The project improvement consists of providing much needed drainage along SW 59 th Avenue from SW 74th St to SW 80th St. As the next City's rotation list consultant, SRS Engineering Inc., submitted a proposal for the Bid and Construction Engineering Inspection Services forthe project. SRS's services will include Assistance in the preparation of the frontend documents, and bid documents for procurement, assist and participate in pre-bid meeting, assist in preparing written responses from bidder, construction engineering inspections, review shop drawings, respond to all Request for Information (RFI), review of "As-Built" drawings, review contractor application for payment, perform construction close out services, and issue a Certificate of Completion. SRS Engineering, Inc., is one of four firms selected by Resolution No. 060- 17-14861, to provide professional service agreement for engineering services on as needed basis in accordance with Florida Statute 287.055, "Consultants Competitive Negotiation Act. Professional Services were requested for the Drainage Improvement Project and a proposal was provided on February 1, 2018 that is comprehensive and cost effective for the services requested. PROPOSAL AMOUNT: Please refer to the consultant contract and fee schedules. FUND & ACCOUNT: Expenditures related to this contract shall be charged to the Local Option Gas Tax Fund Account for an amount not to exceed $24,750. AnACHMENTS: The expenditure shall be charged $24,750 to the Local Option Gas Tax Fund Account number 112-1730-541-6210 which has a balance of $100,000 before this request was made. WHEREAS, SRS Engineering, Inc., is one offour firms selected by.Resolution No. 060-17- 11 14861, to provide professional service agreement for engineering services on as needed basis in 12 accordance with Florida Statute 287.055, "Consultants Competitive Negotiation Act;" and 13 WHEREAS, SRS Engineering Inc., submitted a proposal for professional engineering 14 services; and 15 WHEREAS, the scope of services, staff allocation and man-hours were negotiated; and 16 WHEREAS, the amount of $24,750 was found to be comprehensive and cost effective in 17 its design approach; and 18 WHEREAS, the Mayor and City Commission desires to authorize the City Manager to 19 execute a professional service work order with SRS Engineering Inc., for the drainage 20 improvements of SW 59 th Avenue between SW 74th Street and SW 80th Street. 21 NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OFTHE CITY 22 OF SOUTH MIAMI, FLORIDA; 23 Section 1. The City Manager is hereby authorized to execute a professional service work 24 order for 5RS Engineering, Inc., to provide bid and Construction Engineering Inspection Services 25 for the drainage improvements of SW 59th Avenue between SW 74th Street and SW 80 th Street 26 for an amount not to exceed $24,750. The expenditure shall be charged $24,750 to the Local 27 Option Gas Tax Trust Fund Account num ber 112-1730-541-6210 which has a balance of $100,000 28 before this request was made. 29 Section 2. Severability. If any section, clause, sentence, or phrase of this resolution is for 30 any reason held invalid or unconstitutional by a court of competent jurisdiction, this holding shall 31 not affect the validity of the remaining portions of this resolution. 32 Section 3. Capital Improvement Project Manager City of South Miami Public Works Engineering & Construction Division 4795 SW 75th Avenue Miami, FL 33155 Re: City of South Miami Citywide Drainage Improvements Phase VI (SW 59th Avenue between SW 74th Street and SW 80th Street) Dear Mr. Carmenates, The Scope of Work as we understand it at the present time will consist of providing assistance in the preparation of the bid documents, bid evaluation and award, and construction administration support and inspection services during the construction ·of the Citywide Drainage Improvements Phase VI (SW 59th Avenue between SW 74th Street and SW 80th Street) as required by the City. Our Scope of Work shall include, but not limited to, the following: SCOPE OF WORK The Scope of Work as we understand it at the present time will consist of providing assistance in the preparation of the bid documents, bid evaluation and award, and construction administration support and inspection services during the construction of the NW 74 th Avenue Drainage Improvements as required by the Town. Our Scope of Work shall include, but not limited to, the following: Bidding and Award Phase: 1. Assist the City in preparation of the Project's front end documents for procurement. This shall include the written scope of work and item tabulation table. Technical specifications will not be required. 2. Assist the City in preparation of bid documents for procurement. 3. Attend and participate in pre-bid meeting. 4. Assist the City in preparing written responses from bidders. Construction Phase: 5. Provide CEI services during construction; a. Attending pre-construction meeting and prepare minutes for distribution. b. Attend two progress meetings and prepare for minutes for distribution. c. Review and process construction shop drawings. February 1, 2018 Page 2 d. Respond to Contractor request for information and clarification of contract documents. e. Coordinate utility issues/conflicts. . f. Process all construction correspondence and documents. g. Review and recommend Contractor payment requisitions. h. Review and recommend Contractor change order requests, if any. i. Provide part-time construction inspector. Assuming an average to 3 site visits per week for the estimated construction duration of 12 weeks. 6. Provide limited post design services, if required. 7. Prepare project closing documents for acceptance of work and provide written statement by a Florida Professional Engineer indicating that construction has been completed in accordance with the construction contract documents. a. Conduct one semi-final inspection and prepare punch list. b. Conduct final inspection, punch list, and contract close-out. c. Review "As-Built" drawings of completed construction prepared by Contractor. d. QAlQC -limited materials and density testing (Primary testing by lab hired by Contractor). e. Provide inspection log, daily site Iii sit reports, and photo history of project in digital format. f. Provide Post Construction Requirements including final estimate, final records, and material certifications. HOURLY CHARGES Hourly work performed outside of the normal business hours will be billed at 1 y" times the direct labor cost and overhead. ACCEPTANCE OF PROPOSAL We would expect to commence our services promptly after receipt of your acceptance of this proposal. COMPENSATION Our Engineering Fees for the above described Basic Services will be a lump sum amount of TWENTY-FOUR THOUSAND SEVEN-HUNDRED AND FIFTY DOLLARS ($24,750.00). Please see fee breakdown attached. Payment will be based on monthly invoicing for authorized work performed during the previous calendar month. SRS shall perform the work detailed in this Proposal on a lump sum, not to exceed fee without prior approval from the Department. For the purposes of estimating the fee amount, we assumed a 12-week construction duration. We would expect to commence our services promptly after receipt of your acceptance of this proposal and approval of the purchase order.
