A Resolution authorizing the City Manager to purchase gas masks, gas
cartridges and filters from SRTSupply for the Police Department SWAT
Team.
The South Miami Police Department Special Weapons and Tactics Team
(SWAT) require gas masks which can integrate with its communication
equipment. The Avon FM53 gas mask was identified to meet the needs of
the SWATTeam and provides the needed protection for its personnel and
allows radio communication.
The gas mask is also compatible with current protective head gear which
ensures no compromises are taken and full protection is ensured for the
officers.
Not to exceed $8,900
$8,895 for gas masks charged to account 001-1910-521-5210 (Supplies-
Police) current balance of $128,298

A Resolution authorizing the City Manager to purchase gas masks, gas
cartridges and filters from SRTSUPPLY for the Police Department SWAT Team.
WHEREAS, the police department needs tactical gear for its Special Weapons &
Tactics Team (SWAT) which are adapted and equipped based on their specifi~ needs and
WHEREAS, the Special Weapons & Tactics Team needs Avon FM53 Twin Port
Mask to properly operate with communications equipment in high risk operations as well
as gas cartridges and filters; and
WHEREAS, the City administrative staff has sought at least three quotes for this
purchase and SRTSupply was the lowest bidder; and
WHEREAS, SRTSupply will also be providing gas cartridges and filters with this
purchase; and
WHEREAS, the Mayor and City Commission authorize the City Manager to
purchase the described tactical equipment in an amount not to exceed $8,900 utilizing
budgeted funds from the Police Supplies Account 001-1910-521-5210.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF SOUTH MIAMI, FLORIDA THAT;
Section 1. The City Manager is hereby authorized to purchase tactical gas masks,
gas cartridges and filters from SRTSupply for the Special Weapons & Tactics Team in an
amount not to exceed $8,900 utilizing account 001-1910-521-5210 Police Supplies
Account.
Section 2. Severability. If any section clause, sentence, or phrase of this resolution
is for any reason held invalid or unconstitutional by a court of competent jurisdiction, the
holding shall not affect the validity ofthe remaining portions of this resolution.
Section 3. This resolution shall take effect immediately upon adoption.

S.W.A.T. Gas Masks (Avon FM53)
I have prepared the following documentation to outline the technical specifications of the
equipment that the S.W.A.T. Unit is requesting. Listed below is the equipment from the
attached quotes (with photos) and the specifications.
Gas Masks: Avon FM53 Twin Port Mask Assembly (FHP State Bid Item -See Attached Quote)
Brief Product Description: The Avon FM53 multi-role Respiratory Protective Equipment (RPE)
System has been developed specifically for specialist applications where the user needs to
respond to ever changing operational conditions.
The FMS3 system was developed to address the multiple threats encountered on the modern
battlefield, war on terrorism and specialized law enforcement tactical units. It provides
protection against traditional riot agents, as well as chemical and biological warfare agents and
select toxic industrial materials (TIMs).
Functionality for SMPD: The FMS3 integrates multiple mission critical features for S.W.A.T.
operators into a single piece of equipment. The FMS3 serves as a protectant from chemical
agents and deadly toxic materials, while allowing S.W.A.T. operators to be outfitted in full
operational gear. The FMS3 has complete compatibility to the current ballistic helmets and
communications headsets (Peltor) used by SMPD S.W.A.T. operators. The Peltor
communications headsets integrate with the FM53 masks via a special communications cable
that plugs into the mask, and the listed push-to-talk adaptors, which allows for quality
communications in toxic environments where the FMS3 will be used. The FMS3 is essential for
combining these features when operators train and perform operations in environments where
riot agents or toxic chemicals are present.
