Mr. Bass then allowed architect Victor Dover, one of the main designers of the Hometown Plan created back in 1992, to address the Commission explaining why the proposed project will work with the Hometown. Mr. Dover was followed by the proposed project architect, Mr. Bernard Zyscovich, and by Mr. Timothy Plummer who addressed the Commission on traffic and parking issues. Owner Mr. George Spillis, and Mr. Donald Briggs with Federal Realty Investments also addressed the Commission. ":'<\;::':?:.,.
