BACKGROUND & ANALYSIS: The proposed signage approved by the Environmental Review & Preservation Board [ERPB] for the building located at 5900 South Dixie Highway involves erection of channel lettering which is proposed to be backlit by neon. Mounting electrified channel letters will permanently damage the exterior of this historic resource and "contributive" building. In addition., is the opinion of staff that the lettering will detract from the appearance and architectural integrity of the building. This structure is designated as "historically significant" and included in the specified properties to be protected under the Comprehensive Plan (Figure 1.4 and Objective 1-3). This building is further identified as a "contributive building" by the Hometown District Overlay Ordinance for its architectural merit and historical significance (definitions and Regulating Plan map excerpt). Staff is firmly of the opinion that the proposed signage of metallic gold, channel lettering to be back -lit by white neon is not appropriate for this historic building; however, the issue of greatest concern to staff is that installation of individual letters, electric transformers and wiring required for lighting will permanently damage the recommended as an alternative. Areas 1 and 2 are residential areas that contain a high proportion of deteriorated and dilapidated housing units. A map of deteriorated and dilapidated housing units appears in Figure 3.1 ( page 3.14) of the Housing Element. Large scale redevelopment could be considered, but is not necessary♦ for Areas 1 and 2. Redevelopment in these areas could occur on a parcel -bv- parcel basis or through the combination of ou � s ' P of parcels. Area 3 contains auto repair service businesses. Building deterioration is not the cause of blight in this area. Such blight as exists is the result of overcrowdin g of uses on land. Buildings are too small for the intensity of the repair work being undertaken. Sites are too small. Work activities take place in front -yard areas. Vehicles in for service on are stored in the street while they are not being worked on. The blight in Area 3 is not likely to spread to adjoining areas because it is buffered by South Dixie Highway, the Metrorail site, and commercial uses. it An extensive 100 -year floodplain covers most of the City's land area south of Dixie Highway, plus a belt about 1,000 feet in width running north along the Brewer Canal. There is a narrow 500 -year floodplain fringe along the edges of the 100 -year floodplain. These floodplains are delineated in Figure 5.2 (page 5.5) of the Conservation Element. Federal flood protection guidelines require that the first floor of all residences in the 100 - year floodplain be elevated above the 100 -year flood elevation. If a storm of serious magnitude destroys existing properties, redevelopment will be expected to comply with Mood insurance redevelopment stanaards. These include 12 housing sites and seven non - residential properties; some sites have more than one building. Comprehensive Plan • •: •• r • . • • • • 4 . • ' • �+ Goal 1 To preserve and enhance the City's small town character. South Miami is a small town in the middle of one of the nation's most important metropolitan areas. South Miami's small town character is a tremendous asset for both its residents and the metropolitan community at large. Preservation of the city's small town character is the most important goal of the comprehensive plan. It shall guide all land use decision making. The results of the planning issues survey indicate clearly that the small town character of South Miami is important to its residents. In responding to the survey question "What do you like most about South Miami ? ", resident - owners chose the small town character of the city more often than any of the other 23 characteristics listed. Of the 709 resident - owners who responded to this question, 22 percent identified the city's small town character as one of the features they like most. Over eleven percent of the respondents identified their long -time residency in the city and about nine percent chose their neighbors as things they like most. In addition, other factors contributing to the city's small town character were chosen by many as the most4iked. Almost 14 percent of the respondents identified the city's quiet residential streets as a most -liked feature, while the quiet downtown area was chosen by eight percent. The Sunset - Red Road shopping area was chosen by 9 percent of the respondents as one of the features they liked most. Objective 1.1 Eliminate uses inconsistent with the community character as set forth on the Future Land Use Map. Elimination of such inconsistent uses shall be accomplished with proper respect for the vested rights of property owners. Amortization shall not be used to implement this objective. Policy 1.1.1 Within one year of adoption of this plan, enact zoning modifications including downzoning to assure implementation of the changes to the Future Land Use Map. The land use map policies (pages 13 -26) and categories (pages 3941) are hereby incorporated by reference in this policy. Policy 1.1.2 In reviewing proposed amendments to this plan and the Zoning Map, compatibility with adjacent uses shall be the major determinant. Policy 1.1.3 There shall be no additional intrusion of the residential -office land use category into residential areas designated on the Future Land Use Map, Objective 1.2 Achieve redevelopment and redevelopment and renewal Map. renewal of the two blighted areas by 1998. Such shall be consistent with the Future Land Use Policy 12.1 Working with County HUD, pursue revitalization of the Hardee Drive neighborhood through "in- fill" new construction, substantial rehabilitation of housing and streetscape improvements. Objective 1.3 Preserve historic resources by experiencing no demolition or reconfiguration of the specified resources. Policy 1201 The Environmental Review and Preservation Board shall review all development proposals to assure preservation of the City's limited historic resources, if at all possible. Build4o line: An alignment established a certain distance from the property line, along which the building shall be built. Front porches and handicap ramps shall be exempt from build•to line requirements, and must occur behind the property line. Clear zone: In the corners created by the intersection of two (2) streets, the area outside of an established radius which shall be kept clear of obstructions to emergency vehicles. A smaller corner curb radius may occur within a clear zone. Contributive buildings: Buildings officially identified on the regulating plan for their architectural merit, historic significance, or effectiveness at creating quality public spaces; these properties are to receive special consideration for parking and are subject to Section 20 -5.19 of the Code. Corner curb radius: The radius of the curved street edging at intersections. Radii shall not exceed the appropriate maximum prescribed in the Street Standards. ERPB. The environmental review and preservation board, an appointed board of the City of South Miami. Expression line: An exterior cornice or molding delineating the division between the first story and the second story. Fence line: The alignment along which fences, walls, or hedges shall be located. Front porch. An un- airconditioned roofed structure, at the ground floor level or first floor level, attached to the front of a building, open except for railings and support columns. Ground floor area: The area on the ground occupied by a building, excluding arcades and colonnades. Historic building: A building that has been designated by the City of South Miami per the historic preservation portion of the environmental review and preservation board regulations. Lot coverage: The percentage of the gross area of a given lot which contains buildings, Outbuildings do not count toward lot coverage. Lot frontage. The property line adjacent to the primary street right•of -way. Open yard space: The portionts) of a lot free of buildings or impervious surfaces. Outbuilding: A separate building detached from the primary building on a lot. Parking surface: An area designated for parking constructed with any of the following surfaces: turf block, gravel, brick, pavers, asphalt, or concrete. Stoop: A small platform or staircase leading to the entrance of a house or building.
