A RESOLUTION • THE MAYOR AND CITY COMMISSION OF THE CITY
• SOUTH MIAMI, FLORIDA, AUTHORIZING THE CHANGING OF THE
TENNIS COURTS AT MARSHALL WILLIAMSON PARK INTO A STREET
HOCKEY RINK AND BASKETBALL COURT FOR ♦ TOTAL PRICE NOT TO
EXCEED $12,000.00 BY THE PARKS & RECREATION DEPARTMENT
AND PROVIDING FOR DISBURSEMENT FROM A NON -DEPARTMENTAL
ACCOUNT NUMBER 01-2100-6440,11CAPITAL IMPROVEMENTS".
WHEREAS, pursuant to Article III, Section 5 H of the City
Charter which requires competitive bids from at least three
different sources of supply, the Parks and Recreation Department
advertised for bids for renovation of two (2) courts at Marshall
Williamson Park; and
WHEREAS, as a result of the bids received, the Administration
of the City of South Miami has now obtained a cost of $12,000.00
from McCourt Construction Inc., for the project set forth in the
attached Memorandum;
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF SOUTH MIAMI, FLORIDA:
Section 1. That a purchase order is awarded to McCourt
Construction Inc., in an amount not to exceed $12,000.00 for court
renovation.
Section 2. That the disbursement of $12,000.00 be charged
to Non-Departmental account number 01-2100-6440 "Capital
Improvement". This resolution shall take effect immediately upon
approval.

The Parks and Recreation Department advertised for RFP's for the renovation of two tennis
courts at Marshall Williamson Park. The Department's intention is to convert the two (2) tennis
courts that are in disrepair into a street - hockey rink and basketball court for the children in South

Project Renovates Marshall Williamson Park
Reference One Roller Hockey Rink and One Basketball Court
March 6, 1996
This agreement is made between AAA Courts, Incorporated, called the 'Contractor' and
City Of South Miami , called the 'Owner', for the Surfacing of one (1) Roller Hockey Rink and
one (1) Basketball Court approximately 108' X 120' at the above identified project, as
delineated hereafter:
1. Contractor will provide fencing 10' in height, extending 121 linear feet.
2. Contractor will provide fence made of heavy -duty #9 gauge vinyl mesh, Bottom
tension vinyl wiring, and all galvanized frame work, which includes.
a. 3" terminal post, 2 1/2" line posts and 1 5/8" top, middle and bottom
rail.
b. Corners will be braced and trussed.
3 . Contractor will provide three (3) gates 7' in height.

is Prior to surfacing, contractor will pressure clean all of the
court to remove mildew from existing surface.
2. Contractor will fill any existing cracks at this time.
3. Contractor will flood courts to check for surface depressions. He will
correct those areas where standing water covers 1/16" (a nickel), to
comply with current United States Tennis Association specifications.
49 Contractor shall fill all depressions with Plexipave Court Patch Binder.
59 Contractor will administer one (1) application of Acrylic Resurfacer.
6. Contractor will administer two (2) applications of Plexipave Fortified finishing
color course, in the color of the owners choice. (See 'Color Selection sheet
enclosed).

7. Contractor will apply two (2) applications of Clear -Gio #3.
8. Contractor shall lay out prime and paint two applications of all game markings,
as per specifications.

standards and specifications.

period of one year, save normal wear/ tear and any structural damage that

1. OWNER agrees to furnish access to site for equipment and materials, and a safe
storage area.
2. OWNER agrees to provide a water supply within fifty (50) feet of the
court having a minimum flow of four (4) gallons per minute and an electric
supply within fifty (50) feet of the court, if needed.
39 OWNER shall give any notices required of him, and shall pay for all permits and
testing.
40 OWNER agrees to payment upon completion of any /all agreed upon aspects,
hereinabove, of this contract.
58 It is not the responsibility of the CONTRACTOR for any damages that might occur
to any hidden underground utilities such as wiring, septic tank, fiber optic
lines, gas lines, etc.
60 OWNER warrants that he is the owner of the land on which the court is
located or that he has full authority from the owner thereof or any co-owner to
enter into this Contract and OWNER will indemnify and hold harmless the
CONTRACTOR in all matters arising on this account. CONTRACTOR shall have the
right to stop all work in the event that payment on the contract set forth above is
not immediately paid when due and may discontinue work until the entire bill is
