A RESOLUTION OF THE MAYOR AND THE CITY COMMISSION OF
THE CITY OF SOUTH MIAMI, FLORIDA, RELATING TO STREET
RESURFACING, AUTHORIZING THE CITY MANAGER TO ENTER INTO
AGREEMENTS WITH MANUEL0G. VERA AND ASSOCIATES, INC.,
ARDAMAN ASSOCIATES, INC. AND H & R PAVING, INC. FOR
PROVIDING ENGINEERING SURVEY, MATERIAL TESTING AND
INSPECTION AND STREET RESURFACING SERVICES,
RESPECTIVELY ON A CITY WIDE BASIS AT A COST NOT TO
EXCEED $84,000 FOR THE CURRENT FISCAL YEAR AND CHARGING
THE DISBURSEMENT TO LOCAL OPTION GAS TAX FUND, ACCOUNT

WHEREAS, the city undertakes a

WHEREAS, some resurfacing projects require engineering
survey prior to the work, and all require at least some degree of
material testing and inspection to ensure quality and adherence
to established standards, and;
WHEREAS, the number of streets targeted each year allows the
city to employ the services of one surveying firm, one materials
testing and inspection contractor and one paving f firm to complete
the work, and;
WHEREAS, the Public Works Department has identif ied
qualified and reputable contractors in these three areas, all of
which are presently on contract with Metropolitan Dade County
based on a competitive bid process, and
WHEREAS, based on the streets slated for resurfacing and the
amount of required services pro] ected during the f i.scal year,
Public Works has estimated the total cost for these services.
NOW THEREFORE BE IT RESOLVED BY THE
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA:
MAYOR AND CITY
Section 1. That the City Manager is authorized to enter
an agreement with Manuel Vera and Associates, Inc. for
engineering survey services, Ardaman and Associates for material
testing and inspection, and with H & R Paving, Inc. for street
resurfacing on a city wide basis.

CITY WIDE STREET
RESURFACING WORK
The attached resolution seeks approval of funding for the City's annual street resurfacing
program. This funding will be charged to the Local Option Gas Tax fund and is not to
exceed $841000 for the fiscal year.
Street resurfacing can entail as many as three different activities:
testing and inspection, and the actual resurfacing (asphalt) work
field survey, material
Due to our city's
geographical size, the number of street sections scheduled for resurfacing each year is
limited. As a result, one contractor for each of the above areas suffices to complete the
annual schedule.
The funding estimate was based on the surface area involved, street conditions, material
and labor cost rates, and consultation with ^the City's contract engineer and various
contractors. The bulk of the cost will be associated with the actual resurfacing. The
second largest proportion of the cost will be the testing and inspection service. Not all
streets will require a field survey; therefore, this component is projected to be the least
significant. A cost breakdown for each category is not provided because the specific
material testing and surveying needs of some streets will be determined on a case by case
basis. A list of the streets scheduled for resurfacing is attached.
The annual resurfacing program is an important service which impact
and quality of life. It is therefore recommended that the City Comm
proposed expenditure.
