Lightfoot Re: ERPB-08-082 Permit Facilitator Applicant: Sandra Mesa Location: 6800 SW 78 Terrace Request: New Construction: Revision to Plans Review: First Review h APPLICANT'S REQUEST: The applicant is requesting approval for the revisions of the plans that was previously approved by the Environmental Review Preservation Board (ERPB) on August 1, 2006 (ERPB 06-039) for the construction of a New Single-Family Residence for the above referenced location. Please refer to the attached August 1, 2006 meeting minutes for additional information. BACKGROUND: Upon conducting the final zoning inspection for the newly constructed residence, it was found that various aspects of the new single-family residence did not match the plans that were approved by the ERPB. ANALYSIS: The revisions to the plans are as follows: Site Plan—sheet A-1: The applicant has reconfigured the driveway as well as the walkway leading into the new single family residence. In order to comply with the maximum impervious coverage requirement for the RS-3 zoning district of 40% or 3,750 S.F., the applicant has deleted the swimming pool and deck. area from the plan. The new proposed impervious coverage for the property is 36% or 3,384.6 S.F. which complies with the Dimensional Requirements for Single-Family Districts, Section 20- 3.5(E) of the Land Development Code for the RS-3 zoning district. In addition to the deletion of the swimming pool and deck area, the applicant will be removing the associated pool barrier along the property line adjacent to SW 68th Avenue as well. Therefore, staff recommends that the proposed location of the swimming pool and deck area be sodded and landscaped properly prior to the final zoning inspection for the property. Elevations—sheets A-4—A-5: The applicant has elected to remove the false balconies on various second floor windows located on the front, side, and rear elevations. Also removed was the fountain that was located on the front elevation. RECOMMENDATION: �proval with the following conditions: 1. All landscaping must be completed prior to the approval of the final zoning inspection. This includes the location of where the swimming pool was proposed. That area must be sodded and landscaped properly as well; and 2. Any recommendations and/or suggestions from the Board. Mr. Bedell questioned if there was a Landscape Plan in the package. Mr. Lightfoot replied at the time of final zoning the landscape was not finished,but it is part of the Staff's condition. Mr. Trautman questioned if there was any revisions to the Landscape Plan. The applicant replied no, but it is to her understanding that she could do more to meet the minimum requirements. Mr. Trautman questioned if the applicant was going to install a swimming pool. The applicant responded no, not as this time. Mrs. Mark questioned is the second floor trellis will be complete. The applicant responded yes. Mr. Trautman questioned staff if there was a color rendering of the house. The applicant replied that according to the original submittal the color scheme has not changed. Mr. Trautman questioned Staff if the project consisted of a trade off between the impervious and pervious coverage with the loss of the swimming pool and deck area, in which Staff replied yes. He then commented that the project included the removal of the full balconies, the fountain, changing of the driveway and walkway leading from the driveway to the front door. He then suggested that if the applicant later decided to change something about the house it is recommended to change the whole bottom of the base. Mr. Trautman commented that the project with the coining to the base would have worked better and if maybe underneath the bell was a different color. He understands the very base of the house ERPB Mins 11-05-2008 Pg 5 of 9 is a different color and has never seen a house where the coining doesn't come down, but since it was approved there was nothing that could be done about it. Motion: Mr. Trautman moved to approve the application as submitted. Mr. Chandler seconded.
