Dear Ms. Tompkins:
We represent the owner of the above-referenced property -FRIT Shops at Sunset
Place Fee Owner LLC (the "Owner"). Please consider this correspondence -together with
the enclosed materials -the Owner's submittal for review by the Planning Board of the
above referenced applications (the "Planning Board Submissions"). The Planning Board
Submissions reflect a series of technical program refinements and improvements as well
as a program adjustment to accommodate the addition of a modest, internal office
component. None of the proposed office space will be located on the ground floor. We are
quite excited about the addition of office to our program. We believe that our office
component will help energize the downtown area and drive business to the local shops and
restaurants during the workday.
As we explained in our application materials, the Owner proposes a
transformational redevelopment of The Shops at Sunset Place designed to inject life and
dynamism into this underperforming but very important location.
In short, the Owner proposes to create a lively-mixed use urban district featuring
substantial public realm improvements, the addition of a significant residential component,
accompanied by hotel, retail, restaurant, office and rooftop uses (the "Project"). The
precise details of the Project and the specific entitlement requests are all set forth in our
application materials. For your ease of reference, however, we briefly summarize the main

features of the development program and highlight our specific public hearing requests
below.
Development Program
The Project is designed in two phases along the property's north and south sides.
Phase I will re-invigorate and renew the existing shopping center on the southern section
of the property through strategic and selective demolition together with the substantial re-
design of the existing commercial space. Phase I will also include the introduction of
approximately 32,840 square feet of office space.
Phase II involves the complete demolition of the structures within the northern
portion of the property and the construction of three new buildings : two residential
buildings with approximately 414 units and a hotel with approximately 182 hotel rooms.
The existing and proposed development plans are summarized below:

In addition to the development plans detailed above, the Project also includes
significant public realm improvements -including the creation of new public spaces and
an improved network of sidewalks. We are building a new, approximately 15,000 square
feet, public gathering "square" at the intersection of San Remo and Red Road as well as an
approximately 7,400 square foot public plaza at Red Road and South Dixie Highway.
Public Hearing Requests
As more particularly set forth within our attached Exhibit A, the Project
contemplate the following City actions and approvals:

• Request 1: Small scale text amendment to the City's Comprehensive Plan (the
"Comp Plan Amendment");
• Request 2: Small scale map amendment to the City's Future Land Use Map (the
"FLUM Amendment");
• Request 3: Text amendment to the City's Zoning Code (the "Zoning Code Text
Amendment");
• Requests 4 and 5: Map amendments to the City's Official Zoning Map
(collectively the "Zoning Map Amendment");
• Request 6: Initial Site Plan approval for the Project (the "Site Plan"); and
Public Outreach
In advance of our public hearings before the City, the Owner has engaged in
substantial public outreach and community engagement. Neighborhood and community
meetings occurred on the Property on the following dates:
• November 12,2016
• February25,2017
• March 25, 2017
• May 20, 2017
• August 2, 2017
Our professional design team includes Zyscovich Architects, Dover, Kohl &
Partners, LAND Landscape Architects, Street-Works Studio, and David Plummer &
Associates. In addition to undersigned counsel our legal team also includes Joseph G.
Goldstein, Esq. and Ines Marrero-Priegues, Esq. from the law firm of Holland & Knight.
We provide the following additional application materials together with this Letter
ofIntent:

• Design Concept Exhibits dated October 16, 2017;
• Shops at Sunset Place Parking Study dated October 16,2017;

The Project Narrative and Overview describes and illustrates the urban concepts that
animate the technical Design Concept Exhibits. Although we have divided these
submissions into two booklets for your ease of review they are intended to be read together.
We reserve the right to amend and supplement these application materials as needed
throughout the City review and approval process.
