A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF SOUTH MIAMI, FLORIDA INSTRUCTING ADMINISTRATION
TO PUT FORTH A REQUEST FOR QUALIFICATIONS, IN ORDER TO
OBTAIN A PROFESSIONAL CONSULTANT TO BE PRESENT AT THE
OCTOBER 22, 1996 JOINT CITY COMMISSION - PLANNING BOARD -
ENVIRONMENTAL REVIEW AND PRESERVATION BOARD WORKSHOP;
PROVIDING FOR DISBURSEMENT FROM ACCOUNT NUMBER 1620-
3100, ENTITLED "PROFESSIONAL SERVICES"; AND, PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, on September 17, 1996, the City Commission set a
schedule for workshop meetings to discuss pertinent issues for
their review and the input of both the Planning Board and the
Environmental Review & Preservation Board [ERPB]; and,
WHEREAS, the City Commission desires to obtain professional
input from an outside consultant who can inform the Commission
regarding the nature of Transit - Oriented Development and that the
professional consultant may react to the proposed ordinance which
was presented by City Administration; and,
WHEREAS, for purchases in excess of $1,000, Article III, §5H
of the City Charter requires Commission approval by competitive
process from at least three different sources of supply; and,
WHEREAS, the City Commission desires that this competitive
process include all professionals in the South Florida area who
are members of the American Institute of Certified Planners and
who are knowledgeable of transit- oriented development issues.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF SOUTH MIAMI, FLORIDA:
Section 1, The City Administration is instructed to mail,
fax or otherwise transmit a copy of the attached "Request for
Qualifications" to all members on the official membership list of
the American Institute of Certified Planners for South Florida,
which documents are attached hereto and entitled as "Exhibit A."
Section 2, The City Administration shall hire and retain one
professional consultant from the respondents for a total sum not

to exceed $1,500, and the disbursement shall be charged to
account number 1620-3100, entitled "Professional Services."
Section 3. This resolution shall take effect immediately
upon approval.

Request for Qualifications
Regarding Review and Presentation of
Transit - Oriented Development District Regulations
for presentation at the
City Commission Joint Workshop Meeting
of October 22, 1996, at 7:00 P.M.
The City is soliciting letters of interest and qualification statements from qualified
and experienced planners to review staff proposed regulations which implement the
adopted Comprehensive Plan and create a Transit- Oriented Development District.
The consultant or consulting firm is required to attend the City Commission Joint
Workshop Meeting with the Planning Board and the City's Environmental Review
& Preservation Board [ERPB], in order to make a presentation and answer general
and specific questions regarding transit - oriented development and redevelopment.
Qualified professionals must exhibit experience with transit- oriented development
issues and regulations in their Response to Request for Qualifications. Responses
must be submitted to the City of South Miami at 6130 Sunset Drive; South Miami,
Florida 33143 or by telefacsimile at (305) 663 -6345 by October 11, 1996, at 5 P.M.
The City Manager is authorized to spend up to $1,500 for these services, and AICP

BACKGROUND & ANALYSIS:

In order to aid review and present an independent perspective regarding the proposed ordinance,
the City Administration is instructed by the attached resolution to seek a qualified, professional
consultant who may review the proposed ordinance and offer commentary and advise, as well as
general knowledge on issues relating to transit - oriented development and redevelopment.

ARTICLE VIII. TRANSIT - ORIENTED DEVELOPMENT DISTRICT
204.1 Purpose and Intent.
The purpose of this regulation is to encourage mixed office and retail uses in multi -story development
and redevelopment throughout the Transit - Oriented Development District (TODD) through flexible
and performance oriented zoning and other regulations.
The regulation is intended to promote efficiency of land use; decrease vehicular traffic; provide
convenience; establish a harmonious mix of complementary uses within both a single development
and the district; and encourage greater office, retail and housing options in harmonious, balanced and
aesthetically pleasing buildings and outdoor spaces.
20 -8.2 Applicability.
The requirements of this Article shall be in addition to other requirements of the Land Development
Code, and in the case of conflict, the provisions of this Article shall control.
20 -8.3 Boundaries.
The boundaries of the TODD shall be as delineated in Figure 20 -8.3.
20 -8.4 Development Review.
(A) All applicants shall first attend a pre- application conference with the Building and Planning
Department officials to discuss and analyze the proposed application in a non - binding forum.
The department may prescribe special conditions in order to assure the overall compatibility of
the proposed uses and physical structures with the neighboring uses and physical structures.
(B) Applicant shall submit an application for development permit responding to the pre - application
conference findings in the form prescribed by Article V, Procedures and Applications.
(C) Upon receipt of the application for development permit, the Building and Planning Department
shall review and assure that the proposed uses and physical structures are compliant with the
purpose, intent and requirements of this article and applicable Code requirements.
(D) Upon the determination of compliance with the purpose, intent and requirements of this article
and applicable Code requirements by the Building and Planning Department, the application
shall be reviewed by the ERPB, as regulated by Section 20 -5.11.
(E) The applicant shall incorporate the ERPB conditions, if any, and apply for the required permits,
as regulated by Section 20 -5.13.

20 -8.7 Supplemental Regulations.
(A) Fences. Design and dimensions per Sections 20 -7.20, Architectural Standards - Garden Walls
and Fences, and 20 -7.25, Architectural Standards - Configurations, Garden Walls and Fences.
(B) Accessory Structures. Accessory structures shall be screened from view from public rights -of-
way by principal buildings, fences, walls, or landscaping.
(C) Required Access. Each property shall have access from each public right -of -way. The access
may be in form of direct entrance to the building or open -air spaces leading to the building.
(D) Open -Air Spaces.
(1) Allocation. Each property shall allocate open -air spaces to be freely accessed from the public
rights -of -way and to be used by the general public.
(2) Landscaping. Squares, plazas, courtyards, walkways and other open -air spaces shall be
landscaped with trees, shrubs, flowers and other plants and greenery either in planters or growing
directly from the ground. The amount and location of greenery shall be as regulated by Section
20 -4.5.
(D) Parking Garages. In addition to landscaping of the required setbacks for unconcealed parking
garages in accordance with Section 20 -4.5, the garage elevations shall be covered with vines or
other such greenery which climb and twine along facade surfaces, or employ architectural
elements which disguise the vehicular use inside. Setback requirement is waived for the
concealed garages; a garage is considered concealed when it is hidden by office, retail and /or
other uses in a way that no part is visible from the adjoining public rights -of -way.
(E) Common Structures. Property owners may, either individually or as a group, establish common
structures, like neighborhood gates or other such structures, upon approval by the City. These
structures may be allowed on both private and public properties, as the design and features may
require.
20 -8.8 Development Incentives.

204.9 Street Standards.
(A) When a new development or redevelopment is proposed along a street and /or alley, that street
and /or alley shall be improved by the property owner. The street standards contained below shall
be the basis for the design and engineering; all other applicable standards shall apply.
The applicant may opt to contribute funds to the TODD Street Improvement Fund instead of
improving the street. The City shall implement the required street improvements, for the funds
contributed to the TODD Street Improvement Fund, when practical.
