Stoddard, P Mayor 7 THE CITY OF PLEASANT LIVING To: FROM: DATE: SUBJECT: CITY OF SOUTH MIAMI OFFICE OF THE CITY MANAGER MEMORANDUM The Honorable Mayor & Members of the City Commission Steven Alexander October 17, 2017 Managers Report We are requesting that Pastor Joshua Caley will be sworn In this evening as our new Police Chaplain. We have continuously been hounding officials from the County and our County contractor G7, and Tetra Tech regarding storm debris removal. Contractors working on behalf of the City have, as of October 2, 2017, cleared and hauled 41,000 cubic yards of debris. The City Public Works staff has picked up an additional 1,500 cubic yards. The County is suggesting that a second pass of debris removal will occur after the completion of the first pass. We are currently evaluating our options for the quickest most efficient strategy. This has been a moving target and we will address many issues with the County at the appropriate time. With respect to any resident who has damage due to hurricane debris removal contractors, they should call 311 and the call agent will open a "Public Complaint -No Account SRI! which is forwarded to Solid Waste Management's Customer Service Unit. It will then be routed to the appropriate County debris contractor for correction. All residents who report damage to 311 are being asked to follow up directly with the County's Risk Management Division at 305-375-4280. A Risk Management agent will gather all pertinent details about the reported property damage that may have been created by a County Contractor. In those instances where the damage was caused is alleged to have been caused by a County contractor, the resident is provided with the contractor's insurance carrier so that a THE CITY OF PLEASANT LIVING CITY OF SOUTH MIAMI OFFICE OF THE CITY MANAGER MEMORANDUM claim can be filed. We have asked a Deputy Mayor to review the process to determine if it can be simplified for our residents but for now this is the process. The City will be filing claims with FEMA under the following headings as an effort to be compensated for every possible item: A Debris Removal B Emergency Protection measures C Roads and Bridges ( Surfaces, Shoulders, Drainage Structures) D Water Facilities (Canals) E Building and Equipment (Buildings Structural) F Utilities (Generators) G Parks (Playground Equipment, Swimming Pool, Tennis courts, Picnic Tables) We now have written confirmation from the County Assistant Director of Traffic Services that 150 vehicles per hour is the threshold at which point they believe neighborhoods tend to lose livability, and apparently, they do not intend to do any physical work in such areas. This is based on a recent request to put up a sign on 64 Street and 69 Avenue to say "No left from 4-6pm local traffic only".
