The hard-surfaced play courts, located at Brewer Park, are in dire need of professional resurfacing and painting services due to high foot-traffic and the installation of a new tennis perimeter fence system. The courts were last resurfaced in 2014. Our goal in completing this project is to provide a beautiful, safe, and quality playing environment for the public. Competitive proposals were sought from three (3) different sources for professional resurfacing and painting services; FLAF Sports Services was the lowest and most responsive vendor. The department has used FLAF Sports Services, Inc. in the past and recommends their work quality and professionalism. Please find below a breakdown of all submitted proposals. VENDORS BID AMOUNT FLAF SPORTS SERVICES, INC. $16,530 SPORT SURFACES $24,700 MCCOURT CONSTRUCTION, INC $25,800 Proposal amount is not to exceed $16,530 The expenditure shall be charged to the Parks and Recreation Capital Improvement account number 301-2000-572-6450, which has a balance of $613,932.45 before this request was made. FLAF Sports Services, Inc. will not be responsible for cracks In asphalt applied by others. 3. FLAF Sports Services, Inc. will not be responsible for slope of the court. Resurfacing will not fix slope or planarity of the courts. 1 % slope is required to allow proper water removal from court. Customer is responsible for verifying the slope of the court prior to doing any resurfacing. This proposal is to resurface the court: it won't fix the slope or plain of the court if any draInage problems are present due to improper slope. If that is the case, then FLAF Sports Services, Inc. would not be held responsible for any water depressions or water retention in the court. Current birdbaths will be repaired but the owner should understand that birdbaths may reappear later due to further settlement or the water may be moved to a different area of the court. 4. Blisters or bubbles in the color coating on asphalt and concrete courts most often are caused by moisture between the pavement and the coating material, within or beneath the pavement. Since both asphalt and concrete can absorb moisture, moisture trapped below the slab can be drawn up through the pavement or moisture may come from the pavement itself if . the slab is incompletely dried or is experiencing severe drainage issues prior to the application of coating materials. Bubbles may also be caused by contamination of base materials during construction. Salts, organic residues, curing agents, clay balls, dust balls and oil spills are 01/ materials that can cause bubbling or blistering in a sport court surface. S. Other exclusions include: Sub base settling, structural cracks, asphalt shrinkage cracks, hydrostatic pressure or water vapor pressure bubbles. Guarantee shall become void upon customer's failure to adhere and comply with the payment schedule, Proper tennis shoes must be worn on court. Tennis shoes will leave scuff marks on newly surfaced courts, Many shoes with dark colored sales will leave prominent marks on the surface. 6, FLAF Sports Services Inc. guarantees all work against defects in workmanship or materials for a period of (I) year from the date of completion. If cracks and/or joint expansions are present, they will be repaired; however, theY may reappear at any time. This guarantee excludes normal wear and tear, physical abuse orneglect and any other conditions beyond FLAF Sports Services Inc. control, such as damage due to sprinkler system, intrusion of weeds or grass, mushroom growth, ant nests infestation. etc. 7. If extra material will be needed due to court surface condition and/or unforeseen conditions that will be charged to customer separately. 8. West Palm Beach Fl. 33413 561-964-2001, Fax: 561-964-5009 www.sportsurfaces.com Agreement made between Sports Surfaces LLC. hereinafter called the Contractor and South Miami Pars & Recreation Department hereinafter called the Customer for the surfacing of (2) tennis, (1) basketball and (2) handball courts with respect to the following terms and specifications: COURT PREPARATION: Tennis Court Size: 50' x 244', Basketball Court Size: 64' x 34', 2 Handball Courts each 100' x 60' The Contractor will pressure clean and power blow court(s) as necessruy to remove loose dirt, mildew and oil. The Contractor will paint existing tennis net posts unless option below is selected. The Contractor shall roll entire court area with mechanical roller to smooth sW"face imperfections. The Contractor will patch depressions greater than 1/8" after 1 hour drying time in sunligh~ grind down any ridges as necessruy. Depressions are low spots that hold water on the court. Edge of the Y, basketball court and the west side of the tennis court beyond the fence shall be saw cut and resurfuced as the rest of the court. The Contractor will install fiberglass strips over cracks as needed to repair the excessive cracking and prevent the premature return of cracks. Note: court must have a minimmn of 1 % slope in one plane in order to guarantee removal of water. SURFACING OF TENNISIBASKETBALL & RACQUETBALL COURT(S) The Contractor will apply (1) Coat of Acrylic Resnrfacer over entire court area to fill voids and provide smooth surface. The Contractor will apply (3) Coats of Acrylic Color Concentrate (two-tone), To provide in depth color over court surface. Courts Inc. The Customer shall keep all sprinkler systems off during resurfucing work aod for 1 day following the completion of work. Damage due to sprinkler system are billed as additional expense to owner. Re-mobilization fee: rfproduction is halted due to circmnstances beyond our control, permit issnes, or failure to receive progress payments a $500 re-mobilization fee shall be charged to pay for crew down time, gas and expenses CREDIT If the Customer does not pay as agreed upon, the Contractor shall have the right to file a lien against the real estate for the amount of the work done. No further work shall be accomplished if installment payments are not made at the time specified.
