29 At this point Mr. Collins explained the process of approval of the Comp Plan. From
30 first reading it will go to the State which has 60 days to review it and give us back any
31 comments. Then, the final approval will be effective 30 days after the second reading.

At the opening of the public hearing the following individuals addressed the
Commission: Antoinette Fischer, Scott Rosenbum. (the City Manager said that written
comments will be more effective before 2nd reading).
The Commission discussed the need for concurrency and parks and the City
Manager suggested buying residential properties for increasing park inventory.
FLU Objective 1.7: Motion by Mayor Stoddard.,. to request staff to include
"Adaptation Action Area" to define either entire city o(!Clrea below 12 feet elevation for
purposes of funding and planning. ~/,:>;"

TRA Policy 2.1.2: Motion by Mayor to strike: " ... and evaluate the pravision of more
uniform parking requirements and parking issues Citywide." Seconded by Commissioner Welsh,
the motion passed unanimously. Moved by Mayor Stoddard to add that we need better
coordination with the County to regulate cut through traffic. Seconded by Commissioner
Liebman, the motion passed unanimously.

strike the word "density". The motion passed unanimously.
INF Policy 2.3.5: Moved by Mayor Stoddard seconded by Commissioner Welsh to
add "New transmission lines shall not reduce property values or harm the tax base." Moved by
Mayor Stoddard seconded by Commissioner Welsh to add "Power transmission and distribution
lines shall be placed underground where technically and financially feasible to protect the tax
base, to protect the tree canopy, and to improve reliabilitYt'pf electrical services during and
following storms." Motions passed unanimously.
