Honorable Members of the Board,
City of South Miami
As an Officer of the Palmetto Presbyterian Church, I am torn be-
tween two duties on this night. One to a Church Meeting of help-
ing to build this Community and the second, selfishly attending
this Council Meeting to voice my opposition to the erection of any
type Garage, Auto Inspection Center, or Maintenance Center of any
type on a lot that is plainly visible from mi living room and patio
area. I speak of the lot at SW 62nd Avenue and 62nd Street.
Let this note register my complaint on both the above and the fact
that numerous times, this same subject is brought up.
May I offer this bit of constructive criticism? Instead of adding
a thorn to the side of a blighted area adjoining this section, why
not take the PROGRESSIVE ATTITUDE of cleaning up the area which is
just across the Avenue from one of the nicest residential areas in
all of the Metropolitan Area? Real Estate Values mean a- lot. Keep
them high instead of lowering them such as mine will if you go ahead
with this endeavor, a Garage in the middle of a residential district.
Please give.this action favorable consideration,

HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL:
After several discussions with the people interested in SW 60 Avenue at
SW 62 Street , we have prepared a revised plan for the proposed City Maintenance
Garage with equipment storage facilities, auto inspection station and plant nursery.
The revised plan utilizes the area as originally intended, with double inspec-
tion lanes and storage for 23 cars in addition to 2 cars being inspected. Present
experience shows a maximum of 25 cars in the single inspection line now in use, so
the increased facilities will provide approximately twice the capacity of the present
station, with none of the cars needing to wait on the street.
Utilization of the entrance and exit drive for the City's equipment from
SW 62 Avenue. will remove the most serious objection of the residents in the area,
and the proposed layout shows this arrangement. Further, the proposed revocation
of right-of-way at the north end of SW 60 Avenue is suggested to provide a buffer
zone between the nearest residential property, belonging to Mr . and Mrs. Decker ,
and the 8' wall which is proposed to block the east side of the Municipal area,
adjacent to the new nursery. It is suggested that 25' of this right-of-way be re-
verted to the adjoining property owners and the portion which reverts to the City
to be utilized for the separating wall and area of beautification on the residential
side of the wall. Southwest 60 Avenue would continue to be utilized only up to the
point of the south property line, as it has been in the past,
The residents of the area in question have requested the Acting City Manager
to present the attached drawing and report to .the City Council with the hope that
the Council will see fit to forward the plan for consideration before the Planning
and Zoning Board at the earliest possible moment in order to clear up any further
misunderstanding about either the requested revocation of right-of-way or the pro-
posed installation of City facilities .
Of course, any final action in this regard must be in accord with the- City's
new master plan.

NOTICE OF PUBLIC HEARING
By the City of South Miami Planning and Zoning Board at
8:00 P.M. , September 8, 1959 at the City Hall..
There will be a public hearing as stated above on the
application of the City of South Miami . The purpose of
this hearing - closing of SW 62 Street between SW 60 Avenue
and SW 62 Avenue by deeding the land for this proposed
street to the adjacent property owners proportionate to the
amount of land they own bordering this street.
All interested parties are urged to attend the meeting..
Written approval or objection may be filed with the Board
prior to the meeting. Failure to file objection or attend
the public hearing shall be deemed approval. The Board
reserves the right to recommend to the City Council what-
ever the Board considers in the best interest of the area
involved.

In reference to your letter of January 29th, asking.that I submit
material for a plot plan, floor plan, and elevation, I will say that the
City of South Miami is negotiating with me for the purchase of the last
three lots, Lots 10, 11, 12, inclusive, in this Block 25, Cambridge Lawns,
for a Negro Playground.
My conversation with Mr. Gresham, (Councilman) was that a given price
with the understanding that the remaning nine lots in this block would be "
rezoned. _
My idea was to rezone Lots 1 and 2 for business, Lots 3 9 Inclusive, for
apartment house sites. However, at this time with the curtailment of all
building materials I have no idea of attempting to build, but at some future
date when building is possible again, I would consider building. And at that
time I know that it will be necessary for me to furnish you with the plans
that you asked for; but at this time the primary object, is securing the
Negro Playground.
