THE VARIANCES APPROVED: (1) A VARIANCE TO ALLOW THE LOT SIZE OF A BUILDING SITE TO BE 4,796 SQUARE FEET WHERE A MINIMUM LOT SIZE OF 6,000 SQUARE FEET IS REQUIRED AND 47 FEET OF FRONTAGE WHERE 60 FEET IS REQUIRED; (2) A VARIANCE TO PERMIT THE STREET SIDE YARD SETBACK TO BE 13 FEET 9 INCHES WHERE 15 FEET IS REQUIRED. Property Survey: See attached Sketch of Survey, signed and sealed by professional land surveyor Jose L. Sanfiel and dated April 12, 2007. Legal Description: Lot 77, Block 14, Franklin Subdivision, according.to the plat thereof, as recorded in Plat Book 5 at Page 34, of the Public Records of Miami-Dade County, Florida. Existing Conditions: The property as described in the Sketch of Survey is a vacant lot. The proposal includes a one story single-family residence with a covered porch. The corner property fronts south onto SW 63rd Terrace, with a frontage of 47.08 feet in width (Resolution No. 49-07-12434), a minimum of 60 feet as per the RS-4 Zoning District requirements. Landscaping Plan.: A tree removal permit has been submitted and reviewed. Refer to the attached documentation for additional information. The proposed landscaping plan is consistent with the requirements set forth in Section 20-4.5, Land Development Code. The plan includes a landscape legend with a table indicating the number of trees required, (trees, shrubs and groundcover), planting schedule, landscaping notes, and general landscape installation details. Pursuant to Section 20-4.5(D)(5)(b), Land Development Code the minimum number or trees required for RS-4 zoning district are 3 trees per lot. The plan indicates a total of seven trees, twelve feet in height to be planted on the subject property. The proposed trees include six oak trees and one white Geiger tree. • 6350 SW 60 Avenue ERPB-07-028 presented on May 1, 2007 New Construction: Residential Page 2 of 2 Site Plan (Zoning District: "RS-4" Small Lot Single-Family Residential District): The intent of this district is to provide for single-family residential development located on smaller lots and to protect and improve the character of existing development in the area. This district is appropriate in areas designated "Single-Family" on the city's adopted Comprehensive Plan. The proposed site plan, sheet Al, depicts a one story single, family residence to be located in the "Franklin Subdivision." The proposed building rear setback (25-3") exceeds the Land Development.Code 25-0" feet minimum requirements. The proposed building rear setback creates additional green space on the ground floor and a greater separation between the buildings on the rear yard of the property. The east side of the property adjacent to SW 60 Avenue the proposed side street setback (14'-2") (Resolution No. 49-07-12434), as per the Land Development Code 15-0" feet minimum requirement. The proposed air conditioning unit complies with the requirements set forth in Section 20-4.5(D)(4) of the Land Development Code requires that all air conditioning units be shaded by shrubs. The proposed screening for the condensing unit is coco plum "red tip," facing rear north side of the property. The building dimensional requirements are guided by Section 20-3.5E, Land Development Code. The proposed site plan indicates that the property's total area is 4,976 square feet (Resolution No. 49-07-12434) a total area (6,000 square feet) required by the Land Development Code. The proposed building coverage (1,317.42) square feet or 26.48% of the maximum building coverage) does not exceed the maximum building coverage (1,492.8 square feet or 30%) allowed by the Land Development Code. The proposed impervious coverage includes the building, walkway and driveway. The calculation provided for impervious coverage (1,846.92 square feet or 37.11%) does not exceed the 45% maximum impervious coverage allowed (2,239 square feet or 45%) by the Land Development Code. Elevations: The building height dimensions and building finishes and materials are noted on the elevations, sheet A2. The symmetrical front facade illustrates a wide covered front porch with decorative wood shutters and decorative railings to be painted. Exterior paint colors and the manufacture will be illustrated at the ERPB meeting. Site Plan Review Committee: On April 24, 2007, the committee met to review the proposed site plan. In addition, to the site plan review there was discussion regarding the variances approved by the City Commission at the March 20th 2007 meeting. RECOMMENDATION: Final Approval with the following conditions: 1. Construction shall comply with the Florida Building Code and the City of South Miami Land Development Code; 2. Elevations, sheet A2, to note the correct orientation or delete orientation; 3. Meet the requirements set forth in the adopted stormwater ordinance; and 4. Any comments and/or suggestions from the Board. Applicant present: Mr. Pedro Sanchez Action: At today's meeting, the Board, staff, and applicant discussed the request. The proposed revision is a redesign of the previously approved physical barrier, which is the result of not installing the previously approved landscape sign at the corner of the subject property. The proposed configuration for the physical barrier is a radius adjacent to the sidewalk. Mr. Trautman suggested that the renovation of the physical barrier would look best with a reduced chamfer, the same configuration that was previously approved with a landscape sign. He added that because the property sits on a corner lot adjacent to a busy street, the incorporation of more landscape would give it a more gracious look. It will also help acknowledge that it is in an opening of a major artery. A smaller chamfer, rather than a large chamfer, could enhance the appearance of the property. Ms. Mark stated that a resident would not make such renovation to their home and the proposed renovation is in a residential area. Staff member Mrs. Cabrera-Hernandez then stated that, as a part of staff analysis other properties were studied within the same "RO" zoning district. According to this analysis physical barriers and hedges are of a radius configuration along 72nd Street. The Board in the past has limited applicants to the height of the hedges in order to maintain visibility, for example 6340 SW 72nd Street, but the configuration has been of a radius. Mr. Balli presented the Board with a sketch, which graphically illustrated Mr. Trautman's suggestions. The sketch showed the inverted radius, provided area for ground cover, and eased the pressure on the corner of the sidewalk. Within this sketch a flower bed can be placed in the corner. Mr. Sanchez (applicant) stated that there is very little space in that corner and that maintenance of the flower bed would be difficult. Mr. Bedell agreed that the maintenance would be required especially because it is located on the corner of a busy street. Mr. Sanchez (applicant) took the sketch into consideration and stated that he will suggest the Board's ERP13 MINUTES 5-1-07 Page 2 of 5 a• recommendations to the owner. REMARKS Mr. Balli inquired about the moratorium;he asked if it would be extended? Staff member Mrs. Lourdes Cabrera-Hernandez replied that typically Monday mornings the Planning Department has a'staff meeting. Unfortunately, no staff meeting was held yesterday and no schedule was at hand. Planning Director Mr. Julian Perez has been working on a request from one of the City Commissioners. Mr. Chandler mentioned to the Board members that the Planning Department is recommending that the TODD zoning district eliminate parking on the front yard setback. He encouraged Board members to be present at tonight's City Commissions meeting. Mr. Chandler inquired if he needed to register to be a lobbyist. Staff member Mrs. Lourdes Cabrera-Hernandez replied that he is a Board member and being a lobbyist could be a conflict of interest. If he wants to maintain his Board member status he should let City Clerk, Mrs. Maria Menendez know, and inquiry lobbyist detail at the City Clerk's office. VIII. Landscaping Plan: No tree removal permit has been submitted. The proposed landscaping plan is consistent with the requirements set forth in Section 20-4.5, Land Development Code. The plan includes a landscape legend with a table indicating the number of trees' required, (trees, shrubs and groundcover), planting schedule, landscaping notes, and general landscape installation details. Pursuant to Section 20- 4.5(D)(5)(b), Land Development Code the minimum number or trees required for RS-4 zoning district are 3 trees per lot.
