Res No 201-96-9955IL % e RESOLUTION NO. 201 -96 -9955 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, RELATING TO THE CONSENT BY CITY OF SOUTH MIAMI FLOW MODIFICATION STUDY TO THE STREET IMPLEMENTATION CLOSURE /TRAFFIC BY METROPOLITAN DADE COUNTY FOR A PERIOD OF UP TO EIGHTEEN (18) MONTHS, PROVIDING FOR RETAINED MUNICIPAL SOVEREIGNTY IN CASES OF HOMETOWN PLAN AND COMPREHENSIVE PLAN ISSUES; AND, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, in July of 1996, Metropolitan Dade County Public Works Department and Metropolitan Planning Organization received the "Street Closure /Traffic Flow Modification Study," prepared by Frederic R. Harris, Inc., Consulting Engineers; and, WHEREAS, on October 311 1996, the Metropolitan Dade County Public Works Department held a workshop meeting for municipality representatives regarding the aforementioned study, and, WHEREAS, the Public Works Department requested the consent of municipalities to participate in an eighteen (18) month test program, whereby the municipality's consent would give the study the effective power of law during the eighteen (18) months; and, WHEREAS, upon review of the Modification Study" that that "Street Closure /Traffic Flow document the City Administration recommends the City give its conditional consent with the reservation the City retain its rights to close or reconfigure roadways under municipal jurisdiction during the eighteen (18) months, if the City deems such an action is necessary to implement the goals and objectives of the Hometown Plan or Comprehensive Plan; and, WHEREAS, the Mayor and City Commission desire to with and participate in this Dade County test project, cooperate and, WHEREAS, the Mayor and City Commission find that it is the public interest to do so. BACKGROUND & ANALYSIS. The Metropolitan Dade County Public Works Department via its consultant, Frederic R. Harris, .Inc., has requested that the municipalities in Dade County consent to participate in an eighteen- month test of procedures recommended in the "Street Closure /Traffic Flow Modification Study," dated July, 1996. The attached resolution grants consent with certain reservations. These reservations are regarding road closure and modifications to roadway configurations in cases relating to the Hometown District Overlay Ordinance and the Goals, Objectives and Policies contained in the City's adopted Comprehensive Plan. This is included in anticipation of objections that may be raised as a result of the redesign of Sunset Drive to only three lanes and to protect against County road widening projects which are prohibited by the Goals, Objective and Policies in the Traffic Circulation Element of the City's adopted Comprehensive Plan. This boundary w*U be determined by the Traffic Engineering ' Section of the Dade County Public Works Department. 40b An origin- destination (O/D) study that identifies the percentage of cut -throu h P g g versus neighborhood traffic, if the reason for the request is traffic intrusion. A sampling of the peak hours in the AM and PM periods will be considered an adequate sampling. 4.c A review of accident history for the prior three (3) years to identify any significant collision trends at locations identified with safety concerns, if the reasons for the request are safety related such as a high number of accidents. This data could be obtained from the County or affected Municipality. 49d Spot speed studies for an application that indicates speeding as a typical neighborhood traffic control problem. A speeding problem can be verified when the 85th percentile speed of all vehicles is at least 10 muh greater than the posted speed limit.
