Mr. Randy G. Wiscombe, Planning Board member, has reported a drainage problem in the 6,800
block of SW 77`h Terrace. My preliminary investigation of the drainage complaint has revealed
the following:
1) A point of low elevation exists in the driveway approach for 6841 SW 77`h Terrace; this is
evidently the area where stormwater sheet-flow accumulates.
2) The public right-of-way in front of 6841 SW 77`h Terrace (to the immediate a of the
driveway approach) has been built-up with soil to support landscaping. Since swale areas
are designed to allow stormwater percolation into the subsurface, this earth "berm" is
aggravating the stormwater ponding problem by (1) eliminating the percolation area, and
(2), displacing the stormwater that would have accumulated in the swale. It is not known
if the property owner obtained a permit for the construction of the berm and landscaping
in the public right-of-way.
The stormwater ponding problem can be addressed by constructing a new driveway at a proper
elevation. The swale to the west of the driveway must also be re-graded to ensure that
stormwater will drain into the swale instead of pond on the driveway. Should unacceptable
ponding occur in the newly created swale, the City may be able to install a catch basin in that
swale, contingent upon the location of any underground utilities. At this time, no further action
is warranted until the new driveway and swale are created (note: re-grading the adjacent swale
would be a driveway permit condition).
It would be improper for the City to fund the construction of a new residential driveway; this, of
course, would be the responsibility of that property owner.
