Stoddard, PhD Mayor THE CITY OF PLEASANT LIVING To: FROM: DATE: SUBJECT: CITY OF SOUTH MIAMI OFFICE OF THE CITY MANAGER MEMORANDUM The Honorable Mayor & Members of the City Commission Steven Alexander September 19,2017 Managers Report As of this morning these are the traffic lights in South Miami that are still out. We have contacted the county to advise them and they have told us a work order was prepared to fix the problem. Supposedly the word is power should be restored to all residents in Dade County by midnight tonight. This lead to a significant reduction in crime in our area to the extent that during the week of 9- 11-17 to 9-17-17 we had no robberies, auto thefts or burglaries and no violent crimes. This is outstanding and we are very proud of our public safety record during this difficult period. (Irma hit on 9-10-17). We have surveyed the City for damage several times and are proud to report that all of our roadways are clear and have been for days. However, we have suffered damage to our infrastructure and our excellent Public Works staff will be addressing those issues immediately. Some of those issues include: THE CITY OF PLEASANT LIVING CITY OF SOUTH MIAMI OFFICE OF THE CITY MANAGER MEMORANDUM HURRICANE IRMA DEFICI~I\ICY LIST AS OF SEPTEMB,ER 15, 20~7 62nd Ave/72ns St (Sunset) US 1 /SW 73rd St 67th, Ave/ 72nd St (Sunset) SW 62nd Ave / 64th St US 1 / SW 80th St SW 80th St / SW 67th Ave 62nd Ave / 56th St 57th Ave / San Remo 57th Ave / 72nd St SW 62nd Ave / 73rd St City Hall SW 58th Ave / 85th St Manor Ln SW 63rd Ct South of Sunset 58th Ave 51 St / 51 Ter SW 65th Ave / 72nd St SW 74th St / 63rd Ave SW 69th Ave / 75th St SW 65th Ave / 54th St SW 65th Ave / 64th st SW 59th PI/56th Ter 69th Terr / 69th Ave 66th St / 58th PI 67th Ave / 69th Ter 62nd Ter & 58th PI 72nd St!64th ST 64th ST B/W 59th PL / 60th Ave 6200 Blk 66th St W of 62nd Ct 6325 SW 59th Ave SW 65th Ave / 72nd st No Threw St Ped X-ing SW 72n st / 63rd Ave Speed Sign 64th St / SW 72nd St Speed Sign 6300 Blk 64th Ct 64th St / 64th Ct Speed Sign 58th St / 62nd Ave Speed Sign 50th Ter / 63rd Ave Speed Sign, 65th Ave / 64th St Rail Damage 62nd Ave / 57th St Speed Sign 58th st / 62nd Ave Speed Sign 63rd Ave / 72nd st Speed Hump SW 77th Ter / 67th Ave Dip Sign Manor Ln / 78th Ter Down Wire SW 59th Ct SW 64/66 St Down Wire 5820 SW 63rd St Down Wire SW 66th St / 62nd Ct Down Wire SW 64th St / 62nd Ct Low Wire 67th Ave / 59th St Down Wire 5900 SW 78th St Down Wire 62nd Ct / 42nd St Down Wire Low Cable 54th St / 64th Ave Down Wire 57th Dr / 58th St Down Wire 59th St B/W 60-61st Ave Low Wire 63rd Ave / 66th St Down Wire 70th St B/W 63rd Ave/63rd Ct Down Wire 64th Ave / 70th St SS 70th Street between SW 63rd Ave & SW 62nd Ct NS 70th Street between SW 63rd Ave & SW 62nd Ct 62nd Ct between 69th Street and 68th Street 6304 SW 41st Street THE CITY OF PLEASANT LIVING CITY OF SOUTH MIAMI OFFICE OF THE CITY MANAGER MEMORANDUM Some have wondered why our Public Works staff is not finishing the debris clearing that they started. Our contracted hurricane debris removal specialists have first hand knowledge of the very complicated and ever-changing FEMA regulations and have larger FEMA certified trucks and more crews so that'w~ will get a faster cleanup and a much greater likelihood of a fuller reimbursement of our funds from FEMA. Our Public Works crews will be assisting the debris clean up by ensuring that the roadways are truly clear of hurricane debris after the main crews have done their mass pickups. Additionally, our Public Works staff is responsible for garbage pick up and that process needs to continue uninterrupted on its regular schedule. With the combination of our Public Works staff addressing infrastructure repairs and regular garbage services, and our task specific debris removal contractors vigorously attending to debris removal, we have maximized our efforts to bring the City back to normal as soon as possible. We are using this two-pronged approach to ensure the maximum refund from FEMA, which is our fiduciary responsibility to the citizens of the City. As a highlight of the difficulty some Cities are having because they are not as nimble as we are, here is an excerpt of an email from the Planning Bureau Manager of the Office of Emergency Management for the County: Subject: Concerns with contracts for Debris Importance: High I know some of you are having issues with the contractors honoring the contracts. I have spoken to the FEMA rep we have here and they are reaching back to FEMA to find a PA Debris specialist and maybe an attorney who can answer your questions directly. As soon as I have any additional information I will pass this along. They may choose to do this as a conference call. I want you to be able to speak to FEMA directly so there is no confusion on the proper manner to handle this to avoid any issues with reimbursement in the future.
