Res No 099-96-98526N s ' RESOLUTION NO. 99 -96 -9853 A RESOLUTION COMMISSION OF OF THE MAYOR AND CITY THE CITY OF SOUTH MIAMI, FLORIDA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A SIDEWALK REPAIR AND MAINTENANCE AGREEMENT WITH HOMESTEAD CONCRETE AND DRAINAGE FOR AN AMOUNT NOT EXCEED $25,000 FOR THE CURRENT FISCAL YEAR AND CHARGING THE DISBURSEMENT TO LOCAL OPTION GAS TRUST FUND NO. 24247304640* WHEREAS the condition of many of the ci , ty's sidewalk and curbs presents a potential hazard to pedestrians and compromise the aesthetics of the thoroughfares, and; WHEREAS, the majority of the sidewalk damages have been caused by tree roots, thereby requiring extensive root pruning in addition to removal and replacement of concrete sections; and WHEREAS, the Public Works Department does not have the staffing nor equipment to undertake the work required; and, WHEREAS, the Department has identified a reputable concrete repair and maintenance firm with extensive experience in municipal sidewalk work; and, WHEREAS, the above firm is currently on contract with two Dade County municipalities, and has also performed satisfactory work for this city in the past. NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA. Section 1. The City Manager be, and is hereby authorized to enter into a service agreement with Homestead Concrete and Drainage for repair and maintenance of sidewalks and curb /gutter, as well as performing root pruning on a city -wide basis. Section 2. DATE May 7, 1996 Agenda Item# _ Commission Me May 7,1996 eting, SIDEWALK AND CURB /GUTTER REPAIRS - CITYWIDE CONTRACT The attached resolution seeks approval of an agreement between the City of South Miami and Homestead Concrete and Drainage for maintenance and repair of city sidewalks. As most of you are probably aware, many of the city's sidewalk, curbs and gutters are in need of repair. For the most part, the cause of the sidewalk problem are tree roots. These roots push the sidewalk and curb /gutter sections upwards, causing cracks and/or uneven sections. The cracked or uneven concrete presents a liability situation as a result of tripping hazard they create for pedestrians. This situation can be remedied through a structured sidewalk repair program. The first step in this approach is to identify the worst sidewalk problems in the busiest pedestrian locations (downtown area). This survey has already been completed by the Public Works Department. Secondly, a qualified concrete repair firm needs to be retained to complete the work required. The contractor is necessary since Public Works does not have the staff level nor the equipment required for this work. Public Works has determined that a firm which is currently on contract through the competitive bidding process with two South Florida municipalities (Coral Gables and Miami Beach) should be contracted for the sidewalk repairs. The firm, Homestead Concrete and Drainage, has already performed satisfactory sidewalk work for the City in the past. Homestead Concrete's fee structure for the attached Miami Beach contract (Bid No. 43- 93/95) is based on quantity ranges, which is appropriate for the type of section sizes which require repair in South Miami. The price structure shown includes a five percent \continued... MAYOR AND COMMISSION PAGE TWO MAY 79 1996 discount to account for colorless concrete (the Miami Beach prices include the additional r cost of colored concrete). This price structure should be adopted for the contract between Homestead Concrete and the City .of South Miami. Homestead Concrete assessed the sidewalk locations needing removal and replacement of concrete as well as tree root pruning= Based on this assessment, the firm provided an estimate of the cost for the work. Using the firm's estimate plus a contingency factor to account for additional repairs in the downtown area and other city locations, it is estimated that $25,000 will be required between now and the end of the fiscal year. Based on the above, it is recommended that the City ente r into a contract for sidewalk repair with Homestead Concrete. It is further recommended that the contract adopt the same fee structure in effect between Homestead Concrete and the City of Miami Beach.
