WHEREAS, bids were requested from McHarry Associates, the
Architectural Design Consortium, Inc., and Corzo, Castella,
Carballo, Thompson, Salman Co., with response only being received
from M.C.
Harry Associates.
M.C. Harry Associates has submitted a proposal which has
been accepted to construct said building. The general
description of the building is as follows.
a 1,600 square foot one story structure (15 feet high) to be
used as a neighborhood Olympic boxing community center building.
This building shall be designed in accordance with applicable
codes.and shall include one unisex bathroom, small enclosed
off ice, fenced storage and telephone.
WHEREAS, the building will provide:
a central location for all operations of the South Miami
Police Athletic Program
a location for year round fitness training for participants
and City employees
a location for police- community interaction in a neutral
environment
a point of referral to all. City and County programs,
including drug and gang awareness programs and other recreational
activities
a Uniform Patrol contact point
WHEREAS, the building will be open at opportune hours to
assure its utmost use by all.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA.
Section 1. The City Manager be, and hereby is authorized to
disburse the sum of $19,200 to M.C. Harry Associates for the
construction of said building. That the disbursement be charged
to Federal Forfeiture Fund No.615- 1910 - 521 -3496.

Olympic Boxing Program
Attached you will find materials for the proposal of constructing
an Olympic Boxing gym and starting a Police Athletic League in our
City . This matter was previously discussed at our recent meeting on
October 15, 19960
I have carefully reviewed these materials and proposed budgets. I
have also discussed the program with Chief Hernandez and Detective
Armando Garcia.
It is my opinion that we have adhered to all of the appropriate
City requirements and have conducted an exhaustive investigation
into the feasibility of the program. I concur with Chief Hernandez
on his belief that the program as presented
but very important for our youth.

annually. Normally, the participants themselves pay for this fee. However, we
should allocate funds for hardship cases.
Also, there are the annual registrations for the Police Athletic League Chapters and

OVERVIEW OF THE SOUTH MIAMI OLYMPIC BOXING
PROGRAM
The youth of our great Nation are facing difficult times. The problems facin g them
are complex in nature, yet they have a tremendous impact on all of us. Drugs,
alcohol and gangs, have proven to be strong persistent foes. The odds are stacked
against us, but we can win.
The youth of today will lead us tomorrow. Therefore, we must continually strive to
help them develop their minds and bodies today, if we are to expect strong
leadership from them tomorrow.
Time has proven that athletics is one of the best tools for developing discipline and
character in our youth. That is why the City of South Miami Police Department's
Olympic Boxing Program (SMOBP) is so important to our community.
Involvement in athletics at an early age develops strong character traits that are
essential in building self - esteem, inner strength and positive thinking, qualities that
are much needed to excel in life.
The SMOBP will provide opportunities for our youth to learn and develop these
and other important traits.
The concept of using athletics as a tool for
prevention is not new. Successful program

s are in place throughout the Nation. Our
inverse community is the perfect environment to help our youth become more
aware of the existence of different cultures in our society. Cultures that are here to
stay. We have a strong mixture of many different peoples in our community. Any
help that we can provide our youth in realizing and accepting this will be to
everyone's benefit.
Neighborhood gangs and hoods prey on our youth. The idleness of our youth
benefits these thugs. Participation in the SMOBP may remove these and other
barriers to success. Youth from another neighborhood are then not viewed as the
enemy. Street disputes will then be replaced by stiff Olympic boning competition.
Guns and knives will in turn be replaced by boxing gloves. The corner will then be
replaced by a ring and the police and other community volunteers will change from
being strangers to being part of their team.
SMOBP will work in conjunction with other City programs and the other Police
Athletic League sports. Involving the Police Department with an Olympic Boxing
Program and other sports benefits everyone. No longer will our youth view the
police as their enemy. They will have an opportunity to view the police in a different
environment and role. They will see the police as the human beings they are. A
strong rapport will develop between the police and our youth that will lead to

neighborhood involvement in other areas. Areas that go far beyond athletics. The
SMOBP will be open to all of our youth and young adults. They may enroll in the
program at the age of eight (8) and can continue to participate as long as they
follow our rules and obtain a High School Diploma, not a GED diploma. The target
ages for the program will be ages 8 through 16.
It is well known that employers do not view a GED diploma in the same light as the
traditional diploma. It is also proven that graduates from GED programs score
lower in scholastics examinations than their counterparts who complete traditional
high school.
It should be noted that the SMOBP will not just compete with local athletic or
recreational programs. The SMOBP will compliment and enhance other programs
by referrals.
The SMOBP will monitor the participant's school, employment and community
activities. Records will be kept of all of the participant's activities.
The SMOBP will enhance our City's image. The program will make it easier for
our youth to say "NO ", because they will have something to say "YES" to.

OLYMPIC BOXING
Why Olympic boxing?
Olympic Boxing is a one on one sport. It provides the participant with discipline,
courage and self esteem. It gives them positive results. Results such as a well
conditioned mind and body. Results such as recognition for hard work. These and
other positive results are just what our youth need to develop a strong character as
they grow into adulthood.
Isn't boxing a brutal sport that causes brain damage? Isn't it true that peo P le die .f rom
boxing?
These tough questions deserve direct answers. But first, let's talk Olympic boxing,

Olympic boxing is NOT professional boxing. The most important consideration in
the sport of Olympic boxing is the safety of the participant. Unlike professional
boxing, the sport has one rule book for the entire Nation. The international rules
are almost exactly the same. There is near perfect record keeping. Most
important

though, �s that money is not an integral part of the sport. This eliminates the at
times crude treatment inflicted upon the participants. It lends to assure their well
being.
Is it safe to box?
Let's face it, Olympic boxing is a contact sport and it is not immune to injuries.

However, lets look at some recent statistics on sports injuries to better answer this
most important question.
A concussion may be a serious injury. Interestingly, concussions in Olympic boxing

are rare. In other sports though, it is somewhat more dangerous. For example.

record of success in regards to safety. It should be noted that participants are
covered by USA BOXING insurance while participating in program activities. This
comes at no added cost to the sponsor.

In order to participate in the SMOBP the participants will sign a friendly contract.
The contract will be signed by the participant, their parent or guardian, the
program Director, and the participant's guidance counselor or employer.
Getting everyone involved makes the participant feel that all of his actions, both
good and bad, will be closely monitored. The idea of reward for good behavior will
materialize almost daily for the participant. Motivation is the key to the
participant's success in the program.
Each participant will sign the following forms at the beginning of his participation
in the program.
