Morales to serve on the Environmental Review and Preservation Board for a two-year term ending March 19, 2020. WHEREAS, the Mayor and Commission recognize the important contributions made by those who serve on the various City boards and committees and wish to appoint a full complement to each of the active boards and committees; and WHEREAS, the City Commission desires to appoint Omar A. Morales to serve for a two-year term on the Environmental Review and Preservation Board; and WHEREAS, commencing with appointments made after January 1, 2009, Sec. 2-22 "Term Limits" of the Code of Ordinances provides that, appointees are limited to two (2) consecutiv.e two-year terms of membership on a specific commission, board, or committee. After serving a maximum of two (2) consecutive year terms, an appointee shall not be reappointed to the same commission, board or committee unless at least one year has elapsed between the term limited position and the effective date of commencement of the proposed appointment for a new term; and WHEREAS, Sec. 2-22 "Term Limits" of the Code of Ordinances, as amended by Ordinance No. 06-14-2184, dated April 15, 2014, provides that the appointer, or his or her successor in office, may extend the term limits of his or her appointment with the advice and consent of a majority of the City Commission; and WHEREAS, Mr. Morales has previously served on the Environmental Review and Preservation Board, from June 2014 through June 2016; and WHEREAS, since more than a year has passed since he last served on the ERPB and in accordance with the term limit ordinance, this will be Mr. Morale's first, two-year term serving on this Board. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, THAT: Section 1. The City Commission hereby appoints Omar A. Morales to serve on the Environmental Review and Preservation Board. Section 2. removed earlier. Section 3. The expiration date of this appointment(s) shall be March 19,2020 unless This resolution shall take effect immediately upon adoption. If there is no state agency or the municipal or county agency chooses not to conduct employment screening, "agency" means the Department of Children and Families. (2) "Employee" means any person required by law to be screened pursuant to this chapter, including, but not limited to, persons who are contractors, licensees, or volunteers. (3) "Employer" means any person or entity required by law to conduct screening of employees pursuant to this chapter. (4) "Employment" means any activity or service sought to be performed by an employee which requires the employee to be screened pursuant to this chapter. (5) "Specified agency" means the Department of Health, the Department of Children and Families, the Division of Vocational Rehabilitation within the Department of Education, the Agency for Health Care Administration, the Department of Elderly Affairs, the Department of Juvenile Justice, and the' Agency for Persons with Disabilities when these agencies are conducting state and national criminal history background screening on persons who work with children or persons who are elderly or disabled. (6) "Vulnerable person" means a minor as defined in s. 1.01 or a vulnerable adult as defined in s. 415.102.
