REDEVELOPMENT, AUTHORIZING THE CITY MANAGER TO PROCEED
WITH IMPROVEMENTS TO SUNSET DRIVE, UTILIZING FUNDS
PROVIDED IN RESOLUTION 133-94-9534 SECTION
DEVELOPMENT ORDER FOR BAKERY CENTER, NOT TO EXCEED
$1 ' 000,000, AND RECONSIDER REDEVELOPMENT OF DOWNTOWN
RETAIL DISTRICT ONE YEAR FROM BAKERY CENTRE'S OPENING
DATE TO TIE INTO THE DESIGN.
WHEREAS, property owners in the downtown retail district
have indicated by straw ballot that they do not wish to have a
downtown redevelopment project that would include 72nd Street,
73rd Street, and the cross streets from 57th Avenue to U.S. 1 and
715t Street between 58 Avenue and U. S. 1 and 58th Avenue between
Sunset Drive and U. S. 1, at a cost of $4.2 million, offset by
the contribution of $1 million provided by Bakery Center
Development as required in Resolution 133-94-9534; and
WHEREAS, resolution 133-94-9534 requires Bakery Center
Development to contribute $1 million for improvements to Sunset
Drive, excluding Bakery Center property.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized to
proceed with improvements to Sunset Drive as stipulated in
Resolution 133-94-9534, Section 3 (8), as depicted on attached
map.
SECTION 2. The City Commission will reopen consideration
of an expanded redevelopment project for the downtown retail
district at a later date.
Section 3. This resolution shall take effect immediately
upon approval.

Downtown Redevelopment
This week we opened and counted the straw ballots from property owners in our
downtown retail district. The redevelopment plan was overwhelmingly denied. 23 of
35 ballots mailed were returned. Of the 23, one ballot was not notarized; and one was
returned late. The City cast the only vote for the redevelopment.
It is essential at this time for the Commission to direct me to proceed in one of three
directions. The options, as I see it, are:

Proceed with improvements to Sunset Drive utilizing the $1 million provided in the
Bakery Center Development order, without further consideration of the rest of the
downtown retail
development of plans, specifications,

Proceed with and cost estimates for a
redevelopment project at a cost not to exceed $4.2 million, offset by $1 million
order, under the provisions of Chapter
provided in the Bakery Center development

3) Proceed with improvements to Sunset Drive utilizing funds provided in the Bakery
Center Redevelopment Order, and reopening redevelopment of other downtown
retail district streets at a later date to tie into the design used on Sunset Drive.

After your consideration of the three options, I recommend that you approve one
resolution so that administration can proceed with the task at hand in an expeditious
fashion.
