2THE CITY OF PLEASANT LIVING To: From: Date: Subject: Background: OFFICE OF THE CITY MANAGER INTER-OFFICE MEMORANDUM The Honorable Mayor & Members of the City Commission November 07,2017 Agenda Item NO.:a Steven Alexander, City Manager A Resolution authorizing the City Manager to purchase from Parker Systems, Extended Hardware and Software Warranty! Tier 2 Support and maintenance for the forty-two (42) pay stations, in an amount not to exceed $27,036. The City of South Miami desires to purchase an extension of the hardware and software warranty as well as, Tier 2 Support from Parker Systems through September 30, 2018, for the fifteen (15) parking pay stations as well as support through December 31, 2017 for twenty-seven machines (27). Since implementation of the Multi Space Parking System, the City has elected to maintain a Tier II Support Contract with Parker Systems. Parker Systems maintains an exclusive, protected territory under contract with Digital Payment Technologies. As such, Parker Systems is the only Distributor authorized to sell, deliver and service Digital Payment Technologies products and services to the City of South Miami. Tier II support provides the City with the needed expertise to troubleshoot and replace any required hardware. The Hardware and Software Warranty provides the City with replacement of parts, free of charge, and the Tier II support provides the City with the needed labor to install the parts, free of charge. In detail, Tier II Support provides the following: • On-site service and support for troubleshooting issues/problems with meters • All software and hardware upgrades as required to keep system up to date with latest technology • Inventory of spare parts for use iii City machines when component replacement is required Amount: Account: Attachments: • RMA management (trouble tickets, liaison with Digital Support, replacement of components, return shipping of defective parts) • 24/7 on call telephone support The Hardware and Software Warranty for the Digital Multi-Space Parking Meters which were purchased prior to 2017 have expired , and the City's Parking Division recomri1ends extending the Hardware and Software Warranty for the 42 Digital Multi-Space Parking Meters. The Hardware and Software Warranty for the 5 new Digital Multi-Space Parking Meters \/Yhich were purchased most recently do not expire till April 17, 20~9. Resolution for approval Parker Systems Quote Digital Payment Technologies/ T2 Sole Source Letter 1 RESOLUTION NO. ______ _ 2 A Resolution authorizing the City Manager to purchase .from Parker Systems, 3 Extended Hardware and Software Warranty/ Tier 2 Support and maintenance for the 4 forty-two (42) pay stations, in an amount not to exceed $27,036. 5 WHEREAS, the City of South Miami ("CitylJ) previously Piurchased Pay Stations 6 from Parker Systems and the contract included Hardware and Software Warranty as well 7 as a Tier 2 Support/maintenance agreement; and, 8 WHEREAS, Parker Systems is a sole source for the maintenance of the Pay 9 Stations; and, 10 WHEREAS, not having a Hardware and Software Warranty for parts within the 11 Digital Multi-Space Parking Meters places an unknown burden oni the City's finances for 12 the cost of each failing part within each machine; and, 13 WHEREAS, the City of South Miami desires to purchase Extended Hardware and 14 Software Warranty/ Tier 2 Support and maintenance for the forty~two (42) pay stations. 15 NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF 16 THE CITY OF SOUTH MIAMI, FLORIDA THAT; 17 Section 1. The City Manager is authorized to purchase, from Parker Systems, 18 Extended Hardware and Software Warranty/Tier 2 Support and mai,ntenance forthe forty- 19 two (42) parking pay stations in the amount not to exceed $27,036 from account 20 001.1410.531.3459, Finance Contractual Services Parking. 21 Section 2.
