Attorney Jeffrey Bass representing the applicant presented the project. Mr. Bass
then allowed architect Victor Dover, one of the main designers of the Hometown Plan created
back in 1992, to address the Commission explaining why the proposed project will work with
the Hometown. Mr. Dover was followed by the proposed project architect, Mr.
Bernard Zyscovich, and by Mr. Timothy Plummer who addressed the Commission on traffic and
parking issues. Owner Mr. George Spillis, and Mr. Donald Briggs with Federal Realty
Investments also addressed the Commission.

28 Mayor Stoddard proceeded to move taking the following
29 items off the table. Mr. then advised the Mayor that the action \Nould not be proper
30 without the passing of item No.1, adding that item No.2 is a map amendment to item No.1,
31 and item No. 1 failed. Mr. Pepe added that he believed that one cannot vote on a map
32 amendment on something there is no category to apply.
