The attached resolution seeks approval of a $24,600.00 expenditure for a street
improvement project in the downtown area. The specific location is the 7300 block of
59th Avenue. This entire block requires resurfacin g and the installation of storm wa
drainage facilities.

The north section of the block was partially improved over the past year by the owner of a
commercial establishment. However, substantial deficiencies exist along the majority of
the street, including lack of drainage facilities, missing pavement sections along a row of
metered parking spaces, and missing or damaged sidewalks.
The condition of this location requires that the proper engineering survey and design work
be performed prior to the actual construction work. Engineering inspection and testing is
also required during the construction phase of the project. To this end, qualified
engineering and construction firms have been contacted and proposals have been
prepared. Each of these firms are presently either on County contract or have already
been retained by the City of South Miami on an as- needed basis.
Engineering surveying services may be provided by Manuel Vera and Associates, a firm
already under contract with Metropolitan Dade County (Resolution No. R- 903 -96).
Engineering design work will be performed by the Architectural Design Consortium, Inc.,
which is one of three engineering firms presently on contract with the City. Resurfacing
and drainage installation services can be provided by H & R Paving, Inc., a local firm also

on a Metro -Dade bid (Contract No. 22). Andaman and Associates, Inc. is qualified to
perform asphalt testing and inspection during the construction phase of the project (Metro
contract approved by Resolution No. R- 275 -94).
The project cost estimate breakdown provided below does not include the cost for
sidewalk (concrete) repair work required along the south half of the block. Expenditure
for this type of work on a city wide basis was approved by the Commission on May 7,
1996 (see consent agenda page attached) from Local Option Gas Tax funding. As such, it
has not been submitted for approval as part of this item. Despite the sidewalk repairs
completed over the past several months, the balance remaining from the May item
approval is sufficient to cover the cost of sidewalk work associated with the 59`x' Avenue
project. The project cost estimate submitted here for approval breaks down as follows:
