The attached resolution authorizes the expenditure of $10,800 to Ringside Products for
boxing equipment for the South Miami Athletic League Olympic Boxing Program. This
expenditure will be paid from account # 615-1910-521-3490, "Federal Forfeiture Fund."

SUBJECT: South Miami Police Athletic League/
Olympic Boxing Program
As you know, Detective Armando Garcia of the Criminal
Investigations Division has been investigating the feasibility of
the City and the Department having a Police Athletic League and an
Olympic boxing program.
I am very proud to say that we have come to a point where we are
ready to implement this most important program for the youth of our
community.
I would like to give you some background on the program and how it
will surely have a positive impact in our city.
The program's target age group will be ages 8 through 16. However ,
the program will consider other age groups. The idea is to focus
on the age group most influenced by drugs. gangs and overall crime .
Detective Garcia has reviewed programs in Georgia as well as
Florida and has found that this is the best target age group. His
plans will assure that our youth's best interests are well served.
I would like for you to know that Detective Garcia has been
involved in Olympic boxing with USA BOXING since 1986. USA BOXING
is the national governing body for Olympic boxing. He is a
referee /judge in both Olympic and professional boxing and is well
respected throughout the world.

Detective Garcia has organized numerous important events from start
to finish in Dade County throughout the years. He also served on
the organizing committee f or the U . S . National Championships at the
Olympic Training Center in Colorado Springs, Colorado for many
years.
Detective Garcia's resume is lengthy and I am confident that he
Will keep our best interests in mind as the program develops. Up to
now he has provided us with sufficient information and facts that
assure me that a program in our City will be a rousing success.
Looking into the future I see our facility and program bringing to
the community a location for year round f itness training where our
youth, police officers and employees can interact in a neutral
environment.
The program will provide not only f itness training, it wi 11 provide
education about drugs, gangs and overall crime. We will work
closely with DARE and parks department programs to assure that our
youth will remain active in a positive manner year round.

a unisex bathroom. I foresee the general operating hours in the

beginning to be 4:00 PM to 8:00 PM Monday through Friday. This
abbreviated schedule in the beginning is due to manpower
restraints. These hours however, will assure that the target group
will be able to participate in the program while at the same time
not miss school and still meet their family needs.
In the immediate future we will be able to staff the program with
volunteers from my Department and the community. The volunteers
will eventually be complemented by part time workers so as to
assure that our better skilled participants can attend local events
which usually take place on Friday or Saturday nights. My
volunteers and the other workers will also serve as mentors to the
participants.

Detective Garcia has researched our incorporation into the Florida
and National Police Athletic Leagues. Our program will become a
charter member. We will have bylaws and it will operate in
conjunction with the Department as is required. Detective Garcia
will prepare the by -laws for the charter in full.
