A Resolution authorizing the City Manager to permit Trident Surfacing, Inc. to
refinish the indoor, hard wood basketball court at the Gibson-Bethel Community
Center.
In August 2017 Rebuilding Together Miami-Dade Inc. ("RMTD"), a national non-
profit, and Cricket Wireless, a corporate partner, launched an online voting
campaign for community project proposals in Miami-Dade County. The Parks and
Recreation Department submitted a project proposal to resurface the indoor
gymnasium floor at the Gibson-Bethel Community Center. The Department's
proposal was announced as the runner-up and received an award of $2,500
towards the gymnasium floor resurfacing project.
The indoor, hardwood basketball court, located at the Gibson-Bethel Community
Center, is in dire need of professional resurfacing and game line painting services.
Although staff is meticulous in conducting daily maintenance, the surface top coat
is worn away and the floor requires detailed maintenance multiple times a day,
whereas a refinished court would only require maintenance once per day.
It is recommended that hard wood athletic courts go through a full sanding and
complete refinishing every eight (8) to ten (10) years. Regularly resurfacing of
athletic hard wood floors extends its life expectancy, keeps it safe and restores
its natural beauty. Our goal in completing this project is to provide a safer, quality
playing environment for the public.
The contractor will be required to completely sand the existing wood floor
smooth to bare wood; thoroughly vacuum and tack floor clean, apply one (1) coat
of oil based sealer, install new game lines and apply three (3) coats of an oil based
finish.
Competitive proposals were sought from four (3) different sources for refinishing
hard wood athletic courts; Trident Surfacing, Inc. was the lowest and most
responsive vendor. City staff consulted with the contractor's references (Village
af Key Biscayne and City of Pompano Beach) as to hands on experience and
received positive feedback.

28 Section 1. The City Manager is authorized to expend an amount not to exceed $10,500 to
29 Trident Surfacing, Inc. for profeSSional resurfaCing of the indoor, hard wood basketball court at the
30 Gibson-Bethel Community Center. The total expenditure shall be charged to the Parks and
31 Recreation Capital Improvement account number 301-2000-572-6450, which has a balance of
32 $613,932.45 before this request was made.

34 Section 2. Severability. If any section clause, sentence, or phrase of this resolution is for
35 any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding shall
36 not affect the validity of the remaining portions of this resolution.
37 Section 3. Effective Date. This resolution shall become effective immediately upon
38 adoption by vote of the City Commission.

Sand, Seal, Paint, and Refinish approximately 8,000 SF of existing wood flooring in the Gymnasium.
Scope of Work:

Thoroughly vacuum and tack floors completely clean
Apply one (1) coat of Bona "All Court" oil-based sealer
Install game lines to match existing layout -( colors can be changed if desired)
Apply three (3) coats of Bona "All Court" oil-based finish
Clean and remove all waste
Total Price: $ 10,500.00*
Exclusions and Clarifications:
Price includes generator for running of sanding equipment
All work to be performed in one phase during regular working hours.
Color and texture to be selected by owner from standard charts.

furnish or perform any additional services or materials not included above, and such order or request is not in writing and properly

the price of the services and materials, and unless you object to the confirmation to you in writing and your objection is delivered to

medium and fine), then applying two seal coats of MFMA approved gymnasium
