South Miami Plumbing Inspector Mike Causley on Tuesday, 3/9/93 who explained all the violations. In Elmer's opinion,.. these violations are minor, i.e. , water heater lines are bad; sink & toilet backs up; clogged drain lines. He stated that all these problems can be completed in one day if he puts his crew to work. On 3/10 and 3/11., he will apply for a permit at City Hall. At approximately 11:30 AM, Ms. Vazquez observed that roof. repairs were in progress on the building, without a proper permit. A red tag was issued. The Contractor claimed that Mr. Carey had requested they begin work as soon as possible. Officer Hughes ordered that all work cease until a permit has been pulled. It was noted that the rafters had been changed, windows had been repaired and new screens installed. During the week of April 19, 1993 , I called Ms. Carey to voice my concern regarding the electrical permit and to advise her of the importance in securing an inspection. I also expressed my concern about the other violations, and requested her to make an appointment at her convenience to inspect .the building, including all four apartments, with our inspectors. As of today,. almost one year later, our records do not indicate that an electrical inspection has been requested. Since we have not heard from you, this situation is ongoing and fines are accruing.
